TSK Suriye ordusunu eğitecek

Türkiye ve Suriye arasında son yıllarda yoğunlaşan askeri düzeydeki temaslar çerçevesinde, Suriye askerinin Türk askeri tarafından bazı alanlarda eğitilmesi konusunda mutabık kalındığı bildirildi.

AA muhabirinin çeşitli kaynaklardan aldığı bilgiye göre, Genelkurmay İkinci Başkanı Aslan Güner’in Aralık ayında Şam’a yaptığı ziyaret sırasında eğitim konusunun detayları değerlendirildi.

Suriye bölücü örgüte sığınak verdiği için 1998 yılında savaşın eşiğine gelen ancak günümüzde PKK’ya karşı tam bir işbirliği yürüten Türk ve Suriye orduları arasındaki ilişki, karşılıklı askeri ziyaretlerle pekiştirildi. İki ülke askeri birlikleri, son yıllarda çeşitli boyutlarda ortak tatbikatlar gerçekleştirdi.

Orgeneral Aslan Güner’in katılımıyla Aralık ayında Şam’da yapılan Türkiye-Suriye Yüksek Düzeyli Askeri Diyalog Toplantısında bu işbirliğinin derinleştirilerek eğitim konusunun ele alındığı öne sürüldü. Bu çerçevede, Türk askerinin Suriye askerlerini bazı alanlarda eğitmesine ilişkin konunun detaylarının görüşüldüğü kaydedildi.

Suriye askerlerinin Türk askerleri tarafından eğitilmesi halinde, uzun yıllar eski Sovyetler Birliği ile müttefik olan Suriye ordusunun Sovyet ekolünden Batı ekolüne kayabileceği yorumları yapılıyor.

İki ülke orduları arasında savaşın eşiğinden ortak tatbikatlara kadar uzanan askeri işbirliği süreci, 1998 yılında imzalanan ve PKK’ya karşı işbirliğini öngören Adana Mutabakatı ile başladı.

Türkiye ve Suriye arasındaki siyasi ilişkilerin de miladı sayılan Adana Mutabakatı, PKK’ya karşı iki ülkenin işbirliği yapmasını öngörüyordu. Ancak iki ülke ilişkilerinin kısa sürede gelişmesi ile askeri temaslar arttığı gibi PKK’ya karşı yürütülen işbirliği de pekiştirildi. Suriye güvenlik güçleri, PKK’ya yönelik çok sayıda operasyon yaptı.

MSB, taaruz botuna açıklama istedi

Milli Savunma Bakanlığı'ndan 'bot' açıklaması

Milli Savunma Bakanlığı, Deniz Kuvvetleri Komutanlığınca yeterliliği olmayan su altı taarruz botlarının alındığı iddialarıyla ilgili olarak, Deniz Kuvvetleri Komutanlığının projelerin yürütülmesinde ihtiyaçların tanımlanması ve teknik destek sağlanması dışında mali ve idari konularda yetki ve sorumluluğu bulunmadığını bildirdi.

Milli Savunma Bakanlığı Genel Sekreterliğinden yapılan yazılı açıklamada, bazı basın-yayın organlarında yer alan ''taarruz botu'' ile ilgili haberlere ilişkin açıklama yapılmasına ihtiyaç duyulduğu belirtildi. Savunma Sanayii Müsteşarlığınca yürütülen deniz platformları projelerinin kabulünün geçici ve kesin kabul olmak üzere iki aşamalı yapıldığı ifade edilen açıklamada, 31 Ekim 2008'de imzalanan su altı taarruz timleri harekatı için intikal botları (SAT botu) tedarik sözleşmesi kapsamında SAT Botu 2'nin geçici kabulünün yasal mevzuata uygun olarak Savunma Sanayii Müsteşarlığınca oluşturulan kabul heyetince 15 Ekim 2010'da yapıldığı kaydedildi.

Açıklamada şöyle denildi:

''Deniz Kuvvetleri Komutanlığı'nın, projelerin yürütülmesinde ihtiyaçların tanımlanması ve teknik destek sağlanması dışında mali ve idari konularda herhangi bir yetki ve sorumluluğu bulunmamaktadır. Bu kapsamda, basında yer alan doküman, Milli Savunma Bakanlığı Savunma Sanayii Müsteşarlığınca yapılan talebe istinaden Deniz Kuvvetleri Komutanlığınca harekat ihtiyacına yönelik olarak hazırlanmış bir teknik değerlendirmedir, bir kabul belgesi değildir. Henüz kesin kabulü yapılmamış olan botların geçici kabul esnasında tespit edilen ve Sat Botu 2'nin fonksiyonel kullanımını aksatmayacağı değerlendirilen hata ve noksanlıkların kesin kabul tarihine kadar tamamlanması halinde kesin kabulü yapılacaktır. Savunma Sanayii Müsteşarlığı bünyesinde devam etmekte olan tüm deniz platformları için uygulanmakta olan prosedür aynıdır. Bu projeye özgü ayrı bir uygulama yapılmamıştır.''

Başbakan Erdoğan'dan uçak üretim müjdesi. Başbakan Erdoğan, '2020'de inşallah kendi uçağımızı üreteceğiz. Devamlı dünyanın değişik ülkelerine buradan parça üreten değil, kendi uçağını kendisi yapan ülke durumuna ulaşacağız.' dedi.

ATAK helikopterinin yapıldığını, test uçuşunun gerçekleştirildiğini anlatan Başbakan Erdoğan, 2013'de seri üretime başlanacağını belirtti.
Böylece dışarıdan almak yerine satma imkanının yakalandığını vurgulayan Erdoğan, şöyle devam etti:

Okullaşmanın yüzde 100'e ulaşması için gayret gösterdiklerini dile getiren Başbakan Erdoğan, her bir vatandaşın 2023'te sağlık sigortası şemsiyesi altına alınacağını söyledi.

Cheonan Sinking Stirs New Interest in Coastal Submarines

09:44 GMT, January 25, 2011 NEWTOWN, Conn.

According to Forecast International’s "The Market for Submarines" analysis, the torpedoing and sinking of the South Korean corvette Cheonan in March 2010 by a North Korean coastal submarine will prompt a surge of interest in small, low-cost submarines. The corvette was specifically designed for operations in littoral waters and built with full knowledge of the threat spectrum she would face. Yet, she was blown in half by a torpedo she never saw coming. The force multiplier effect was clearly evident here.

"The Cheonan was designed to provide an economical asset for patrolling coastal waters, but the submarine used to sink her cost an order of magnitude less – and that submarine got away with her attack cold," said warships analyst Stuart Slade, author of the report. "It is quite clear which was the most cost-effective asset in this particular scenario."

It is likely that the sinking of the Cheonan will cause a surge in the market for small, coastal submarines. These low-cost, quick-to-build and economical-to-operate submarines offer small navies with the means to threaten those who intrude upon their territorial waters. Until recently, the capabilities of such submarines were neglected as attention focused on their ocean-going sisters. With the destruction of the Cheonan, this is likely to change. The question is whether the shipbuilding companies will be able to exploit this altered perception.

