Iraq – AN/TPQ-36(V)10 FIREFINDER Radars

WASHINGTON, March 30, 2011 – The Defense Security Cooperation Agency notified Congress today of a possible Foreign Military Sale to the Government of Iraq of six AN/TPQ-36(V)10 FIREFINDER Radar Systems, 18 AN/TPQ-48 Light Weight Counter-Mortar Radars and associated equipment, parts, training and logistical support for an estimated cost of $299 million.


The Government of Iraq has requested a possible sale of 6 AN/TPQ-36(V)10 FIREFINDER Radar Systems, 18 AN/TPQ-48 Light Weight Counter-Mortar Radars, 3 Meteorological Measuring Sets, 36 export variant Single Channel Ground and Airborne Radio Systems, 6 Advanced Field Artillery Tactical Data Systems, 3 Position and Azimuth Determining Systems, government furnished equipment, common hardware and software, communication support equipment, tools and test equipment, spare and repair parts, support equipment, publications and technical data, personnel training and training equipment, U.S. Government and contractor engineering, logistics, and technical support services, and other related elements of logistics support. The estimated cost is $299 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country. This proposed sale directly supports the Iraq government and serves the interests of the Iraqi people and the U.S.

The proposed sale of the FIREFINDER radars will advance Iraq’s efforts to develop an integrated ground defense capability and to develop a strong and dedicated military force. The FIREFINDER radars will enable Iraq to assume some of the missions currently accomplished by U.S. and coalition forces and to sustain itself in its efforts to establish stability to Iraq.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The prime contractors will be Thales Raytheon Systems in Fullerton, California, Northrop Grumman in Los Angeles, California, Smith-Detection Technologies in Edgewood, Maryland, ITT Corporation, Defense Electronics Services in McLean, Virginia, Raytheon Company in Waltham, Massachusetts, L-3 Communications in New York, New York, and SRCTec, Incorporated in North Syracuse, New York. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will require U.S. Government or contractor representatives to travel to Iraq for up to three years for equipment de-processing/fielding, system checkout, new equipment training, and logistics support.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale. This notice of a potential sale is required by law and does not mean the sale has been concluded.

Greece – Cooperative Logistics Supply Support Agreement

Foreign Military Sale Order II Support

WASHINGTON, March 29, 2011 – The Defense Security Cooperation Agency notified Congress today of a possible Foreign Military Sale Order to the Government of Greece to provide funds for blanket order requisitions FMSO II, under the Cooperative Logistics Supply Support Agreement (CLSSA) for spare parts in support of Hellenic Air Force aircraft. The estimated cost is $160 million.

The Government of Greece requests a Foreign Military Sale Order (FMSO) to provide funds for blanket order requisitions FMSO II, under the Cooperative Logistics Supply Support Agreement (CLSSA) for spare parts in support of F-16, E/RF-4E, C-130H/B, C-27J, T-6A/C, and other aircraft with systems/subsystems of U.S. origin in the inventory of the Hellenic Air Force. The estimated cost is $160 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a NATO ally.

The uninterrupted supply of spare parts will allow Greece to keep its aircraft fleet at the highest state of readiness

The proposed sale of this equipment and support will not alter the basic military balance in the region.

Procurement of these items will be from many contractors providing similar items to the U.S. forces. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this sale will not require the assignment of any additional U.S. government or contractor representatives to Greece.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

Turkey targets Indonesia, Malaysia for defense exports

Eyeing to expand in new markets, Turkish defense industry focuses on Indonesia and Malaysia. FNSS, a producer largely owned by Turkish company Nurol, is to sell armored vehicles worth between $300 million and $400 million to the Indonesian Army initially as part of a broader industry relation. The military electronics firm Aselsan also is planned to cooperate with the Asian country on wireless devices and other electronic equipment

In an effort to cement its position as a major exporter of armored vehicles and other defense equipment, Turkey has chosen the southeastern Asian nations of Indonesia and Malaysia as two key target countries.

Shortly before a planned visit by President Abdullah Gül to Indonesia in early April, senior Turkish procurement officials in mid-March secured a number of defense industry deals, for which official cooperation agreements are scheduled to be signed during the visit.

“Indonesia and Malaysia are two countries with which we really want and hope to greatly boost our defense industry relations,” said a senior procurement official.

A first cooperation package with Indonesia is expected to cover the sale and joint production of armored vehicles, wireless devices and rockets. The value of this first package would be between $300 million and $400 million, the Turkish procurement official said.

The Ankara-based armored vehicle manufacturer FNSS, a joint venture between Turkey's Nurol Holding and BAE, is expected to provide the Indonesian Army with tracked armored combat vehicles. FNSS' majority shares belong to Nurol.

Aselsan, a top military electronics company and Turkey's largest defense firm, is planned to cooperate with Indonesia on wireless devices and other electronic equipment. Roketsan, Turkey's top company specializing in rockets and missiles, is expected to sell rockets to Indonesia.

"After this first cooperation package, a second package is envisioned, and it may cover joint production of naval vessels and the modernization of Indonesia's [older] F-16 fighter aircraft by our TAI [Turkish Aerospace Industries]," said the Turkish procurement official.

