Türkiye ve Çin’in bu ay içinde Konya’da gizli hava manevrası yaptıkları ortaya çıktı Tatbikatı öğrenen Washington, Dışişleri ve Savunma bakanlıklarından bilgi istedi.

Türkiye ve Çin’in, bu ay içinde “Anadolu Kartalı” tatbikatları çerçevesinde Konya’da gizlice ortak bir hava manevrası yaptıkları öğrenildi. Taraf ’ın görüşlerine başvurduğu Türk ve Batılı askerî kaynaklar, iki ülke arasında hava tatbikatı yapıldığını doğruladılar ancak manevraların ne tarihi ne de hangi uçakların yer aldığı gibi detayları vermekten kaçındılar.

NATO üyesi Türkiye, Konya’da 2000’li yılların başından bu yana gerek ittifak üyesi gerekse ittifak üyesi olmayan ve dost olarak tanımladığı ülkelerle savaş oyunları tatbikatları yapıyor. Ancak Çin ile ilk kez bir hava tatbikatı yapıldığı belirtiliyor. Özellikle Türkiye’nin yakın müttefiki ABD’nin, tatbikatın neden yapıldığı ve ne tür savaş oyunlarının sergilendiği konusunda Dışişleri Bakanlığı ve Savunma Bakanlığı’ndan bilgi istediği öğrenildi.

Ziyaret öncesine denk geldi

Ortak tatbikat, Çin Başbakanı Wen Jiabao’nun 8 ekim cuma günü Türkiye’ye yapacağı ziyaret öncesine de rastlıyor. Savunma sanayii uzmanları, Konya’daki manevralarda savaş oyunlarına katıldıkları tahmin edilen Çin’in Rus yapımı Mig 29 ile Su 27 savaş uçaklarının, Türkiye’nin envanterinde bulunan Amerikan Lockheed Martin yapımı F-16’lar ile boy ölçüşebilecek yüksek teknolojiye sahip olduğunu belirttiler. Aynı kaynaklar, bu tatbikat sayesinde Türk Hava Kuvvetleri’nin de, Rus yapımı bu savaş uçaklarının yetenekleri konusunda detaylı bilgiye sahip olma olanağına kavuştuklarını söylediler. Türkiye, geçen yıl Mig 29 almak için girişimlerde bulunmuş sonradan bu projeden vazgeçmişti.

Değişen tehdit algılamasına uygun

Türkiye’nin Çin ile gerçekleştirdiği ortak hava tatbikatının, Ankara’nın, başta komşular ve tüm dünya ülkeleriyle ilişkileri iyi düzeye getirme politikasına da uygun olduğu belirtiliyor. Hükümet, pek çok ülkenin tehdit olarak algılandığı ‘Kırmızı Kitap’ olarak da bilinen Milli Güvenlik Siyaset Belgesi’nde (MGSB) değişikliklere gidiyor. Sorunların çözümünde uluslar arası aktör olma yolundaki Türkiye, korku fobisi oluşturan tehdit algılamalarını da yumuşatıyor. Bu yıl sonunda hazır hale gelmesi beklenen MGSB’de artık tehdit algılamalarının yerine işbirliğinin artırılması ama olası tehditlerin de iyi analiz edilerek gerekli tedbirlerin alınması çizgisi benimseniyor.

Ortak füze üretimi

Türkiye ve Çin, 1990’lı yılların ikinci yarısında ortak roket üretimiyle savunma alanında işbirliğinde ilk adımları atmışlardı. Çin ile 150 kilometre menzilli roket üretimini gerçekleştiren Türkiye, 30 Ağustos 2007 yılındaki Zafer Bayramı kutlamaları çerçevesinde “Yıldırım” kod adlı yeni güdümlü füzeleri de tanklar üzerinde sergilemişti.

Azerbaijan-made sniper rifle IST-12.7 presented at int'l fair

IST-12.7 sniper rifle produced by the Defense Industry Ministry of Azerbaijan is demonstrated at the international fair for the first time.

IST-12.7, which is a comparatively smaller model of 14.5 rifle of millimetric caliber Istiqlal (IST-14.5-Anti -Material Rifle) is demonstrated for the first time at Afrika Aerospace Defence-2010 in Capetown.

Members of the Azerbaijani delegation report that IST-12.7 and IST-14.5 can terminate even armored targets from far distance.

At the same time, the new weapon has specific features. For example, the 12.7 caliber shells of IST-12.7 can damage the armor of 20 mm from the distance of 100 m in 90% of cases. The magazine of IST-14.5 has a place for 5 cartridges and the magazine of IST-12.7-7 cartridges.