Western submarine builders have attempted to produce small coastal submarines but, with few exceptions, these have never enjoyed any significant success. Russian offerings of small derivatives of their Project 877 and 677 class diesel-electric boats have also met with scant success. The reason is that these boats have tried to package the capability of the larger submarines into a small hull. This is a technological challenge of daunting dimensions and, in solving it, the defining characteristic of the small coastal – its low cost – is lost.

"If the changed perception of the coastal submarine is to be exploited, the requirement is to build a low-cost submarine that makes no pretext of challenging its larger cousins in quality terms but instead requires a minimum investment in resources and personnel to operate," said Slade. He added that such submarines would exploit a gap in the market but require existing Western submarine teams to break decades of acquired design habits. If they do not do so, Slade said, the coastal submarine market will go to Chinese and possibly Russian producers.

USAF F-15E flies with new radar system

Officials took a step forward in the F-15E Strike Eagle's continuous technological evolution as the U.S. Air Force's most versatile combat aircraft here Jan. 18.

Officials from the 46th Test Wing launched the fourth generation fighter for the first time with a new and improved radar system, the APG-82(V)1.

The APG-82 uses active electronically scanned array radar technology composed of numerous small solid-state transmit and receive modules. The standard radar, APG-70, is a mechanically scanned array housed in the nose of the aircraft. Although the current F-15E radar has undergone numerous updates and upgrades, it is still the same system the aircraft had on its maiden flight more than 24 years ago.

"We've been able to get more out of it, but at this point it's pretty much maxed out," said 1st Lt. Nathaniel Meier, a radar modernization project manager with the Operational Flight Program Combined Test Force.

The new radar lacks the motors and hydraulics of the old system and includes a new avionics and cooling system.

Aircraft radar continuously sends out and receives energy to identify objects or targets around it.

Due to its unique capabilities, the F-15E radar operates as air-to-air and air-to-ground radar, officials said.

"One AESA-equipped F-15E can detect and track multiple targets simultaneously and gain the same battle picture and prosecute the same number of attacks that currently require several mechanically scanned radar assets," said Brad Jones, the Boeing director for U.S. Air Force development programs. "Adding AESA multiplies the effectiveness of the F-15E."

The advantage AESA radar has over an MSA is its near-instantaneous ability to redirect its focus from air-to-air to air-to-ground mode, officials said.

By no longer having to wait for the array to physically move to a new area of interest, the aircrew receives better situational awareness in less time, Lieutenant Meier said.

The four-year-old project borrowed from existing technology to create the new system. The array system was taken from F-15C Eagle models and the avionics were borrowed from F-18 Hornets.

The reason for the change was to improve the entire aircraft's reliability, availability and maintainability, Lieutenant Meier said.

The new radar works as a plug-in-play system with newer, easily replaceable parts, the lieutenant said.

It's expected to have approximately a 20-fold improvement in aircraft reliability, he said.

The aircraft also stays mission-ready.

An average failure for the radar component was previously measured in tens of hours and can now be measured in hundreds of hours, Lieutenant Meier said.

The APG-82 has fewer moving parts and the new equipment lasts longer, which cuts down on the time needed for repairs, he said.

The modification of the aircraft, which began in June 2010, was a concerted effort by members of Boeing, the 46th Maintenance Group, Raytheon, the 46th Technical Support Squadron and the OFP CTF.

"Without their determination, (F-15E) RMP would not have been anywhere close to making its first flight," Lieutenant Meier said.

The developmental test flight was considered successful, and the aircrew members said they liked what they saw during the flight.

"There are huge performance increases," said Maj. Raja Chari, a 40th Flight Test Squadron member and the pilot for the first flight. "We're getting the benefit of two decades worth of technology. From what we saw in this flight, we're heading in the right direction."

The developmental test process is about building incrementally into testing more complicated functions of the equipment and finding any flaws and problems based on usage in specific test profiles.

"Really, the engineers put in the time and hard work," Major Chari said. "We have the easy part of seeing if it will do what they thought it would. It was interesting to see the engineers reacting and diagnosing the issues right away, based on our feedback."

Capt. Chris Dupin, a 40th FTS member and the weapons system officer for the first flight, said he noticed improved capabilities during the initial flight.

He said the radar was able to detect F-16s much farther away than ever before.

"The kill chain for anything is the ability to detect, identify, target and engage a threat," Captain Dupin said. "If we can detect an air target earlier or farther away, that leaves more time and space to complete the rest of the kill chain. Completing the kill chain faster and earlier means we're better able to gain or maintain airspace superiority."

The biggest "test" facing the project involves combining avionics and array systems from other aircraft and incorporating them into a totally different one.

"By using (government and commercial) off-the-shelf equipment, the Air Force is able to save a large amount of the development costs, but the challenge is integrating these new systems and making them work as one," Lieutenant Meier said.

Developmental testing is scheduled to continue through 2012, but the OFP CTF, being a shared unit of the 46th Test Wing and 53rd Wing, is unique in that its members can perform developmental tests while incorporating early operational testing.

Officials have begun modifying a 53rd Wing F-15E with the new radar and they plan to begin some of the operational type of testing as early as March.

The next stage of testing for the radar will be conducted by Air Force Operational Test and Evaluation Center officials before being incorporated in all F-15Es beginning in approximately 2014.

Brazil to reevaluate $6 bln warships plan-report

SAO PAULO, Jan 24 (Reuters) - Brazilian President Dilma Rousseff will reevaluate a 10 billion real ($6 billion) plan to purchase 11 warships as she seeks to streamline government expenses, local newspaper Folha de S.Paulo said on Monday, citing people familiar with the decision.

Rousseff, who also is reviewing a plan by her predecessor and political mentor, Luis Inacio Lula da Silva, to buy at least 36 fighter jets, is concerned that the plans could derail her efforts to control a surge in government expenses, the newspaper reported.

The plan involves the purchase of 11 ships to patrol and protect Brazil's offshore oil finds, some of which are located more than 120 miles (193 km) into the Atlantic Ocean. Potential bidders for the plan include U.K.'s BAE (BAES.L), France's DCNS and Germany's Thyssenkrupp (TKAG.DE), the newspaper reported.

South Korea's Daewoo group and Fincatieri of Italy are also seen participating, the paper said.

The Folha report comes a week after Reuters reported that Rousseff opted to "start over" in her evaluation process for the multibillion Air Force jet contract that involved the purchase of at least 36 fighter jets. [ID:nN18151639]

The surprise decision is seen as a blow to France's Dassault (AVMD.PA), which as recently as last month looked like a lock to quickly wrap up the deal, and puts its U.S.-based rival Boeing (BA.N) clearly back in the running.

In 2009, Brazil and France signed an accord under which the South American nation agreed to purchase more than 20 billion reais in submarines and helicopters.

Sualtı Taarruz Timleri Harekatı İçin İntikal Botlarında Problem

Deniz Kuvvetleri'nde 'çürük bot' skandalı

Emekli Tuğamiral Tayfun Tansan'ın genel müdürü olduğu şirketin Deniz Kuvvetleri'ne yaptığı botların tesliminde şaibe çıktı.