TAI, which in the 1990s assembled more than 200 F-16s for the Turkish Air Force, in recent years has modernized or is modernizing Jordan's and Pakistan's older F-16s with the permission of Lockheed Martin, the aircraft's original maker. TAI also is contributing to the production of the U.S.-led F-35.

Malaysia

With Malaysia, FNSS signed the largest single Turkish export deal in history, during a visit of Malaysian Prime Minister Datuk Seri Najib Tun Razak to Ankara in late February.

FNSS signed the $600 million export agreement with Malaysia's Deftech for the design, development, production and logistical support of 257 Pars 8x8 wheeled armored combat vehicles for the Malaysian armed forces. FNSS earlier sold tracked armored vehicles to Malaysia.

"We have a solid cooperation base with Malaysia. In the near future, we plan to work on naval vessels and some other defense equipment with that country," the Turkish procurement official said.

"Turkey, Indonesia and Malaysia are all predominantly Muslim countries, but religion does not play a role in Turkish efforts for arms sales to those nations," said one defense analyst based here.

Separately, Turkey also seeks to modernize the older F-16s of Thailand, another South Asian country.

Turkey's defense industry exports greatly have improved in recent years, up from only some $250 million a year five years ago. The SSM is eyeing the export of defense equipment worth nearly $1.5 billion this year, up from $832 million in 2009. The 2010 figure has not been announced yet.

Donanma Komutanı Oramiral Bilgel, Rus nükleer gemisinde

Türkiye Deniz Kuvvetleri Donanma Komutanı Oramiral Emin Murat Bilgel, Rusya Deniz Kuvvetleri Komutanı Oramiral Vladimir Visotski'nin davetlisi olarak Moskova'ya geldi. İkili temasların ardından Murmansk bölgesine geçen Bilgel ve beraberindeki heyet Rusya'nın nükleer savaş gemisi Petr Veliki'de incelemelerde bulundu.Rusya Deniz Kuvvetleri Komutanlığı basın sözcüsü Vadim Serga verdiği bilgide, "Rusya Kuzey Deniz Filosu'nun komutanı Andrev Volojin ve Türkiye Deniz Kuvvetleri Donanma Komutanı Oramiral Bilgel ikili ve heyetler arası görüşmelerde bulundu. Karşılık hediyeleşen komutanlar, Rusya ve Türkiye'nin deniz kuvvetleri arasında işbirliğinin önemli bir geleceği olduğunu vurguladı" denildi.

Rusya Savunma Bakanlığı Deniz Kuvvetleri Basın Bürosu'ndan yapılan açıklamada, Türk Deniz Kuvvetleri Donanma Komutanı Oramiral Bilgel'in Moskova'da Rus meslektaşı Oramiral Visotski ile de görüştüğü kaydedildi. Açıklamada, "Taraflar Karadeniz bölgesinde güvenlikle ilgili ortak konuları masaya yatırdı. Görüşmede, Karadeniz'de güvenlik, Karadenize komşu ülke deniz kuvvetlerinin ortak girişimleri ve karşılıklık anlayışları sayesinde sağlanmakta" denildi.

Görüşmede, Türk ve Rus komutanlar Karadeniz İşbirliği Deniz Görev Grubu (BLACKSEAFOR) bağlamında uluslarası askeri tatbikatların verimli, etkili şekilde yapıldığına da işaret etti. Taraflar, gelecekte Karadeniz bölgesinde olası yeni tehditlerin önleyebilmek açısından BLACKSEAFOR grubun faaliyet ve rolünün artırılması gerektiği üzerinde durdu.

Görüşmede, BLACKSEAFOR'un kuruluşunun 10.yıl dönümüyle ilgili yapılacak etkinlik çalışmaları da ele aldı. Programların Nisan ayında Türkiye'de düzenlenmesi öngörülüyor. Ayrıca Türk ve Rus deniz kuvvetleri komutanları deniz korsanlarına karşı ortak mücadelelerin artırılması ve ikili işbirliğin daha da güçlendirilmesi konusunda ortak mutabakata vardı.

Ziyaret çerçevesinde Türk Oramiral Bilgel'in Severomorsk kentinde Rusya'nın Kuzey Donanması ana üssünü ziyaret etmesi ve Kuznetsov Askeri Deniz Akademisi'nde konuşma yapması planlanıyor.

Türkiye askeri heyeti 31 Mart'ta Rusya'dan ayrılması bekleniyor.

Russian Army to get new multiple rocket launchers

Russia's Ground Forces will start taking delivery of new Tornado-G multiple rocket launching systems (MRLS), replacing the current Grad systems, Army spokesman Lt. Col. Sergei Vlasov said on Monday.

This will further increase the Army's firepower and standoff capability for effective engagement, Vlasov said.

Tornados are superior to Grads in their effectiveness, automated control, aiming and satellite navigation systems, Vlasov said, without disclosing any technical details.

The Grad truck-mounted system featuring 122-mm rockets with a range of 30-40 km was developed in 1962 and has been in service since 1964.

A Tornado MRLS vehicle can carry up to twelve 300-mm rockets with an effective range of up to 90 kilometers.