The gun tube of IST-12.7 is 1100 mm in length and IST-14.5 is 1300 mm in length. Both rifles can be used at temperatures from +50 to -50.

Earlier the model IST-14.5 was demonstrated at the fair in Turkey at IDEF-2009 and this year in Jordan at SOFEX-2010.

Iranian Experts Optimize C-130 Military Cargo Plane

TEHRAN (FNA)- A C-130 military cargo plane optimized and upgraded by Iranian experts carried out its first flight in a ceremony attended by Iran's Defense Minister Brigadier General Ahmad Vahidi on Sunday.

Addressing the ceremony, Vahidi said that Iran's skillful experts could not only optimize the military plane but also design and produce more modern and more durable spare parts.

He said Iran's expert engineers "could remove the deficiencies of the plane and foil sanctions by designing, manufacturing and replacing the advanced and sensitive systems of this tactical aircraft".

He also reiterated that the efforts made by the Iranian engineers to optimize the C-130 plane foiled the plots hatched by the enemies to stop the county's progress through international and unilateral sanctions.

"Today we are witnessing the failure one of the most important aspects of the US sanctions against the Islamic Iran in the field of aviation," Vahidi stressed.

Iran is seeking to renew its air fleet through purchase of foreign planes and domestic production in a bid to improve conditions in its aviation industry.

The country has recently made good progress in the air industry and succeeded in gaining the technical know-how for even producing stealth aircraft and drones.

Iran has also designed and produced two fighter jets known as Saeqeh (Thunderbolt) and Azarakhsh (Lightening).

In September 2009, Iran displayed the first squadron of Saeqeh fighter jets produced by its defense industries in an air show staged during military parades at the beginning of the Week of Sacred Defense, marking Iranians' sacrifices during the 8 years of Iraqi imposed war on Iran in 1980s.

Also, the Iranian Air Force recently announced that it has equipped its fighter jets with newly-developed sophisticated electronic warfare systems.

Iraqis Take First Ship In New Patrol Boat Fleet

UMM QASR, Iraq - Iraq inaugurated the first in a fleet of U.S.-built patrol boats on Sept. 26, part of efforts to boost its naval capacity and secure key oil platforms ahead of an American pullout next year

The rapid build-up of the Iraqi Navy is seen as crucial to protecting the terminals through which the vast majority of the country's crude is exported, with oil accounting for around 95 percent of government income.

In a ceremony at Umm Qasr Naval Base, about 310 miles south of Baghdad, sailors demonstrated the capabilities of the boat - named "PB 301" - by showing it chase down smaller vessels.

A six-piece military band played as the boat was unveiled at a ceremony attended by Iraqi Defense Minister Abdul Qader Obeidi and U.S. Army Lt. Gen. Michael Barbero, the top American commander responsible for training Iraq's security forces.

"I am proud to be among the first to witness the historical arrival and commissioning of Iraq's first patrol boat," said U.S. Navy Vice Adm. Kevin McCoy, the commander of the Naval Sea Systems Command, which is primarily tasked with building and supporting the U.S. Navy's fleet.

"This occasion reflects the important ties that bound our governments and our commitment to supporting a strong coalition partnership that is based on mutual respect and cooperation."

Also as part of the ceremony, Iraqi Navy SEALs showed off "stop and search" skills aboard a demonstration vessel, and 177 naval cadets graduated from officer training to become lieutenants.

Crews for the new high-speed patrol boats are currently being trained in the United States, with 15 ultimately set to be delivered to Iraq.

Three are set to arrive in December, with the remaining 11 due for delivery next year.

The Iraqi Navy, re-established two years after the 2003 U.S.-led invasion that ousted dictator Saddam Hussein, now has 47 vessels, according to a U.S. Army spokeswoman.

It currently handles on-site and perimeter defense for the Khor al-Amiya oil terminal, and on-site defense for the Al-Basra oil terminal, which are six miles apart and 60 miles off the port of Umm Qasr, sandwiched between Iranian and Kuwaiti waters.

About 80 percent of Iraq's oil exports pass through the two terminals, with three more set to be added by the end of next year as the country seeks to ramp up oil exports by as much as five times.

By that time, when U.S. forces will have had to withdraw completely from the country under the terms of a bilateral security pact, Iraq will be solely responsible for all security at oil facilities, including platforms.

U.S. officers are confident their Iraqi comrades are up to the task.

"The Iraqi Navy will be fully capable to defend the oil platforms, the territorial waters and the ports," Barbero said in an interview this month.

The old Iraqi navy was destroyed in the 1991 Gulf War and again in the 2003 invasion.