Botlarda ihale şartlarına göre 26 eksik tespit edilmesine rağmen, Tansan'ın yakın arkadaşı olduğu ileri sürülen DKK Teknik Başkanı Tuğamiral Sami Örgüç, 'teslim alalım' yazısı yazdı. Deniz Kuvvetleri Komutanlığı (DKK) için üretilen Sualtı taarruz botlarının teslimatında büyük bir skandalın yaşandığı ortaya çıktı. Asker ve sivil bürokratlardan oluşan denetim heyetinin testlerinden geçemeyen taarruz botları, DKK Teknik Başkanı Tuğamiral Sami Örgüç'ün imzasıyla teslim alındı. Radar sistemleri ile hızlanma ve manevra kabiliyetlerinin gerekenden çok düşük olduğu raporlanan botlar için üretimi üstlenen firmaya 9 milyon euro ödendi. Denetim heyetinin 'eksikliklerle dolu' raporu verdiği botlar, her şeye rağmen DKK'nın envanterine girdi.

EMEKLİ PAŞANIN ŞİRKETİ

Savunma Sanayii Müsteşarlığı'nın (SSM), 2008'de Sualtı Taarruz Timleri'nin (SAT) harekât imkân ve kabiliyetini artırmak amacıyla 'Sualtı Taarruz Timleri Harekatı İçin İntikal Botları" ihalesine çıktı. İstanbul Denizcilik Gemi İnşa Sanayi Şirketi, Meteksan Savunma Sanayi ile Yonca-Onuk ortaklığı ihale için yarıştı. Genel müdürlüğünü daha önce DKK Teknik Başkanlığı ve Gölcük Tersane Komutanlığı görevlerinde bulunan emekli Tuğamiral Tayfun Tansan'ın yaptığı Yonca Onuk Tersanesi ihaleyi kazandı. Yonca-Onuk ortaklığı iki taarruz botu için 31 Eylül 2008'de SSM ile sözleşme imzaladı.

MANEVRASI ZAYIF, DÜŞMANA AÇIK

15 Ekim 2010'da Deniz Kuvvetleri'ne teslim edilen botlarda ihale şartlarının yerine getirilmediği ve istenen özelliklerin olmadığı ortaya çıktı. Sözleşme gereği botların 'Seyir Kabul Testleri', 2010 yılının Ağustos ve Eylül aylarında İstanbul'da gerçekleştirildi. İncelemede botların LOA adı verilen dönüş çapının çok yüksek olduğu tespit edildi. Botların olması gerektiği gibi dar açılı bir yay çizerek dönemediği belirlendi. Botların ivmelenme değerlerinin de düşük olduğu, 290 metrede çıkması gereken 54 nat hıza 950 metrede çıkabileceği anlaşıldı. Rapora botların radar sistemiyle ilgili eksiklikler de işlendi. Testlerde ayrıca radar sistemiyle ilgili botların yerinin düşman gemileri tarafından kolayca tespitine neden olabileceği saptandı.

BİNBAŞI BOTLARDA 26 EKSİK TESPİT ETTİ

SAT botlarının alımıyla ilgilenen SSM Ofis Lideri Yüksek Mühendis Binbaşı Koray Savur, SSM Müsteşarı Murad Bayar'a sunmak üzere hazırladığı raporda, botların eksikliklerini iki madde halinde sıraladı. Binbaşı Savur, raporunda teslim alma koşullarına göre SAT-1 Botuna ait 22 şarttan sadece 7'sinin yerine getirildiğini, 15'inin ise eksik olduğunu kaydetti. Savur, SAT-2 botuyla ilgili de teslim alma koşullarıyla ilgili 17 maddeden sadece 6'sının tamam olduğunu yazdı.

MÜSTEŞARLIK: TESTLER BAŞARISIZ

Bunun üzerine SSM Kalite ve Test Sertifikasyon Daire Başkanlığı, teslimden bir gün önce 14 Ekim'de SSM Deniz Araçları Daire Başkanlığı'na "Dahili Haberleşme Formu" göndererek kabulün yapılmamasını istedi.

Yazıda şunlar kaydedildi:

"Söz konusu SAT'lardan Ana Tahrik Sistemi, Manevra Özellikleri ve Hız Tecrübesi Testleri başarısızlıkla sonuçlanmış, şartlı kabul edilen testler de mevcuttur. Yonca-Onuk tarafından SAT Botu-2'nin 15 Ekim 2010 tarihinde geçici kabule hazır olduğu bildirilmiştir. Ancak SAT sonuçları dikkate alındığında botun kabule hazır olmadığı tarafımızca değerlendirilmektedir."

Amiralden herşeye rağmen 'botlar alınsın' yazısı

DKK Teknik Başkanı Tuğamiral Sami Örgüç, teslimat gününde eksiklikleri raporlanan botların teslim alınması için SSM yetkililerine 'kanaat' yazısı gönderdi.

Firmanın genel müdürü emekli Tuğamiral Tansan'la yakın ilişkileri olduğu iddia edilen Tuğamiral Sami Örgüç 15 Ekim 2010 tarihli yazısında şunları kaydetti:

"SAT Botu-2'nin 28 Eylül 2010 tarihinde icra edilen 'Maksimum Sürat Testi'nde tespit edilen 53.25 Kts sürat değerinin (istenen 2450 rpm-54 Kts) geçici teslimi engelleyecek nitelikte eksik/aksak husus olmadığı değerlendirilmektedir. Geminin garanti süresi içinde iyileştirilebileceği değerlendirilen ölçülen sürat ve makine devir değerlerinin mevcut haliyle DKK'nın harekat ihtiyacını karşılar nitelikte olduğu kıymetlendirilmiştir."

AERONAUTICS SET TO OPEN BAKU UAV PLANT

Aeronautics is set to inaugurate its manufacturing facility in Baku, Azerbaijan, which will manufacture parts of the Israeli company's Aerostar and Orbiter unmanned air vehicles and perform final assembly. Since the opening of the Baku-Ceyhan, Turkey oil pipeline in 2006, Azerbaijan has become one of the main crude suppliers to Israel, now a major arms supplier to Azerbaijan. Deals so far concluded cover artillery systems, communications equipment and UAVs of the types that will be now assembled at Baku. Close co-operation between Aeronautics and Israeli missiles and imaging systems maker Rafael may also see some of the latter's systems made in the new plant. Co-operation with Aeronautics has led Rafael to abandon its own UAV programmes.

TAİ, insansız hava uçağı ANKA’nın göklere yükselmesinin hemen ardından, Türkiye için bir ‘sürpriz’ ilke daha imza attı. ‘Sivrisinek’ adı verilen, ‘silahlı ama insansız’ helikopter, başarıyla uçuruldu.

HAVACILIK sektörüne F-16 montajı ile giren Türk Havacılık ve Uzay Sanayii (TAI) bu alandaki tasarım çalışmalarına bir yenisini ekledi. İnsansız hava araçları üzerindeki çalışmalarıyla son günlerde adı sık sık gündeme gelen TAI, şimdi de silah taşıyan insansız helikopteri tasarladı ve uçurdu. “Sivrisinek” adı verilen helikopterin, motor ve bazı uçuş aksamı yurt dışından getirildi. Sivrisinek ilk uçuşunu 24 Aralık 2010 tarihinde TAI’nin Akıncı tesisinde yaptı.