Otokar – Targeting Growing Markets in Developing Countries Part 2

Turkey’s size and its geopolitical location have made the country a key NATO partner during the past decades. Its political and economic position provided an increasing national perception of Turkey’s strategic potential and entitlement as a major regional player. In parallel, Turkey’s defence industry witnessed growing importance with a significant number of national and multi-national development, manufacturing and modernisation programmes currently being realised or planned. Increasing investment and collaboration is considered, in particular, with countries that are still developing and modernising their basic military capabilities.

With a turnover of €259 million and an extensive range of combat vehicle solutions, Otokar is among the leading defence companies in Turkey. In this light, Nicolas von Kospoth of defpro.com asked Mr Serdar Gorguc, General Manager of Otokar, to outline the company’s current activities in national and international programmes.

defpro.com: Mr Gorguc, in December, you announced the first contract from abroad for Otokar’s ARMA 6x6 tactical armoured vehicle. Being one of the newest and also heaviest tactical combat vehicles in the Otokar military product range, could you please briefly review this particular vehicle for our readers? What are the ARMA’s key advantages over comparable vehicles?

Gorguc: The ARMA is proof of Otokar’s ability to leverage its engineering, manufacturing and expertise across a large portfolio of armoured tactical vehicles.

The ARMA vehicle is a modular platform with superior tactical and technical features and is an outstanding and cost effective product among competitive products. Thanks to the high level of ballistic and mine protection, as well as the outstanding design allowing the integration of various types of weapon stations and mission equipment, ARMA will be an adaptable platform for evolving mission needs on a modern battlefield.

As known, due to many parameters, today’s multi wheel armoured platforms are developed mainly in 8x8 configurations along with a 6x6 vehicle with modern concepts exists. The ARMA platform in a 6x6 configuration fills that gap by offering a protection level and mobility comparable to competitive vehicles, while providing a generous internal volume for any type of mission equipment. ARMA will be a very cost effective solution for the armies that require an optimum solution for protection, performance and cost.

The 6.4 m long, 2.7 m wide and 2.2 m high ARMA has an 18,500 kg combat weight and a payload of 4,500 kg and carries a driver, commander and eight dismounts in its fully NBC protected hull. Also, the vehicle is C-130 air transportable in its standard configuration.

ARMA’s front two axles are steerable, enabling it to handle a turning radius of 7.8 m and the vehicle rides on independent suspension with hydro struts, offering respectable off-road mobility and comfort. Tyre-run-flat capability and a central inflation system are supplied as standard. It can negotiate a 45-degree approach as well as departure angles leading onto 60 per cent inclines and 30 per cent side-slopes. It can also cross 1.2 m wide trenches and climb over 60 cm obstacles.

A 450 hp water-cooled turbo diesel capable of running on F-34 or F-54 fuel drives the wheels through an automatic gearbox and single-speed transfer box, giving it a top speed of 105 km/h and a power/weight ratio of 24.3 hp/tonne.

This also powers the onboard 24 V DC electrical system, which incorporates two maintenance-free 125 Ah batteries and a 3.3 kW converter.

The engine is located at the right front of the vehicle, allowing a comparably high internal volume to be efficiently and ergonomically used. With this internal layout, all the personnel, especially the commander, can continuously maintain eye contact among each other.

ARMA can be operated in 6x6 or 6x4 modes, depending upon terrain conditions. The vehicle is amphibious and driven by two hydraulically driven propellers in water, allowing a high seagoing performance with a pivot turn capability. ARMA’s ballistic and anti-mine protection is provided by a high-hardness monocoque steel hull and all personnel are seated on anti-mine seats.

This vehicle has been in service with the Turkish Armed Forces since 1997. What have been the determining factors for its international success and how did you improve the original design to meet current and future requirements?

Gorguc: As I mentioned before, during the design of COBRA, foreseeing the future threats and demands, our objective was to provide a remarkable ballistic protection, superior mobility, as well as the modular design adaptable to various missions. I believe we succeeded in this objective and this made COBRA a well known armoured vehicle and the choice of many countries’ armed forces.

Life-time logistic support through immediate, efficient and timely service, even in the highest risk areas, gave COBRA a certain privilege. Backing by Otokar’s comprehensive worldwide Integrated Logistic Support (ILS) program, providing long-term efficient and economical operation, COBRA serves successfully in international markets. Its common platform concept also helps in training, maintenance, and logistic support planning.

Since the first date we launched COBRA, we designed and manufactured many configurations according to the customers’ requirements. Versatility in design and adaptability to various missions are among the significant design assets of COBRA. Thanks to the modular body structure, COBRA is a multi-purpose platform, designed for various military missions such as personnel transportation, ambulance/medical evacuation, reconnaissance & surveillance, weapons platform, NBC reconnaissance, and others.

Additionally, engineering development is a natural part of our activity and COBRA platforms have flourished with many improvements during the past 10 years in line with the experience gained in more than 12 countries where it’s deployed.

defpro.com: Otokar vehicles have been deployed to various international military and peacekeeping operations with different armed forces. How do the experiences made in these operations support the further development of your products?