The United States pulled out combat troops from Iraq at the start of this month, and will complete a full withdrawal at the end of 2011.

Swiftships delivers first in Iraq patrol boat series


The PB-301, the first in a series of 35-meter patrol boats built for the Iraqi Navy under a Foreign Military Sales contract by Swiftships, Morgan City, La., has been provisionally delivered to the U.S. Navy at Swiftships in Morgan City, La.

Swiftships is under contract with the U.S. Navy build up to 15 35-meter patrol boats for the government of Iraq in an effort to reconstitute the country's maritime security. This first patrol boat will now be stationed at Swiftships' Training Village, adjacent to the shipyard, where it will remain until a first group of Iraqi sailors completes training in July 2010. The patrol boat, along with the second boat in the series, will then be shipped to Iraq.

The PB 301 made her first machinery runs on March 31. The new Swift Boat achieved an average speed of approximately 34+ knots at 84 percent installed power. PB 301 exceeded the contract speed requirement of 30 knots on her first run.

Russia could make aerial drones without Israeli help claims company

Russia does not need Israeli assistance to make progress in the development of unmanned aerial vehicles (UAV), including military drones, the head of a Russian UAV production company said on Thursday.

A senior Israeli defense source quoted in Flight International said earlier that Israel may tear up much of the unprecedented military cooperation deal it signed with Russia at the start of this month due to anger over Moscow's decision to supply Yakhont naval missiles to Syria.

"In the next two or three years, there will be a breakthrough in the Russian UAV market regardless of the Israeli position on this issue," Vladimir Verba, the director general of the Vega company.

Verba said his company had developed a comprehensive UAV development program until 2025, which had been approved by the majority of its customers, including the Federal Security Service (FSB) and the Interior Ministry.

He also said Vega had been developing strike and reconnaissance drones for the Russian military in cooperation with Russia's United Aircraft Corporation (UAC).

The Russian military stressed the need to provide the Armed Forces with advanced reconnaissance systems in the wake of a brief military conflict with Georgia in August 2008, when the effectiveness of Russian military operations was severely hampered by the lack of reliable intelligence.

According to various estimates, the Russian military needs up to 100 UAVs and at least 10 guidance and control systems to ensure effective battlefield reconnaissance.

The Russian Defense Ministry has previously expressed dissatisfaction with locally manufactured UAVs, and decided to buy them from Israel.

According to the ministry, some 50 Russian military servicemen are undergoing training in the use of Israeli-built UAVs and that a total of twelve have been bought.

Russia has reportedly signed two UAV contracts with Israel. Under the first contract, signed in April 2009, Israel delivered two Bird Eye 400 systems (worth $4 million), eight I View MK150 tactical UAVs ($37 million) and two Searcher Mk II multi-mission UAVs ($12 million).

The second contract was for the purchase of 36 UAVs, worth a total of $100 million, to be delivered later this year.

Russia and Israel have also been negotiating the establishment of a joint $300-million venture to produce UAVs

Israel threatens to scrap UAV deal with Russia over Syria arms sale

Israel may tear up much of the unprecedented military cooperation deal it signed with Moscow at the start of this month due to anger over Moscow's rigid stance on supplying naval missiles to Israel's enemy Syria.

"We will have to reconsider all proposed deals with Russia. Moscow did not show the necessary understanding of our requests," a senior Israeli defense source quoted on aviation business magazine Flight International's website said on Thursday.

Earlier this week, Moscow confirmed it would supply P-800 Yakhont supersonic naval cruise missiles to Syria, despite vociferous Israeli objections to the deal which was signed in 2007.

The first victim of the fallout could be Russia and Israel's planned $300 million deal to set up an unmanned air vehicle (UAV) manufacturing facility in Russia.

Russia has spent around $50 million on Israeli-built UAVs this year to train operators and develop tactics for using modern systems.

It has also expressed interest in buying more Israeli UAV systems, including the IAI Heron.

The Russian forces have previously expressed dissatisfaction with locally manufactured UAVs.

Russia developing laser weapons

Russia is working on a military laser system, the chief of Russia's Armed Forces General Staff said on Wednesday.

"Work on laser weapons is underway across the world, and that includes us," Gen. Nikolai Makarov said.It is "too soon yet" to speak about the specifications of the Russian laser system, he added.

According to some media reports, Russia has been developing an airborne laser - the so-called flying laser - to disable enemy reconnaissance and data processing systems, as well as shoot down missiles in flight.

INDIAN AF planning to induct 10 AWACS

NEW DELHI (PTI): Having already procured three Airborne Warning and Control Systems (AWACS), the Indian Air Force (IAF) is planning to induct ten such eyes for boosting the country's air defence.