8 km’den tam isabet

1,5 saat havada kalabilen Sivrisinek, helikopterlerin en önemli performans sorunlarından olan sıcak hava ve yüksek irtifada da görev yapabilecek. Sivrisinek 300 kilo azami kalkış ağırlığı ve 120 kilo faydalı yük kapasitesi ile bu büyüklükteki ilk helikopter. Sivrisinek’in taşıyabildiği Roketsan’ın 70 milimetre çaplı Cirit Füzesi, 8 kilometre uzaktan zırhlı bir hedefi imha edebiliyor. TAI, son olarak insansız uçak ANKA’nın ilk defa uçmasıyla gündeme gelmişti.

More specifically delivered 3 of the 6 collections Mk41 VLS Baseline VII installed on the frigates OHPerry and MEKO-200 Track-IIA, while other collections including those which are intended to upgrade existing systems Mk41VLS of frigates MEKO-200 Track- IIB also at Baseline VII will be delivered by 2013.

Lockheed Martin Receives $218 Million for Long Range Anti-Ship Missile (LRASM) Demonstrations

DALLAS, TX, January 20th, 2011 -- Lockheed Martin [NYSE:LMT] has received two contracts totaling $218 million for the Demonstration Phase of the Defense Advanced Research Project Agency’s (DARPA) Long Range Anti-Ship Missile (LRASM) program.

The program encompasses the rapid development and demonstration of two distinct variants of the LRASM missile: LRASM-A is a stealthy air-launched variation and LRASM-B is a high-speed ship-launched missile.

Lockheed Martin’s LRASM-A team received a $60.3 million cost plus fixed fee contract to execute two air-launched demonstrations, leveraging its Joint Air-to-Surface Standoff Missile – Extended Range (JASSM-ER) experience and demonstrating Navy and Air Force tactical aircraft employment.

Lockheed Martin’s LRASM-B team received a $157.7 million cost plus fixed-fee contract to complete four Vertical Launch System (VLS) demonstrations, proving applicability to Navy surface combatants. Both LRASM-A and LRASM-B designs plan to support air-launch and VLS-launch configurations.

“Both of our LRASM solutions will deliver extraordinary range, willful penetration of ship self defense systems and precise lethality in denied combat environments,” said Rick Edwards, vice president of Tactical Missiles and Combat Maneuver Systems at Lockheed Martin Missiles and Fire Control. “The maturity of these weapons and technologies allows near term transition to Navy magazines at an affordable price. The joint DARPA/U.S. Navy LRASM program was initiated in 2009 to deliver a new generation of highly capable anti-ship weapons. Current anti-ship weapons possess limited range and lethality. As at-sea warfare advances, a new generation of standoff anti-ship weapons systems are needed.

During Phase 1 of the program, preliminary designs of the LRASM-A and LRASM-B variants were successfully completed by Lockheed Martin Missiles and Fire Control. LRASM-A leverages the state-of-the-art JASSM-ER airframe, and adds additional sensors and subsystems to achieve a stealthy and survivable subsonic cruise missile. LRASM-B leverages prior ramjet development activities and a suite of supporting sensors and avionics to achieve a supersonic cruise missile with balanced speed and stealth for robust performance.

Phase 2 of the program will continue the development of both missiles and culminate in flight demonstrations of tactically relevant prototypes of both missiles, including a common sensor system from BAE Systems.

The Royal Thai Navy wants to buy two second-hand submarines

The Royal Thai Navy wants to buy two second-hand submarines at a cost of 6-7 billion baht.

A source said the navy had decided to submit the plan to the cabinet to be approved in principle.

The navy has set up a committee to conduct a feasibility study.

The specifications of the submarines have not been determined but the navy is expected to buy them from European suppliers, probably Germany.

The navy has stressed the need to acquire submarines because Thai sailors have little knowledge of submarine technology, which is constantly upgraded.

``Several neighbouring countries have submarines at their disposal. But Thai sailors have never come into contact with submarines. We are still backwards in terms of submarine technology,'' said the source.

The navy has realised that much of the country's budget has to be spent on remedying economic woes, so it will propose buying second-hand craft.

Navy chief Kamthorn Phumhiran said the government must decide whether to allocate money for the submarines.

The project is part of a 10-year plan to streamline the armed forces.

Adm Kamthorn said there was also a need to buy a new fleet of frigates to replace ones that have been in use for 15 to 30 years. The existing ones have had to undergo repairs several times.

The plan has the backing of Prime Minister Abhisit Vejjajiva, who wants the armed forces to improve their capabilities in what is seen as a return of favours to the military for standing by the government in dealing with the red shirts during last year's protests.

Army, navy and air force commanders have been told to prepare their weapons procurement plans for submission to the government for approval in principle.

The source said the purchase plans proposed by the armed forces would come to an estimated 400 billion baht.

Milliyet'in haberine göre, Gönül, ABD ve İngiltere önderliğinde ve Türkiye'nin aralarında bulunduğu 9 ülkeden oluşan konsorsiyumun yürüttüğü F-35 Savaş Uçağı Projesi'ne 10 milyar dolarlık katılım payı öngördüklerini belirtti. Problems persist with the US on fighter planes

Turkey is seriously reconsidering the myriad agreements it has signed with the US, as well as its participation in an international consortium for the procurement of new generation fighter jets, due to rising costs and persisting problems originating from the American side.

Turkey is now seeking new ways to sidestep difficulties in the procurement of F-16 fighter planes, which it has been jointly producing with the US since 1987, due to the delayed delivery by the US authorities of some of the plane’s parts and accessories. There have been serious doubts as to whether Turkey’s plan to purchase 100 F-35 fighter planes would ever materialize, as the country is thinking about withdrawing from the consortium following the hike in costs that resulted from other countries leaving from the consortium.

With 240 F-16s, Turkey has the third largest fleet of these fighter jets after the US and Israel. Turkey chose the F-16 to use in its air force in the early 1980s, and Turkish Aerospace Industries (TAİ) was established soon after the decision. Between 1987 and 1995, TAİ assembled 152 planes in the first phase of the F-16 project. The second phase took place between 1995 and 1999, and 80 planes were assembled. Turkey received its first overseas order for F-16 planes in 1993 from the Egyptian air force and assembled 46 planes for them.

Recently TAI upgraded the first of 17 planes for Jordan’s air force within the context of a modernization program. Several Turkey-made planes have also been dispatched to Pakistan.

In total TAİ has assembled 278 F-16s since it first began operations in 1987. During production, 29 planes were produced with no mistakes and three of them were considered “perfect.” Considering that only nine F-16 planes are produced as perfect out of 4,000 fighter jets in the world, Turkey’s success is conspicuous.

Turkey suspended production of the F-16 in 2000, but these fighter jets still remain the backbone of the Turkish armed forces.

Strained ties delayed delivery of plane accessories

As the agreement between the US and Turkey expired in 2000, Turkey has continued to work with Israel in modernizing the F-16s. Turkey has attempted to compensate for several mistakes that occurred while working with the US through several deals with Israel. The fundamental problem was that the US did not hand the F-16s directly to the Turkish Air Forces and it required TAİ-made planes be tested in the US before the eventual delivery to the Turkish Air Forces.