Gorguc: These experiences have always been one of the key references for Otokar. We do track this data, and thanks to our R&D capabilities we improve and develop our vehicles.

defpro.com: In 2007 Otokar was awarded with the design, development and production for the prestigious Turkish programme of the new Altay main battle tank (MBT). What is the current status of this programme?

Gorguc: Otokar started negotiations in 2007 for Turkey’s first national main battle tank. The contract was signed in July 2008 and the project started in the beginning of 2009. The ALTAY Project includes the design, development, integration, prototype production, testing, and qualification of the first Turkish National Main Battle Tank. Otokar is the prime contractor and The Republic of Turkey shall own all design and intellectual property rights vested on the ALTAY Tank.

The ALTAY project is aimed to be completed in an overall 78.5 months. The project consists of three stages: concept design, detail design, prototyping and qualification. As of December 2010, the first stage was completed. Otokar and its sub-contractors are now working on the second stage.

defpro.com: The development and production of this tank will bring together a great number of Turkish and foreign companies. Which are your key partners, both national and international, in this project and how has the industrial co-operation been so far?

Gorguc: Being responsible to the Undersecretariat for the Defence Industries of Turkey for design, prototype production, testing, qualification of the ALTAY tank and the smooth management of the project, Otokar is working along with various subcontractors. The subcontractors, named as part of the ALTAY team and being involved in this project, have the following responsibilities:

• Sub-systems including, but not limited to, Fire Control System and Command Control Communication Information System, shall be designed and developed by Aselsan, and Otokar and Aselsan shall, in collaboration, conduct integration studies.
• For certain areas, technical support and assistance shall be obtained from Hyundai-Rotem, Korea; and certain sub-systems of Korean origin shall be provided through Hyundai-Rotem.
• A 120 mm 55 calibre Main Gun System shall be produced by MKE. The Main Gun shall be integrated into the tank by Otokar and MKE.
• The Modular Armour Package to be designed, developed and produced by Roketsan shall be integrated into the tank by Otokar and Roketsan.
• The power pack shall be developed in co-operation with MTU and RENK

At later stages of the project, further companies will join the ALTAY team.

defpro.com: In addition to your important home market, which international markets are you currently considering your key markets and where do you seek to develop a stronger foothold?

Gorguc: Today, Otokar armoured vehicles are operating in more than 20 countries on five continents. Our key and target markets are the Middle East, Gulf Countries and North Africa.

defpro.com: As a manufacturer of a large range of light armoured tactical vehicles, how do you assess your market position in countries with smaller budgets? Do you see advantages in these areas, compared to large US and Western European competitors?

Gorguc: These countries are the key markets of Otokar and every day Otokar strengthens its position in these markets. Otokar has the main advantages of logistic support and customer-oriented design, compared to its competitors.

defpro.com: The Azerbaijani Ministry of Defence Industry (MDI) in December 2010 confirmed that it was in negotiations for the production of armoured vehicles with Otokar (see http://goo.gl/3ch3l). What is the current status of these negotiations and when may we probably see a contract resulting from these talks?

Gorguc: There aren’t any negotiations or co-operation with the Azerbaijani Ministry of Defence Industry in this matter.

defpro.com: Many countries are still experiencing the effects of the global financial crisis and are reducing their defence budgets, as well as procurement plans. Does this situation affect Otokar’s efforts or is the company’s market approach, based on its large range of light tactical vehicles, of particular advantage in the current market situation?

Gorguc: The global financial crisis mostly affected the defence budgets of developed countries. Since these countries have their own defence industry, Otokar doesn’t target these markets. The developing countries’ defence budgets haven’t been reduced as much as developed countries.

defpro.com: Finally, where will we be able to see the company’s products at trade fairs in 2011?

Gorguc: Otokar participated at the IDEX trade show in February 2011 and will attend the IDEF exhibition, which will be held on 10-13 May 2011 in Istanbul.

Otokar – Targeting Growing Markets in Developing Countries Part 1

Turkey’s size and its geopolitical location have made the country a key NATO partner during the past decades. Its political and economic position provided an increasing national perception of Turkey’s strategic potential and entitlement as a major regional player. In parallel, Turkey’s defence industry witnessed growing importance with a significant number of national and multi-national development, manufacturing and modernisation programmes currently being realised or planned. Increasing investment and collaboration is considered, in particular, with countries that are still developing and modernising their basic military capabilities.

With a turnover of €259 million and an extensive range of combat vehicle solutions, Otokar is among the leading defence companies in Turkey. In this light, Nicolas von Kospoth of defpro.com asked Mr Serdar Gorguc, General Manager of Otokar, to outline the company’s current activities in national and international programmes.

defpro.com: Mr Gorguc, could you please give our readers a brief overview of Otokar and its activities? What has been the turnover of Otokar in 2010 and what is your outlook for 2011?

Serdar Gorguc: Turkey’s leading and largest privately owned tactical vehicles manufacturer, Otokar, has offered particular solutions for the needs of customers with its own technology, design and applications since 1963. The company designs and manufactures tactical wheeled vehicles and tactical armoured vehicles. Otokar operates, with 1700 employees, in a 552.000 m² plant in Turkey.

Otokar is a Koc Group Company, Turkey’s largest conglomerate, whose revenues in 2010 were US$36 billion and counts a workforce of 73,000 employees.