In the near future, the IAF will place fresh orders for two more PHALCON AWACS in addition to the three procured earlier.But in the long run, it has plans of inducting a total of ten such aircraft in its fleet, Defence Ministry officials told PTI here.

With ten aircraft, the IAF hopes to provide round the clock vigil across all the frontiers, the sources said.
India inducted its first AWACS system in Delhi this year and the second was inducted into the fleet in June.

Officials said the third aircraft is expected to join the fleet by the end of this year in December. The AWACS deal was initiated in 2004 between India, Israel and Russia.

The project involved the Israeli Phalcon early-warning radar and communication suites which had to be mounted on the Russian IL-76 heavy-lift military aircraft. The deal was to the tune of USD 1.1 billion.

AWACS has complimented the IAFs capability in terms of detection and the tracking of troop build-ups or aircraft movements in border areas and enemy territories.

Besides detection of incoming cruise missiles and aircraft in a 400 kilometre range in all-weather conditions, AWACS is useful to direct air defence fighters during combat operations against enemy planes.

It will provide a much enhanced situational awareness and the capability to truly project aerospace power.

India is also working on a Rs 1,800 programme to develop its indigenous Airborne Early Warning and Control system, which will be put on the three Embraer-145 jets being acquired for USD 210 million from Brazil.

Australian ship exercises with Chinese frigate for first time

BEIJING (BNS): Two frigates from Australia and China have conducted a live-firing drill off the Shandon Peninsular in South China Sea for the first time.

Royal Australian Navy’s frigate HMAS Warramunga, which is in China to take part in a week-long naval drill, has successfully completed the first-ever live-firing exercise with Chinese naval frigate Louyang.

This is the first time that a Western ship has participated in such an exercise conducted by China's People’s Liberation Army-Navy, the Australian MoD said.

“While we are used to operating with other nations from our region, this is the first time we have undertaken such a complex exercise with the Chinese and we are very much looking forward to this experience,” HMAS Warramunga's Commanding Officer, Commander Bruce Legge said.

HMAS Warramunga had taken part in the just-concluded biennial multi-nation naval exercise ‘Kakadu’ in which the navies of Thailand, Singapore and Japan were also involved.

The frigate’s participation with the Chinese Navy is “significant,” Australia said.

The two navies plan to conduct joint helicopter operations, search and rescue drills, communications exercise and personnel exchanges in the later phase of the war game.

HMAS Warramunga will spend several days alongside and exercising in the the southern port city of Qingdoa before transiting to Zhanjiang and then home to HMAS Stirling in Western Australia.

DCNS Wins Sub Contract With Pakistan

TOULON, France - French naval company DCNS won a contract this summer to supply two Subtics combat management systems for Pakistan's Agosta 70 diesel-electric submarine fleet, industry executives said.

 DCNS signed in June a contract for modernization of Agosta 70 boats, described as "very old subs," for an Asian country, Alain Cursat, DCNS marketing manager for submarine combat systems, told journalists. Cursat declined to identify the country. But other industry sources said Pakistan was the customer. One industry executive said the prospect of selling new submarines to Pakistan had gone cold as the Navy was modernizing its existing Agosta fleet, while a second executive said Pakistan was the only operator of the Agosta boat in the region.

Pakistan bought two Agosta diesel-electric submarine, built by DCNS, in 1978 and had been looking to add to its fleet with more modern boats.

DCNS had pitched the Marlin, a submarine derived from the Scorpene boat co-developed with Spain, but the Pakistan Navy favored the rival U214 boat from German archrival Howaldtswerke-Deutsche Werft (HDW). The Pakistan Navy has not signed with HDW.

DCNS is expecting other contract wins for the Subtics system, notably among the fleet of U209 boats operated by South American navies, as operators look to implement a midlife upgrade of their conventional (SSK) submarines, Cursat said.

DCNS expects to capture about 10 more modernization contracts for its Subtics system over the next 10 years, he said.

A sale to Pakistan of new submarine technology is a sensitive issue as DCNS sold six Scorpene submarines to India for $3.9 billion in 2005. The boats are being built locally by Mazagon Docks but the program has fallen behind because of technical problems.

Subtics stands for submarine tactical integrated combat system. The system, which integrates sensors and weapons, can be retrofitted on boats of different manufacture, including Russian build, Cursat said.

DCNS last year signed a deal for the supply of four Scorpene type submarines to Brazil, and is helping the Brazilian Navy to design and build the non-nuclear parts of a nuclear powered submarine. The Brazilian submarine deal, including construction of a shipyard and naval base with the local joint venture partner Oderbrecht, is worth 6.7 billion euros, of which four billion goes to DCNS.