The US had also refused to provide source codes for the software of F-16s to Turkey since the inception of the joint production. Tensions in the relations between the US and Turkey have recently spawned a series of crises in this particular sphere, a possibility which Turkey has overlooked for years.

A senior official at the Turkish Undersecretariat for the Defense Industry (SSM) confided in Today’s Zaman that the US is not willing to provide vital parts of the F-16 planes to Turkey in contrast to agreements the two countries have signed in the past few years.

The same senior official said the US delayed the fulfillment its duties specified in the agreements it signed with Turkey between 1987 and 1995 and that this has caused serious problems in modernization of F-16s.

The official lamented that Turkey is experiencing very serious problems in obtaining parts and accessories for the planes as ties with Israel collapsed, and that he finds it noteworthy to stress that the US administration has made congressional approval a precondition of selling any sort of weaponry and military equipment.

Last October the US expressed concerns that Turkey was using US-made F-16s in the Turkey-China aerial exercises, which took place in the Central Anatolian town of Konya, but Turkey reassured the US administration that no US-made jets were used in the joint drill.

Turkey decided to modernize 165 F-16 planes on Dec. 11, 2009 and several Israeli firms were competing to win the tender, along with Turkey’s TUSAŞ and HAVELSAN. All projects between Turkey and Israel in the areas of military training and cooperation were frozen in mid-June after the lethal May 31 Israeli raid on the Mavi Marmara, which was carrying humanitarian aid to Gaza, leaving left nine civilians dead. The two countries were set to realize a $757 million plane and tank modernization project but this project was also shelved. The Turkish government decided to give the modernization tender to Turkish firms after Turkish-Israeli ties became strained.

A $240 million modernization project was given to Turkish companies, but 30 percent of the plane’s parts will be provided by the US military behemoth Lockheed Martin.

Turkey is also considering its participation in the world’s largest military consortium that is planning to produce 3,000 F-35 fighter jets. Turkey is the ninth country to take part in the production process of the F-35 warplane project. The other countries are the US, the UK, Italy, the Netherlands, Australia, Denmark, Canada and Norway. Turkey is expected to purchase 100 F-35 jets in the next 15 to 20 years. Rising costs pushed several countries to withdraw from the $280 billion project, and the same senior official said Turkey might also consider withdrawing.

The Defense Industry Executive Committee (SSİK), under the aegis of Prime Minister Recep Tayyip Erdoğan, will make its final decision in April. The SSİK is seeking ways to jointly produce some parts of F-35 fighter planes with the American General Electric Co. and the Rolls-Royce Group in Turkey.

Turkey is also deliberating the exchange of its F-16s for F-35s within a reasonable time period. Turkey is expected to pay nearly $11 billion for 100 F-35 fighter jets. Citing rising costs in production, the consortium is asking Turkey for an additional $4 billion for the F-35s, but Turkey is reluctant to pay this amount. As some countries have withdrawn from the project, Turkey will reportedly have to pay up to $25 billion for the project.

Turkey is planning joint warplane production with Gulf countries

Turkey has made a radical shift recently, deciding to produce its first fleet of national fighter jets following crises in F-16 and F-35 projects with the US and Israel.

Turkish authorities decided during a Defense Industry Executive Committee (SSİK) meeting last December to begin production on the first Turkish fighter jets in 2020 in order to meet the needs of the Turkish Armed Forces (TSK). TUSAŞ Engine Industries Inc. (TEİ) and TAİ will be the leading companies that will undertake production of these fighter jets, planning to design and produce plane engines by 2015.

Israel claimed that Turkey will fail to produce these jets as no country in the world would dare to build its own planes without participating in a consortium due to the high costs.

Nationalist Movement Party (MHP) Adana deputy Kürşat Atılgan told Today’s Zaman that no country could produce a fighter jet by itself and for lucrative production, there needs to be at least 400 jets produced. Considering this fact, Turkey had been secretly trying to build a consortium with neighboring and friendly countries. In last month’s SSİK meeting, Gönül also talked about the possibility of joint production of fighter jets with South Korean companies. This issue was raised during Erdoğan’s recent visit to Gulf countries. Turkey thinks it will be easier to produce its own fighter jets with five countries involved in the region.

1 in 5 Imported Navy Missiles Misses Target

Some missiles imported by the Navy have an accuracy rate of less than 80 percent, according to data submitted to the National Assembly's Defense Committee on Tuesday.

Five of 23 missiles which the Navy test-fired between July 2008 and this July failed to hit their targets –- three of nine SM-2 missiles made by Raytheon in the U.S., one of 12 Sea-Skua missiles by the U.K's MBDA, and one of two Harpoon missiles by the U.S.' Boeing.

The Navy attributed the low accuracy to mishandling of the missiles by the operators and defective components.

Military to check under-performing Sparrow missiles

Taipei, Jan. 18 (CNA) Following a poor showing by six missiles in a test firing Tuesday, three of which were U.S.-made Sparrows, the Ministry of National Defense (MND) said it will check each and every one of the remaining missiles to find out what went wrong.

MND spokesman Yu Sy-tue said 11 of the 15 scenarios tested at southern Taiwan's Jiupeng military base had successful outcomes.

"The 73.3 percent success rate was within the MND's target range of between 70 percent and 95 percent -- but barely a passing grade, " Yu said.

But President Ma Ying-jeou, who witnessed the military drill, said he was "not quite satisfied" with the results and demanded a review.

A total of 19 missiles with different ranges were fired, six of which missed their targets, translating into a 68 percent hit rate.

Three out of the six that failed to hit the targets were Sparrows, which have a poorer record than some other types of missiles.

In a 2006 exercise, there were incidents of Sparrows falling into the sea before reaching their targets.

Defense officials attributed the problem to incomplete combustion of its rocket propellant, early detonation of the fuse, and failure to explode upon reaching the target.

Pan Kung-hsiao, director of the Air Force Command's Department of Political Affairs, said the target drone's signal might have been to blame for the three Sparrows' poor performance and that the MND will try to contact the U.S. manufacturer.

A defense expert said the military might also have purposely used old and nearly dysfunctional missiles for the test firing.

Erich Shih, editor of Defense International magazine, said Tuesday's test scenarios were not based on normal simulated war situations.

For instance, Mica and Tien Chien II, mid-range missiles designed for striking at targets 40-50 km away, were used as short-range missiles this time, he said.

Kuomintang Legislator Justin S. Chou, a member of the legislature's Foreign Affairs and National Defense Committee, called the 68 percent hit rate "disappointing to the point of indignation."

If a military exercise under the watch of the commander-in-chief of the armed forces should turn in such a lousy score, there must be many other problems unknown to the public plaguing the country's defense system, according to Chou.

Tsai Huang-liang, a legislator of the opposition Democratic Progressive Party (DPP), expressed a similar level of disgruntlement over the missile tests.

"If things keep developing this way, how can our troops fight in a war?" Tsai said.

Shuai Hua-ming, a retired general-turned-KMT lawmaker, was more sympathetic.