Along with its design and development capabilities, Otokar largely enjoys the significant advantage of its own integrated manufacturing technology. Having a flexible manufacturing ability based upon customer needs is another significant asset of the company.

Otokar is recognised for manufacturing a wide range of Armoured Personnel Carriers (APCs), border security vehicles, reconnaissance and surveillance vehicles, weapons platforms, mine-resistant troop carriers, NBC reconnaissance, medical evacuation vehicles and ambulances. Otokar has more than 25,000 operational vehicles in more than 20 countries, especially built to perform in active duty and conflict zones.

Over the years, the proven ability and multiple role capabilities of Otokar vehicles made the company the main supplier of the Turkish Armed Forces and overall export leader of the Turkish Defence Industry.

Otokar’s turnover in 2010 was approximately €259 million and we are expecting the 2011 turnover to be realised at the same level.

defpro.com: A last look back onto 2010: How would you review the activities undertaken by Otokar last year?

Gorguc: 2010 was an R&D oriented year for Otokar. In addition to our regular R&D investments, we started-up our Climate Test Chamber with Dynamometer, which shortened the time for tests and resulted in short designing periods, in order to quickly respond to clients’ needs.

We focused on enlarging our armoured product range from 4x4’s to multi-wheel configuration vehicles. At Eurosatory, we unveiled ARMA, our newest product family within Otokar’s tactical wheeled armoured vehicle range with modular multi-wheel configuration. Development studies from concept design till the end of test phases, including qualification and validation processes, detailed design, and computer aided engineering studies, have been performed by Otokar. Thanks to its superior tactical, technical features and the high level of ballistic and mine protection, we received our first order in 6 months time. This award was really important for us since it demonstrates the trust placed in Otokar’s armoured tactical vehicles.

In terms of contracts, in 2010 we mainly focused on deliveries of those orders we received in the previous year, such as a Turkish Army order for supplying 861 tactical vehicles. Last year, we were awarded with new orders, especially for the Otokar APV and COBRA, from Turkey and abroad. Also, two more countries became Otokar armoured vehicles users last year.

Additionally, last year we proceeded in the design of the very first national battle tank for the Turkish Armed Forces. Naturally, this is a long-term development project and being the prime contractor for such a complex program is a very prestigious project for Otokar. Most of our engineering and R&D sources are now centralised around this project. ALTAY project is mainly a design, development, prototyping and qualification of Tukey’s first main battle tank and user requirement calls for a very capable, highly protected and highly mobile platform. We finalised the concept development phase and are currently running the detailed design phase. Prototyping will take place in 2012. We are very proud of being the prime contractor for such an ambitious and challenging development project.

defpro.com: As you explained, you have a large number of different tactical vehicles in your range and have already supplied military vehicles to more than 20 armed forces. Do you primarily rely on in-house development or do you work together with national and international industrial partners in order to meet your customer’s technological requirements and to present new innovative solutions?

Gorguc: The mission of Otokar is to design and manufacture vehicles with complete Intellectual Property Rights belonging to Otokar. All of Otokar armoured vehicle platforms, which have witnessed outstanding customer satisfaction, are of its own design.

However, Otokar does work, along with different industrial partners, to meet its customer needs, and we cooperate with many international industrial or engineering partners for subsystem development and supply. Those are armour, weapon stations, electronics and any subsystem that is either required by the user or that we think will create a benefit for the user. We do believe in expertise. What is important for us is to create synergy with a remarkable added value through Otokar’s R&D capabilities and use this synergy to meet our customers’ needs.

defpro.com: Probably more than any other NATO member of comparable size, Turkey’s armed forces still largely focuses on conventional warfare and, thus, on protection against conventional threats. Do you see technological differences between your national approach and the international market?

Gorguc: Otokar has a vehicle development strategy that covers national and global armed forces requirements against current and future warfare threats. The technological levels of the vehicles depend on mission profiles and Otokar has the highest level of knowledge to adapt various types of equipment, modular armour and weapons platforms, according to customer requirements.

Despite some regional differences, global threats such as conventional, asymmetric, chemical or biological warfare are the same for national and international customers. Otokar has the technological knowledge and its own design solutions to comply with customer requirements in accordance with the requested technological configuration. At this point, I have to mention that Otokar also has platforms that are solely developed for internal security or paramilitary missions, as well as MOUT operations [military operations in urban terrain – Ed.], and those are either in service in Turkey or in some export countries with very successful track records.

defpro.com: In this light, how do you position yourself to also meet the customers’ current requirements, including high mobility and protection against asymmetric threats such as improvised explosive devices (IEDs), rocket propelled grenades (RPGs), and others?

Gorguc: Otokar always follows and estimates the global threats in land warfare. During developments of COBRA in the 1990s, Otokar’s aim was to design an armoured vehicle which combines excellent mine and ballistic protection, along with high mobility and survivability. Today in the 2000s, combining mobility and protection is one of the key concerns in land forces. The reason why COBRA succeeded in recent years is because COBRA meets that demand.