Havelsan shows off observer simulators

Turkeys Havelsan is displaying its artillery forward observer simulator (AFOS) system here at AAD (Hall 3, Stand 354). This Windowsbased system helps to train forward observers and fire detection centre personnel so that they can employ artillery firepower accurately and effectively.

The system presents 3D geo-specific/geotypical terrain views, high-resolution satellite images and elevation data and allows the addition of new terrain features and new weapon systems, as well as digital cultural data. It depicts realistic target models and realistic explosive effects, with static and moving targets. Using the system allows observers to train in the effects of different types and calibres of ammunition, target-fixing, fire request and the organisation and management of fire in varying terrains.

AFOS has been used by the Turkish armed forces, including the navy, for some time and in 2008 was supplied in modified form to Pakistan. Two versions are currently in development for the Azerbaijani and Georgian armies for delivery early next year.

MBDA Settles FREMM Frigate Missile Specifications

LORIENT, France - French industry has locked down the missile specifications of an air defense model of the FREMM multimission frigate in talks with Greece and is embarking on negotiations on industrial cooperation, industry executives said.

Despite the budgetary crisis assailing Athens, industry executives hope the Greek Navy will sign for the FREMM warship in 2012. Talks have centered on an order for four ships and options for two more.

Missile maker MBDA would supply a total 56 surface to air missiles on the air defense frigate proposed to the Greek authorities.

In the configuration proposed, the long range Aster 30 missiles would be housed in three Sylver A50 launchers and a Sylver A70 launcher in the front of the ship, Stéphane Bertuzzi, MBDA head of naval systems told journalists here. In addition, the vertical launch Mica missile would be housed in six Sylver A35 launchers at the rear.

"This is what we've proposed to the Greek Navy," Bertuzzi said.

In the French Navy anti-submarine warfare version of the FREMM, the A70 launcher would be used for the Scalp cruise missile, giving a deep strike capability of 1,000 kilometers.

MBDA builds the Aster and Mica missiles, while DCNS builds the Sylver launchers. Thales builds the seekers in the missiles as well as the Herakles 3D radar and Artemis infrared search and track sensor which are used to cue the weapons.

The missile company has found it hard going to sell the Aster 30 missile in export markets, encountering price resistance. "Customers are asking for the Aster 30 but they can only afford the VL Mica," an executive said.

A French Navy officer on board the Chevalier Paul air defense destroyer said Greek Navy officers recently visited the Horizon class warship and were impressed by its capabilities. "They said they wanted this ship for the same price as the FREMM," the officer said.

Discussions with the Greek authorities on the FREMM are held every two weeks and are led by the Direction Générale de l'Armement (DGA) procurement office. "Everything is on track," a DCNS official told journalists here ahead of the Euronaval trade show which opens Oct. 25.

French executives believe the budgetary and political situation in Greece may have calmed down in 2012, and the need to maintain employment in local shipyards will help the government to sign a contract for the warships.

The talks on industrial cooperation are key as Greece expects to obtain a high level of local assembly of the FREMM frigate in domestic yards, an industry executive said.

Italy, which had been in the running to offer its version of the FREMM, is understood to have bowed out of the competition, ceding the ground to the French.

DCNS has 12 FREMM ships on the orderbooks, 11 for the French Navy, down from an initial planned 17-ship buy, while Morocco has bought one FREMM.

The company five years ago invested 15 million euros in adding to production facilities here in anticipation of the full build out of the 17 French ships. DCNS has slowed production to one ship per 10 months instead of seven months but can pick up the rate to one every seven months if export orders are won.

Exports of the FREMM are needed to make up for the cancellations in the national program. France is also trying to sell the frigate to Brazil and Saudi Arabia.

The Moroccan FREMM is based on the French Navy's version, with little modification, but is widely seen as a consolation prize for Paris after Rabat bought the Lockheed Martin F-16 fighter instead of the Rafale from Dassault Aviation.

DCNS launched April 29 the first of class Aquitaine and has started building the Normandie, the second in the series for the French Navy.

President Nicolas Sarkozy visited the Aquitaine here in May and departed from a prepared speech to describe himself as a member of the DCNS sales team as he insisted on the importance of France maintaining an industrial manufacturing capability.

The focus on the industrial and commercial side discomfited the senior Navy officers present as they saw that as undercutting the president's status as commander in chief and the significance to the service of the Aquitaine as the first of class in a new generation of warships.