He said the defense authorities should of course be called to account if the cause of Tuesday's problem was poor maintenance of the weapons system. However, if the problem was caused by a shortage of military budget, then the cure lies with increasing the MND's budget.

Shih seemed to agree, saying that "maintaining high-tech weapons calls for special expertise. Dwindling defense budgets have begun to affect the missiles' maintenance fees."

TCG Yarhisar Müze gemisi bakıma alınacak

Donanma Komutanlığı'nın Gölcük'teki TCG Yarhisar Müze gemisi, genel onarım için 10 günlük bakıma alınacak.

Gölcük Belediyesi'nden yapılan yazılı açıklamada, Türkiye'nin karaya yerleştirilmiş su üstü savaş gemi müzelerinden ikincisi olan Yarhisar'ın bakımının Gölcük Belediyesi ve Gölcük Tersanesi Komutanlığı'nca 19 - 28 Ocak arasında gerçekleştirileceği bildirildi.

Yarhisar Gemisi'nin, 1964 yılında ABD'de inşaa edilen, 1965 yılında Türk sancağı çekilerek Türk donanmasında kırk yıl süresince keşif-karakol gemisi olarak görev yaptığı belirtilen açıklamada, şöyle denildi:

'2005 yılında hizmet dışı kalan gemi, Gölcük Belediyesi ile Donanma Komutanlığı'nın aldığı ortak kararla Kavaklı sahiline müze yapıldı. Gemi, 27 Ekim 2006 tarihinde törenle açılışı yapılarak Gölcük Belediyesi'nin işletiminde hizmet vermeye başladı. Yurt içinden ve yurt dışından çok sayıda kişinin ziyaret ettiği gemi bugüne kadar toplam 130 bin 459 kişiye ev sahipliği yaptı.' Açıklamada ayrıcı, Yarhisar Müze Gemisi'nin zamanla deformasyona uğrayan bölümlere ilave edilecek işler nedeniyle yapılacak bakımın ardından 29 Ocak'tan itibaren hizmet vermeye devam edeceği kaydedildi.

Sikorsky'ye ceza kesen Türkiye bir helikopteri bedavaya getirdi

Türk savunma sanayii tarihinde bir ilk yaşandı. ABD'li Sikorsky'den 17 adet S-70 B Seahawk helikopteri satın almak için sözleşme imzalayan Türkiye, teslimatta gecikme yaşanınca daha önce hiç denemediği bir yola başvurdu.

Gecikmenin bedeli olarak ABD'den bir helikopter daha talep edildi. Sözleşme gereği 24 helikopter parası ödeyen Savunma Sanayii Müsteşarlığı, karşılığında 25 helikopter alacak. Böyle bir durumun ilk kez yaşandığına dikkat çeken savunma çevreleri, "Türkiye her geçen gün masaya daha güçlü oturuyor." değerlendirmesinde bulundu. Deniz Kuvvetleri Komutanlığı'nın ihtiyaç duyduğu toplam 24 S-70B SeaHawk helikopterinin tedariki için 2005'te ABD'li Sikorsky ile sözleşme imzalanmıştı. 7 helikopter teslim edildi. İkinci paket kapsamında alınacak 17 SeaHawk'ın da bir bölümü Türkiye'ye ulaşırken, teslimatın tamamı zamanında gerçekleştirilemedi. Tüm helikopterlerin 2010'un başında gelmesi gerekiyordu. Önce 3 aylık bir gecikme olacağı duyuruldu fakat helikopterler gelmedi. Bunun üzerine Savunma Sanayii Müsteşarlığı bir ilke imza atarak gecikme bedeli olarak bir tane fazla helikopter talep etti. Normalde gecikme cezaları bazen yedek parça olarak bazen de para şeklinde tahsil ediliyor. Fakat paranın bir bölümünün geri alınması pek söz konusu olmuyor. Talep önce kabul edilmedi fakat müzakerelerin ardından Türk tarafının isteği yerine geldi.

Aqeri enters the Turkish market

Chinese Plane Spurs Interest in U.S. Fighter

FORT WORTH, Texas—New evidence of China's military buildup has spurred interest in sales of the U.S.'s next-generation F-35 Joint Strike Fighter, U.S. defense and industry officials said.

Beijing's growing military arsenal isn't a new development. But recently publicized images suggest China has made unexpected strides in developing the J-20, a "fifth-generation" aircraft that combines a stealthy, radar-eluding design with high-end fighter performance.

Tom Burbage, general manager of the F-35 program for Lockheed Martin Corp., said Beijing's progress in developing the J-20 has created a "stronger sense of urgency" throughout the Asian-Pacific region about air-force modernization. He said Japan, South Korea and Singapore are now engaged in bilateral discussions with U.S. government officials over the F-35.

"We're starting to see the dialogue happening right now even on the diplomatic level," he said. Mr. Burbage said the Asian countries haven't committed to buying the plane.

In contrast to the Lockheed F-22 Raptor, the world's only fully operational stealth fighter, the U.S. is developing the F-35 specifically for international markets. Several NATO members and Australia are partners in the program, meaning they contribute development funds and are industrial participants.

Other countries such as Israel have also signaled interest in acquiring the fighter.

Mr. Burbage said the U.S. government has asked Lockheed to provide preliminary information on how it could build the Joint Strike Fighter with Japanese industrial input, building either major subcomponents or completing final assembly in Japan. Under its constitution, Japan isn't allowed to export any arms, so Japan would likely work only on aircraft for its own military inventory.

At a Jan. 11 media round table in Beijing, U.S. Secretary of Defense Robert Gates said he would encourage Japan to invest in fifth-generation fighter aircraft.

"I'm going to Japan from here, and the Japanese government is considering the purchase of its next generation of fighter aircraft, the FX," Mr. Gates said. "And so that would give Japan the opportunity—if they bought the right airplane—to have a fifth-generation capability. And I might have a few suggestions for them."

Lockheed isn't the only fighter manufacturer that could see a possible upside from countries interested in deterring China's rising military. Boeing Co. has marketed an upgrade to the F-15E Strike Eagle, called the Silent Eagle, an aircraft that would have stealthy characteristics such as an internal weapons bay, which reduces the radar profile of the aircraft.

The Chinese J-20 seems to draw some design features directly from the F-35. For instance, the Joint Strike Fighter features a unique fuselage design called a diverterless engine inlet, which optimizes airflow to the engine at high speeds.

On a tour of the production facility, J.D. McFarlan, vice president of test and verification, said that the J-20 inlet bore a distinct resemblance to the F-35 inlet, although it was difficult to verify if the Chinese had actually perfected the design.

China has restored aircraft carrier ready

BEIJING -- A leading defense analyst says China has fully restored an aircraft carrier from the Ukraine that it intends to use to train Chinese pilots.

Hong Kong-based Kanwa Asian Defense magazine says the restoration included all living and working compartments, the engines, navigation systems and power generating equipment.

The ship is China's first aircraft carrier. The U.S. Department of Defense expects it to be relaunched at any time for a pilot training platform.

China bought the mothballed carrier in 1998 and towed it to the northeastern port of Dalian for a complete refitting.

Kanwa said the complete restoration was intended to make the ship fully functional and be practice for building China's future homemade carriers.