Today, Otokar armoured vehicles are mostly used in peacekeeping operations and in conflict zones around the world. Their success in these regions has always been one of the key references for Otokar. We do learn and gain experience and, thanks to our R&D capabilities, our new developments reflect these experiences in order to meet our customers’ demands.

Okyay, ''müteahhitlerin Libya'da ABD ve Avrupalı şirketlerin taşeronu haline gelme kaygısı içinde bulunduğu, bunun kendi planlarını da etkileyip etkilemeyeceği'' yönündeki soru üzerine ise Türk müteahhitlerin o pazarlarda işlerinin olmasının kendileri için bir güvence olduğunu, ancak şirket olarak başka ülkelerden firmalara da mal sattıklarını, Kale Grubu'nun sektörde iyi tanındığını belirterek, kendileri açısından çok büyük bir etkilenme olmasını beklemediklerini söyledi.

2010 yılını grup olarak ortalama yüzde 30 büyümeyle kapattıklarını ifade eden Okyay, 2011'de de çevresel gelişmelerin olumsuz etkileri görülmezse bunun üzerinde bir büyüme hedeflediklerini sözlerine ekledi.

Türkiye-Afganistan-Pakistan Meskun Mahallerde Muharebe Tatbikatı

Türkiye, Afganistan ve Pakistan piyade birlikleri arasındaki dostluk, iş birliği ve güveni pekiştirmek, bilgi ve eğitim alışverişi yapmak, birlikte çalışabilirlik ve eğitim seviyesini arttırmak amacıyla, Tuzla Piyade Okulunda, meskun mahallerde muharebe tatbikatı yapıldı.


Türkiye, Afganistan ve Pakistan arasında 24 Aralık 2010 tarihinde İstanbul'da düzenlenen 5. Üçlü Zirve Toplantısı'nda kararı verilen meskun mahallerde muharebe tatbikatı senaryosuna göre, düşman kontrolündeki binalarla dolu alan 49 Türk, 40 Afgan ve 39 Pakistanlı piyadenin operasyonuyla ele geçirildi.

Tatbikat sırasında yüzde yüz Türk yapımı "Kirpi" isimli zırhlı personel taşıma aracı da ilk kez kullanıldı. Skorsky helikopter ile binalara indirme yapılan tatbikatı ABD, Rusya, Kanada, İspanya büyükelçiliklerinden de askeri temsilciler izledi. Özel tatbikatlar kapsamında ilk kez bu yıl düzenlenen tatbikata, Türkiye, Afganistan ve Pakistan'dan birer piyade takımı katıldı.

Tatbikatı Türk Silahlı Kuvvetlerini temsilen Muharebe Hizmet Destek Eğitim ve Garnizon Komutanı Korgeneral Necati Özbahadır izledi.

Tatbikat sırasında ülke temsilcilerine de tatbikatın aşamaları anlatıldı. Gerçek ya da plastik mermilerin kullanılmadığı tatbikatta, çatışmaları canlandırmak için alana kurulan hoparlörlerden silah sesleri yayınlandı.

Öte yandan, tatbikatta kullanılan sis bombalarından birinin alandaki çalılıkta küçük çaplı yangına neden olması üzerine, itfaiye ekibi çağrıldı.

OKUL KOMUTANI KURMAY ALBAY HASIRCI

Tuzla Piyade Okulu Komutanı Kurmay Albay Burhan Hasırcı, tatbikatın üç ülkenin piyade birlikleri arasında bilgi ve eğitim alışverişi yapmak, iş birliği ve dostluğu pekiştirmek amacıyla planlandığını söyledi.

Türkiye, Afganistan ve Pakistan Kara Kuvvetleri birliklerinin eğitim düzeylerini yükseltmeyi hedeflediklerini belirten Hasırcı, "Üç ülke silahlı kuvvetleri arasındaki koordinasyonu sağlamak ve birlikte çalışılabilirlik seviyelerini, birleşik harekat icra etme kabiliyetlerini arttırmayı amaçladık" diye konuştu.

Tatbikata katılan ve Türkçe konuşabilen Pakistanlı bir üsteğmen de tatbikatın çok faydalı geçtiğini ve başarıyla sonuçlandığını söyledi. Pakistanlı askerlerin tatbikatın başarıyla tamamlandığını göstermek için hep bir ağızdan bağırmaları da renkli görüntülere sahne oldu.

Pentagon stops work on alternate JSF engine

The Defense Department issued a stop-work order Thursday for an alternative engine for the F-35 Lightning II joint strike fighter aircraft. The order comes after the Bush and Obama administrations and the Pentagon pushed to end finding for the F136 engine.

It pulls $450 million that would have gone to General Electric and Rolls-Royce, the extra engine’s manufacturers.

“In our view, it is a waste of taxpayer money that can be used to fund higher defense priorities, and should be ended now,” a DoD statement said.

The order is in place for as long as 90 days, pending the final resolution of the alternative engine program, DoD said.

GE Aviation spokesman Rick Kennedy said Thursday that the company would continue to self-fund the project for the immediate future.

The F-35 Joint Strike Fighter includes three versions of a similar airplane that will eventually be used by the Air Force, Marines and Navy. Each would use the same engine.