Savunma sanayisinden Pentagon'a yüklü fatura

ABD Savunma Sanayisi için Eylül ayı tam bir zafer oldu. Körfez’deki altı Arap ülkesiyle 123 milyar dolarlık anlaşma imzalayan ABD hükümeti, aynı dönemde savunma sanayisinin de en büyük alıcılarından biri oldu. Lockheed Martin (LM), aylar süren yoğun görüşmelerin ardından Savunma Bakanlığı Pentagon ile beş milyar dolarlık dev bir anlaşma imzalamayı başardı.

ABD ordusunun tarihindeki en büyük silah alım anlaşmalarından biri olan projede, Pentagon, LM’den 32 adet radara yakalanmayan F-35 savaş uçağı alacak. Ancak bu satışta en dikkat çekici unsur, uçakların birim maliyetinin belirsiz olması.

Federation of American Scientists looks at China’s ballistic missiles

Similar to Russia’s troubled Bulava sea-launched ballistic missile, the Pentagon’s latest report* on China’s military power reveals that Chinese efforts to develop a new sea-based nuclear missile have run into problems. Other nuclear force developments described in the Pentagon’s delayed annual report on China’s military power, now renamed Military and Security Developments Involving the People’s Republic of China, include a slow deployment of new land-based mobile missiles and nuclear command and control challenges.

Naval Nuclear Programs

While the first boat of a small class of new Jin-class (Type 094) sea-launched ballistic missile submarines “appears ready” and up to four more may be building, development of the long-range ballistic missile Julang-2 for the class is said to have “encountered difficulty.”

The report reveals that the new missile has been “failing several of what should have been the final round of flight tests.”

The latest setback continues the problems that have characterized China’s naval nuclear program over the years. The first SSBN program (Type 092) only produced one boat, the Xia, which has never sailed on a deterrent patrol. Even following a recent lengthy submarine overhaul, the Pentagon describes the operational status of the Xia’s Julang-1 missile system as “questionable.”

The nuclear-powered attack submarine program also seems challenged, with only two Shang-class (Type 093) boats operational – the same as last year – and four old Han-class (Type 091) boats still in service. Instead, the focus of the nuclear attack submarine program appears to have shifted to building a new class, the Type 095. The Pentagon report projects that “up to five” Type 095s may be added “in the coming years.”

Land-Based Nuclear Missiles

Introduction of new land-based mobile ballistic missiles continues, but at a slow pace. The DF-31 program appears stagnant at “<10” missiles, the same as reported last year. The number of intercontinental DF-31As has only increased by a couple of missiles, from “<10” last year to “10-15” in this year’s report.

Probably as a possible result of the slow deployment of the new DF-31, the number of old liquid-fueled DF-3A and DF-4 missiles remain the same as last year.

Despite a strong display at the military parade in Beijing last year, the number of DF-21 launchers has not increased compared with last year. The number of missiles is a little higher, 85-90 missiles versus 60-80, probably reflecting addition of conventional DF-21C versions.

The report continues previous years’ predictions that a new road-mobile ICBM may be under development, possibly a reference to the elusive DF-41 or another system. The new missile is described as “possibly capable of carrying a multiple independently targeted re-entry vehicle (MIRV).”

Previous reports have reported development of MIRV technology for many years, but always concluded that MIRV technology for mobile missiles would be too difficult and expensive. The reference to a road-mobile ICBM MIRV capability is new, although it comes with a lot of caveats: “may be under development,” and “possibly capable of carrying” MIRV.

A MIRV system would, if deployed, represent a significant change in Chinese nuclear employment strategy. Russia and the United States deployed MIRVed systems to improve targeting against military targets. A secondary reason – for Britain it was probably the primary reason – was to overwhelm missile defenses.

Rather than increased targeting, the Chinese motivation for pursuing MIRV probably is the emergence of increasingly advanced U.S. ballistic missile systems. Phase 4 of the Obama administration’s Phased Adaptive Approach (PAA) includes an anti-ballistic missile defense capability against ICBMs from around 2020. This may push China further toward MIRV.

Nuclear Command and Control
As were the case with the 2009 report, the 2010 report underscores the command and control issues facing Chinese leaders. “The introduction of more mobile systems will create new command and control challenges for China’s leadership, which now confronts a different set of variables related to deployment and release authorities.”

One of these is the emerging SSBN force, an almost entirely new form of nuclear deployment in Chinese posturing. The report states that “the PLA has only a limited capacity to communicate with submarines at sea, and the PLA Navy has no experience in managing a SSBN fleet that performs strategic patrols with live nuclear warheads mated to missiles.”

Chinese SSBNs have never performed a strategic deterrent patrol (none were conducted in 2009), and if current Chinese doctrine is any indication it is doubtful that the SSBNs will deploy with “live nuclear warheads mated to missiles” in peacetime. But the absence of operational experience and the limited communication capability raises serious questions about how inadequate proficiency and launch control procedures might create problems in a crisis.