Australia eyes scrapped British ships

AUSTRALIA might buy navy ships mothballed due to savage defence spending cuts in Britain last year.

Defence Minister Stephen Smith said he would discuss the decommissioned ships with his British counterpart, Liam Fox, who is here with British Foreign Secretary William Hague for talks.

''The United Kingdom has recently decommissioned some of its naval vessels. That is one thing that I will have a conversation with Liam Fox about. There is a prospect that that may be of some interest to Australia, but we'll take that step by step,'' Mr Smith said.

ThyssenKrupp: "We're giving away two 209/1400 AIP in Navy" - 7 months paid 750 million! (Update)

According to information from sources within the TKMS regarding the publication of the letter STRATEGY Atzpodien in July 2009 the then Finance Minister Yannis Papathanasiou, the offer of two free Type 209 submarine, only to return the imposition of terms and receipt of S120 PAPANIKOLIS after certification by the BWB, revealed incredible things to fully justify its "sack": The final price of EUR 515 million in cash, which are ultimately paid for by the Greek citizens, plus other costs of EUR 250 million.

Specifically, these sources indicate the following:

-The offer was for two new Type 209/1400 in the version received and South Africa, but with an AIP. Not the Type 209RN Portuguese Navy

Cost-fee payment of the contract NEPTUNE II was outstanding (550 million balance was the NEPTUNE II), 150 million will be paid by TKMS. Final cost of the two new submarines 700 million, and the Type 214 that we bought and spades!

-The Navy totally agreed on this solution

-Why then the political leadership and the leadership of GDDIA not accepted does not know the TKMS not concerned. It also does not know and was not involved because the current political leadership has used this proposal as a basis for negotiation in the framework aggrement.

Target group, of course, Greek citizens will pay 515 million in cash plus 250 million in other costs, which could take over completely or almost free, if we consider that it would have to pay something "fine" for both Type 214. ..

(Initial publication) A shocking documentary showing the looting of the Greek state, it brings to the strategy published in pamphlet released. It is the original letter of TKMS which donated "two all-new Type 209 submarines (the record is 214, such as Type 209RN who received the Navy of Portugal or writes the strategy would be to 209/1400 with an AIP) the Navy, those seven months later paid in cash 515 million plus 250 million in other costs.

The letter is the executive chairman of ThyssenKrupp Marine Systems, July 2009, HCAtzpodien, to the then Minister of Economic Affairs Yiannis Papathanasiou, two months before the termination by TKMS (typically subsidiary of HDW and MAN-Ferrostaal prosecuted in Germany for the payment of illegal commissions in Greek submarine programs).

This suggested to be under the same contract value as provided by the existing "NEPTUNE" contract for the modernization, ie without any additional charge from our side. Follow-up made it clear to Mr. Vasilakos that this would mean the sacrifice of just 150 million from the side of ThyssenKrupp, which will be balanced with the withdrawal of all claims of GDDIA and HDW in connection with the program "Archimedes" and "NEFPTUNE .

They gave two free submarines, stated that "At ThyssenKrupp will cost only 150 million" and "could ride" only with the promise that it will impose terms, plus the receipt of PAPANIKOLIS (finally received in November 2010, just as it was July 2009) and eventually paid 515 million euros plus all the others mentioned above.

Taiwan stages major missile drill, several fail to hit target

CHIUPENG, TAIWAN (AFP): Taiwan held a major missile drill Tuesday just days after rival China unveiled an aircraft that uses stealth technology, but several misses marred the exercise.

Before an audience that included President Ma Ying-jeou, five out of 19 missiles failed to hit their targets at the Chiupeng military base in the island's south.

"It's within our predictions, but of course there's room for improvement," said air force Lieutenant General Pan Kung-hsiao, when asked to comment about the missiles that went astray.

Ma, however, was less forgiving, telling journalists that the military should get to the bottom of the failures.

"I'm not very satisfied," Ma said. "Some missiles missed the targets, and we need to review whether these errors were mechanical or human. We also need to hold more drills to boost military capabilities."

The missile drill at the normally tightly guarded base was the largest open to the media since Ma assumed power in 2008.

It was meant to signal Taiwan's defence capabilities to the island's own public just days after China unveiled the J-20, an aircraft that uses stealth technology to avoid radar detection, according to analysts.

"Taiwan wants to reassure its people at a time when China keeps developing advanced weapons such as the J-20," said Edward Chen, a political scientist at Tamkang University's Graduate Institute of American Studies.

The drill also came on the same day that Chinese President Hu Jintao was to leave for a state visit to the United States, with Taiwan likely to be on the agenda.

China and Taiwan have been governed separately since the end of a civil war in 1949, but Beijing considers the island part of its territory, and has never renounced the possible use of force to get it back.

Among the weapon systems tested Tuesday were home-made Tien Kung, or "Sky Bow" surface-to-air missiles, French-made Mica and Magic air-to-air missiles and US-made Hawk surface-to-air missiles.

Military authorities said the drill was launched only after they were certain that no Chinese spy ships were near the coastal missile base aiming to collect information.

OTO MELARA NEWS: A 2010 right on the mark!

The closure of the year 2010 brings once again new contracts for Oto Melara: firstly a new order for 2 gun systems 40/70 for the Fast Patrol Boats that are built for the end user Turkmenistan at Dearsan shipyard in Turkey.

Besides Poland has ordered an ulterior 30 kits for the Hitfist turret and lastly the UAE, who have signed a contract for 24 gun systems 12,7 GAU.

Actually also in the year 2010 Oto Melara has reached its targets as programmed and is looking forward to another successful year.

Türk üniversiteleri Ar-Ge merkezleri ile donatılıyor

Devlet Planlama Teşkilatı (DPT), Türkiye'nin 2023 yılına kadar dünyanın ilk 10 ekonomisi arasına girme hedefine ulaşması için son 7 yılda üniversitelere 206 Ar-Ge merkezinin kurulması için yaklaşık 2,4 milyar TL'lik yatırım yaptı.

Araştırma altyapısı eksik olan üniversite ve araştırma kurumlarında ileri düzeydeki araştırma projelerinin yürütülmesini sağlamak üzere DPT tarafından yeni kurulan üniversitelerde merkezi araştırma laboratuvarları oluşturuluyor. DPT, yeni açılan 72 üniversitenin de merkezi araştırma laboratuvarlarına kavuşturulması için yaklaşık 400 milyon TL'lik kaynak ayırdı.

İleri araştırma merkezleri arasında en yüksek bütçeli yatırım 201 milyon TL'lik yatırımla nanoteknoloji merkezlerine yapıldı.

AA muhabirinin DPT yetkililerinden aldığı bilgiye göre, Türkiye, 2007-2013 yıllarını kapsayan Dokuzuncu Kalkınma Planı ekseninde, küresel ölçekte rekabet gücüne sahip bir ülke hedefine ulaşmada araştırma merkezlerinin kurulması için önemli kaynaklar ayırdı.

Buna göre, 2009'da Gayri Safi Milli Hasılası'ndan 0,85 oranında Ar-Ge harcaması yapan Türkiye, hala gelişmiş ülkelerde gelirinin yüzde 2'sini araştırmaya ayırma hedefi için çalışmalarını sürdürüyor.