Lockheed Martin to build upgraded towed-array sonar systems for Navy cruiser and destroyer surface warships

WASHINGTON, 27 March 2011. Anti-submarine warfare (ASW) sonar experts at the Lockheed Martin Corp. Mission Systems and Sensors (MS2) segment in Liverpool, N.Y., will build AN/SQR-20 Multi-Function Towed Array (MFTA) sonar systems for U.S. Navy cruiser and destroyer surface warships under terms of a $7.9 million contract modification announced Friday.

The MFTA is long, thin towed-array sonar that is three inches in diameter that can be towed behind Navy surface warships and function as one active and passive sonar component of the AN/SQQ-89A(V)15 ASW combat system. The MFTA is intended to replace the AN/SQR-19 tactical towed array system (TACTAS) in the SQQ-89. Lockheed Martin first received a production contact for the new MFTA in 2008.

Compared to the SQR-19 towed array sonar that it replaces, the MFTA offers greater coverage, increased capability, and better reliability in helping surface ships to detect, pinpoint, and attack enemy submerged submarines. The MFTA is to go aboard the newest Navy Arleigh Burke-class destroyers (DDG 51), upgraded Ticonderoga-class cruisers (CG 47), and Littoral Combat Ship, and may go aboard future DDG 1000 Zumwalt-class destroyers if the Navy decides to produce them.

The MFTA is the first new surface ship array to be built for the U.S. Navy in 25 years. It is an active and passive sonar sensor, meaning it can listen silently for enemy submarines, or can send out a an active sonar ping and listen for sound returns reflected from submerged submarines of interest.

The SQQ-89 ASW combat system for surface ships, built by Lockheed Martin, helps ship crews find, classify, follow, and attack enemy submarines. The system combines and processes all sonar information from hull arrays, towed arrays, and from the dipping sonar system aboard the SH-60B Light Airborne Multi-Purpose System (LAMPS) Mk III ASW helicopter.

Not only does the SQQ-89 undersea warfare system help detect and classify enemy submarines, but it also controls shipboard ASW weapons, such as torpedoes. It has external interfaces to the MK 331 Torpedo Setting Panel (TSP), MK 41 Vertical Launch System (VLS), and the Aegis weapon system on Ticonderoga-class cruisers and Burke-class destroyers.

Yaklaşık 4 milyar dolar bedelli ihalenin çok yakında sonuçlanacağını belirten Savunma Sanayii Müsteşarı Murad Bayar, “Maliyetlerle ilgili istekler var. Bizim firmalara deklare ettiğimiz bir hedef fiyat var. Türkiye’de üretim, sanayi katılımı kriterlerimiz açısından iyi bir teklif” dedi.

SAVUNMA Sanayii Müsteşarı Murad Bayar, 2 yıldır karar bekleyen 109 adet genel maksat helikopteri ihalesinde son tarih olarak nisan ortasını gösterdi. Yaklaşık 4 milyar dolar bedelli ihalenin çok yakında sonuçlanacağını belirten Murad Bayar, “Savunma Sanayii İcra Komitesi’nde bize süre verildi. Somut olarak ne yapacağımızı biliyoruz. Maliyetlerle ilgili istekler var. Bizim firmalara deklare ettiğimiz bir hedef fiyat var. Türkiye’de üretim, sanayi katılımı kriterlerimiz açısından iyi bir teklif” diye konuştu.

Derinlemesine çalışma

Helikopter üretimi konusunda derinlemesine bir çalışma olduğunu söyleyen Bayar şunları söyledi: “İki program da 109 helikopterle bitmiyor. 20 yıllık bir üretim söz konusu. Öyle olunca hattın fizibilitesi çıkıyor. Üretim derinleşti. Helikopterde dinamik sistem denilen transmisyon, aktarma organları gibi kritik alanlara daha önce girmemiştik. Helikopterlerde kullanılacak bütün aviyonik paketini, yazılımı görev bilgisayarını Aselsan yapacak.”

Türk yazılımı kabul ettiler

Her iki helikopter için de bu çözümün geçerli olduğunu ifade eden Bayar, şöyle konuştu: “Sikorksy geldi, Aselsan çözümünü inceledi. ‘Bizim burada teknolojik olarak çok beğendiğimiz bir çözüm var, biz bunu aynen Blackhawk’a koyarız’ dedi. Bu Amerikalıların bizim projelerde en direndiği konuydu. Görev bilgisayarına, yazılımına bizi sokturmazlardı. Blackhawk’da bunu kabul ettiler.”

Türk savaş uçağının kararları alınmadı

TÜRK savaş uçağına da değinen Murad Bayar, “Onunla ilgili bazı soruların şimdilik cevabı yok. Ana konfigürasyon avcı uçağı üzerine olacak. Belki iki kokpitli yapılır. İki pilotlu yapılır eğitim için kullanılır. Onların fizibilite ile cevabına bakıyoruz” diye konuştu.