The report raises similar issues with the emergency of the new generation of land-based mobile missiles. Although China has operated medium-range mobile missiles for decades, the delegation of launch authority in a crisis to units with quicker-launch solid-fuel long-range missiles raises questions about use control, crisis stability, and misunderstandings.

And there “is little evidence,” the Pentagon concludes, “that China’s military and civilian leaders have fully thought through the global and systemic effects that would be associated with the employment of these strategic capabilities.”

Despite these issues and speculations in previous annual Pentagon reports and the public about possible changes to Chinese nuclear doctrine, particularly conditions to its no-first-use policy, the 2010 report concludes that, “there has been no indication that national leaders are willing to attach such nuances and caveats to China’s ‘no first use’ doctrine.”

Turkish, Russian Coast Guard boats start joint exercise

Turkish and Russian Coast Guard boats started a joint exercise Monday in Istanbul.

Turkish General Staff said in a statement posted on its website that the exercise would last until September 23.

The joint exercise which is coordinated by the Turkish Coast Guard is part of an effort to promote cooperation and joint training in this field between the two countries.

Basic Naval training and search and rescue training will also be given to participants during the exercise.

Russian Coast Guard ship RUBIN (050) will visit the Istanbul Port under the exercise.

İsrail'den Rusya'ya tehdit: Biz de senin düşmanlarına silah satarız

İsrail'in uzun bir süredir engellemeye çalıştığı Rusya'nın Suriye'ye gelişmiş, süpersonik Yakhont füzeleri satma kararı, İsrail'de öfke ve tepkilere sebep oldu.

İsrail'de yayınlanan Yedioth Ahronot gazetesi, Savunma Bakanı Ehud Barak'ın 1,5 hafta önce Moskova ziyaretinin ardından gelen kararı, "İsrail'in yüzüne bir tokat" olarak nitelendirdi. Gazeteye konuşan İsrailli bir yetkili de Moskova'ya gözdağı vererek, "Rusya düşmanlarımıza silah satıyorsa biz de Rusya'nın stratejik önem verdiği bölgelere satarız." şeklinde konuştu. Rusya'nın Suriye'ye füzeleri satmakla çok ileri gittiğini öne süren İsrailli yetkili, bu şekilde Rusya ile yaptıkları işbirliğine bağlı kalamayacaklarını söyledi. Kendilerinin şu ana kadar Rusya ile yaptıkları anlaşmalara bağlı kalarak Rusya'nın düşmanı konumundaki ülkelere stratejik silahlar satmadığını ifade eden İsrailli yetkili, Rusya'nın ise bu anlaşmaya sadık kalmadığını savundu. Dünkü bakanlar kurulu toplantısında konuya değinen İsrail Başbakanı Binyamin Netanyahu da "yoğun diplomatik çabalara rağmen, Rusya'yı, Suriye'ye füze satışını durdurma konusunda ikna edemediklerini" söyledi. Satışı, İsrail için bir "sorun" olarak nitelendiren Netanyahu, İsrail'in kısa süre önce hava kuvvetlerini ABD'de yeni geliştirilen F-35 uçaklarıyla güçlendirme kararında, Suriye füzelerinin etkili olduğunu sözlerine ekledi.

Rusya, Suriye ile 2007 yılında yaptığı anlaşma çerçevesinde bu ülkeye 300 km menzilli P800 Yakhont füzeleri vermeyi kararlaştırmıştı. Turkey mulls participation in missile defense system

Turkey is yet to make a final decision regarding a Washington proposal that it participate in a collective missile defense system designed to counter potential threats from Iran.

"For our decision, we need to see a united NATO position on the missile defense matter, and it is not there at this point," a Turkish Foreign Ministry official said recently.

"There have been discussions with several members of NATO to include Turkey, Bulgaria, Romania, in terms of parts of this phased-adaptive approach missile defense architecture, and whether countries would support installations and capabilities for this overall architecture," Adm. Mike Mullen, chairman of the U.S. Joint Chiefs of Staff, said during talks held in Turkey on Sept. 4.

Turkey, however, has yet to clarify its position on a defense system.

Some government officials, mainly from the Foreign Ministry, support Ankara's participation in the collective missile defense system but others have concerns over rousing Iran's ire, said multiple sources.

US plans changed in a year

The United States' collective missile defense plans underwent major changes over the past year. U.S. President Barack Obama in September 2009 moved to cancel an earlier plan to set up anti-Iranian missile defense bases in the Czech Republic and Poland and opted for a regional approach instead.