28 Şubat 2008 tarihli ve 5746 sayılı Ar-Ge Kanunu'nun yürürlüğe girmesinden bugüne kadar 99 Ar-Ge merkezi kurulması için Sanayi ve Ticaret Bakanlığı'na başvuru yapıldı. 76 Ar-Ge işletmesine Ar-Ge merkezi belgesinin verilirken, özel sektör bu merkezlerde 2009 yılında 1,6 milyar TL, 2010 yılında da 1,9 milyar TL'lik harcama yaptı.

Bu işletmelerden 11'i otomotiv, 11'i otomotiv yan sanayi, 10'u savunma sanayi, 10'u bilgi ve iletişim teknolojileri, 9'u dayanıklı tüketim malları, 8'i elektrik ve elektronik, 5'i kimya, 4'ü ilaç, 4'ü tekstil, 2'si makine ve 1'i de cam ve seramik endüstri kollarında faaliyet gösteriyor.

2002 yılında 29 bin Ar-Ge personeli sayısına sahip olan Türkiye, 2009 yılında bu sayıyı 73 bin 500'e yükseltti.

-TEMATİK İLERİ ARAŞTIRMA MERKEZLERİ

Uzmanlık ve mükemmeliyet merkezlerine sağlanan desteklerle araştırma kurumlarında belirli bir kapasiteye ulaşmış olan altyapı ve insan gücü imkanlarını ulusal düzeyde sanayi ve kamu kesiminin ihtiyaçlarına çözüm üretecek şekilde hizmet verebilir hale dönüştürmek amacıyla DPT tarafından Tematik İleri Araştırma Merkezleri kuruluyor.

Bu merkezlerle ülkemizin uluslararası Ar-Ge faaliyetlerine katılımının artırılması ve uluslararası standartlarda araştırma merkezlerinin oluşturulması bekleniyor ve bu merkezler aracılığıyla ileri düzeyde araştırma yapma imkanı yaratılması amaçlanıyor.

2003-2010 yılları arasında 134 tematik ileri araştırma merkezinin kurulumuna başlayan Türkiye'de devletin kaynaklarıyla bu alanda en çok yaşambilimleri konusunda 25 merkez kuruldu.

Mühendislik ve malzeme bilimlerinde 24, tarım, gıda, veterinerlik alanında 22, nanoteknolojide 15, bilgi ve iletişim teknolojilerinde 15, savunma ve uzayda 9, enerji ve çevrede 8, nükleer teknolojilerde 3 ve diğer alanlarda da 13 merkez kuruldu. Bu alanlar arasında en fazla yatırım 201 milyon TL'lik yatırımla nanoteknoloji merkezlerine yapıldı.

Bu alanı sırasıyla 149 milyon TL ile mühendislik ve malzeme bilimleri, 145 milyon TL ile yaşambilimleri, 142 milyon TL ile bilgi ve iletişim teknolojileri, 122 milyon TL ile savunma-uzay, 89 milyon TL ile nükleer teknolojiler, 89 milyon TL ile tarım-gıda-veterinerlik, ve 50 milyon Tl ile enerji ve çevre alanları izledi.

-İŞTE TÜRKİYE'NİN GÖZDE TEMATİK İLERİ ARAŞTIRMA MERKEZLERİ-

DPT 2003-2011 yılları arasında yatırım programları kapsamında desteklenen tematik ileri araştırma merkezleri arasında Türkiye'nin pek çok alandaki işgücü ve açığını kapatmak için çaba harcıyor.

Bunlar arasındaki Ankara Üniversitesi Biyloteknoloji Enstitüsü, biyoteknolojiyi kullanarak yeni ürünler üretimi, hizmet ve tanı teknolojilerinin geliştirilmesi, üniversite kökenli biyoteknoloji endüstrisinin kurulmasına olanak verecek temel araştırmalar yapılıyor. Merkez, 60 milyon TL'ye mal oldu ve 40 araştırmacı çalışıyor.

Ankara Üniversitesi Hızlandırıcı Merkezi ise Türkiye'de elektron hızlandırıcısına dayalı olarak elde edilecek kırmızıaltı serbest elektron lazerlerinin Ar-Ge ve teknoloji geliştirme çalışmalarında kullanılmasını mümkün kılmak amacıyla kurulum çalışmaları devam ediyor. Merkezin toplam maliyeti 46 milyon TL olarak belirtiliyor.

Atılım Üniversitesi'ne kurulan Metal Şekillendirme Mükemmeliyet Merkezi ise imalat mühendisliği metal şekillendirme teknolojisi ve teorisi malzeme mekanik karakterizasyonu gibi alanlarda faaliyet gösteriyor. Merkezin kurulum maliyeti için 8.7 milyon TL harcandı.

Bilkent Üniversitesi Ulusal Nanoteknoloji Araştırma Merkezi ise 21. yüzyılda yeni bir sanayi devrimi olarak gelişerek her sektöre girecek olan nanoteknoji alanında tüm araştırmacılara açık olarak hizmet veriyor. Merkezin kurulması için oluşturulan projede DPT 70 milyon TL'lik kaynak ayırdı.

ODTÜ Mikroelektromekanik Sistemler (MEMS) Araştırma Merkezi ise özellikle MEMS alanında sanayi üniversite işbirliğini sağlamak amacıyla kuruldu. DPT merkezin kurulması için şimdiye kadar yaklaşık 26 milyon TL ayırdı.

ODTÜ BİLTİR Hasarsız Çarpışma Test Laboratuvarı ise trafik kazalarında sıfır ölüm hedefiyle taşıt güvenliği testleri yapmak, otomotiv ana ve yan sanayi Ar-Ge çalışmalarında test ve mühendislik hizmetleri sunmak amacıyla kuruldu.

2009'da hizmete giren merkez için 9,5 milyonluk kaynak aktarıldı.

-ARAŞTIRMA MERKEZLERİNE MEVZUAT DÜZENLEMESİ GELİYOR-

Bu arada TÜBİTAK'ın sekreteryasını yürüttüğü ve Başbakan Recep Tayyip Erdoğan başkanlığında toplanan Bilim ve Teknoloji Yüksek Kurulu'nun son toplantısında Araştırma merkezlerine ilişkin kararlar alındı.

Buna göre, DPT'de araştırma merkezlerinin etkin çalışması konusunda mevzuatın hazırlanmasında da bazı faaliyetler yürütecek.

Araştırma merkezleri yönetim modelinin oluşturulması, sürdürülebilir finansman yapısı kurulması, nitelikli personel istihdamının sağlanması, araştırma merkezlerinin 7 gün 24 saat bütün araştırmacılara ulusal düzeyde hizmet sunumu, performans değerlendirme sisteminin kurulması, araştırma merkezleri ile özel sektör işbirliğinin artırılması konularında mevzuat belirlenecek.

Üniversitelerin belirli alanlarda uzmanlaşmasının sağlanması ve öğretim üyelerinin uzmanlık alanlarına göre gözden geçirilmesi ve dağılımı konularında da idari düzenleme yapılacak.