The White House said at the time that under the latest intelligence assessments, the threat from Iran's short- and medium-range missiles was developing more rapidly than previously projected and that in the near-term, the greatest missile threats from Iran would be to U.S. allies and partners, as well as to personnel deployed by the U.S. in the Middle East and in Europe.

Accordingly, a plan developed during former president George W. Bush's term to deploy radars and interceptors in the Czech Republic and Poland to hit Iran's potential long-range and intercontinental ballistic missiles was abandoned. The countries, however, will still be integrated into the Obama plan in a new fashion.

In phase one of the Obama plan, the U.S. will deploy state-of-the-art SM-3 interceptor missiles and radar surveillance systems on sea-based Aegis weapons systems by 2011. In phase two – to be completed by 2015 – a more capable version of the SM-3 interceptor and more advanced sensors will be used in both sea- and land-based configurations. In later phases three and four, intercepting and detecting capabilities will be further developed.

Among countries Mullen said the U.S. hopes to bring into providing “architectural” support for the system, former Warsaw Pact member and new NATO ally Romania voiced willingness in February to host interceptor missiles, while talks are continuing with Turkey and Bulgaria for the deployment of strong X-band radar stations to detect incoming missiles.

Despite Iran's controversial nuclear program, Turkey is one of Tehran's strongest economic and trade partners. A move by Turkey, a nonpermanent member of the U.N. Security Council, to vote against fresh sanctions on Iran's nuclear program in June angered Washington. Ankara says it wants a fully diplomatic and peaceful solution to the dispute.

In Ankara, Mullen said he did not plan to "question or rebut" Turkey over the U.N. vote. Instead he said the U.S. and Turkey agree that Iran should not achieve a nuclear weapons capability and that "we need to do all we can to ensure that."

Turkey's national missile defense program

Turkey is involved in an effort to buy a national missile defense system to protect strategic areas and installations from potential ground-to-ground ballistic missile strikes, a program whose first phase is expected to cost between $1 billion and $2 billion.

Competing in an ongoing competition to win the Turkish tender are U.S.-based Lockheed Martin and Raytheon, with their Patriot Advanced Capability-3 (PAC-3) systems; Russia's Rosoboronexport, marketing the S300; the China Precision Machinery Export-Import Corp., or CPMIEC, offering its HQ-9; and the Italian-French consortium Eurosam, maker of the Aster 30.

Turkey is expected to decide on the tenders next year. The difference between the SM-3, the proposed U.S.-led collective defense system's main component, and the PAC-3, S300, HQ-9 and Aster is that while the systems competing for the Turkish contract are designed to defend only a specific area and can hit an approaching ballistic missile, the SM-3 is able to intercept the ballistic missile during its ascent phase.

Spanish Navy attack sub for sale

THE Spanish Ministry of Defense needs some extra money, and like anyone else, they have come up with the idea of selling something that they don’t want.

However, in this case, the item to be sold is a 28-year-old S-72 Siroco attack submarine. The sub needs a complete overhaul which would cost around €25m to keep it in working order for another five years.

The Navy found difficulties to pay for the repair of the S-71 Galerna. Work had to be suspended until funds were raised and it should be complete by 2011.

The next three submarines, the S-72, S-73 and S-74 need repairing but the Ministry of Defense is reticent to pay out so much money to keep them operational when they will have to be substituted for the new S-80 model in 2013.

The Ministry of Defense are therefore planning to sell the S-72 to Southeast Asia, and believe that the three remaining subs will be sufficient until 2013. The Navy, however, is worried that the S-80s will not arrive on time, and as Spain has borders with two seas, two subs are needed at all times.

Egypt Puts American Sonar On Their Chinese Ships To Seek Israeli Subs From Germany

September 16, 2010: The U.S. is selling Egypt a towed array sonar system, for $23 million. The three ton LFATS (Low Frequency Active Towed Sonar) system is compact and can be carried by small warships (large patrol boats or corvettes) and is very good at finding quiet submarines in shallow coastal waters. Egypt plans to equip its Chinese made patrol boats with the new system.

Although a defense system, sometimes towed arrays can have offensive use. In June, 2009, an American destroyer, while training off Subic Bay in the Philippines, had its towed sonar array collide with a Chinese submarine. The U.S. Navy did not reveal if the American ship had detected the sub before the collision. If the array was not activated, its sound (sonar) detectors would not have detected the sub. The Chinese admitted the sub was one of theirs, and the boat was apparently following the American ship unaware that a sonar array (which usually operates over a hundred meters beneath the surface, and up to two kilometers behind the ship towing it) was there.