Ar-Ge 2004’ün meyvesini topluyoruz

Ar-Ge 2004 projesinde başlanılan görev bilgisayarı yazılımının Atak helikopterinde devam ettiğini anlatan Murad Bayar, şu değerlendirmeyi yaptı: “O bilgisayar bir koldan T-38 eğitim uçağı modernizasyonu ve C-130 Nakliye uçağı modernizasyo-nuna devam etti bir diğer koldan insansız hava aracı Anka’ya girdi. Şimdi genel maksat helikopterine de aynı bilgisayarı koyuyoruz. JSF’de büyük tıkanıklık olmazsa Eurofighter resme girmez. JSF projesinde tıkanırsak ne olur? Daha geç değil. Alternatiflere bakabilirsiniz. Bir sürü ülke de bakıyor. Eurofighter’ı tekrar resme sokmak ister miyiz? Büyük bir tıkanıklık olursa Eurofighter da olabilir.”

TAI bu yıl halka açılabilir

TUSAŞ- Türk Havacılık ve Uzay Sanayi (TAI) ve Aselsan’ın aynı çatı altında toplanması fikri üzerinde çalıştıklarını hatırlatan Murad Bayar, “Şimdi 2 şirket artık çok büyüdü. Bunları tek çatıya toplamak çok geçerli olmayabilir. Ama yine de bazı konsolidasyonlar gerekebilir. Aselsan artık dünya savunma firmaları sıralamasında ilk yüzde yer alıyor. TAI bu sene ilk yüze girer. Bunlar kendi büyüklüklerini oluşturdular. Artık onları takip eden yan sanayi çıkmaya başladı. TAI’nin hisselerinin halka açılmasını düşünüyoruz. Bu yıl gündeme alabiliriz. TAI artık ciddi bir finansal güç oluşturmaya başladı. Güçlü bir mali yapı oluşturmaya başladı, projeksiyon verebiliyor.”

Venezuela $ 15,000,000,000 throwing arms purchase orders, including the Chinese J-10 fighters

Venezuelan President Hugo Chavez thrown more than 15 billion U.S. dollars worth of arms procurement bill, which sparked concerns in Latin America.

The article said that Venezuela's purchase of a large number of tanks, helicopters, armored vehicles, submarines and missile systems at an unprecedented rate in history in Latin America to arm themselves.

"New Herald" (El Nuevo Herald), said experts consulted, Chavez spent over 15 billion U.S. dollars worth to strengthen its military power for military procurement, has produced unrest in the region. Analysts warned that the arms purchase along with people doubt, there is no competitive bidding and early course of the study, the way decisions are temporary. It is learned that Chavez used the funds to purchase these new weapons in the country one of the largest in history, and a large part from the loan; for the military procurement funds may end up more than 15 billion U.S. dollars. Some analysts said that the funds have been used for arms purchases totaled about 300 billion U.S. dollars; and this figure is Chavez himself expressed the hope that the modernization of the national armed forces in the amount spent.

Closely track the event of a Venezuela and Africa-governmental organization "National Security and Civil Defense Control Association," the report said, the country has received or will receive a large number of mainly by Russia, China and Spain to provide the equipment and military facilities. These weapons include: 92 medium-sized T-72B1V tanks, 240 infantry fighting vehicles (BMP-3 and BTR-80), 9 submarines, nearly 50 various types of ships, a dozen Su-30MK2 fighters, undetermined number of Chinese J -10 fighters, and nearly 100 Russian helicopter; most of these equipment will be used for combat operations.

The arms procurement bill also includes S-300 air defense missile system, NATO called the SA-20; its ability to track, including cruise missiles, including 100 targets, while 125 miles away from the shooting down of one of the six goals.

Meanwhile, Venezuela is also committed to the establishment in the territory of the military facility; includes a gunpowder factory, a AK-103/AK-104 rifle factory, and 7.6 × 39mm ammunition plant.


In addition, Chavez has purchased 100,000 AK-103/AK-104 rifles, and 5,000 high-precision sniper rifle Dragon Ivanov; addition, there are 1,000 shoulder-fired anti-tank RPG-7V2 rocket launcher with 1000 Igla-S ((SA-24) portable air defense missiles, the latter with the U.S. "Stinger" shoulder-fired missiles similar. These arms purchase in the U.S. State Department had upset some of the weapons the U.S. will eventually fall fear into the hands of Colombian guerrillas; they will use these weapons against neighboring countries, rebel forces shot down the helicopter.

In recent years, Washington has been paying close attention to Venezuela's arms purchases; the U.S. State Department officials have already sold a large number of Russian weapons to South American countries expressed their concern.

Think tank in Washington, "the Inter-American dialogue on human rights organizations," Chairman Michael - She Fute (Micheal Shifter), said lack of transparency in arms purchases in Latin America is a concern people, but Venezuela's arms purchases with Chavez inflammatory remarks may prompt other countries to further arm themselves. She Fute that the purchase is part of the military forces of the country's legitimate needs of military modernization, but the purpose of equipment and lack of transparency has led to tension in the region. He said: "The problem is Chavez militant remarks, which makes for the purpose of these weapons and their potential uses to generate more fear and anxiety."

Koşaner'in 'F-16'lara benzemesin' uyarısı üzerine F-35 siparişleri askıya alındı

Türkiye'nin, 100 adet almayı planladığı F-35 savaş uçağı siparişini ertelemesinin perde arkası aralanıyor. Başbakan Tayyip Erdoğan başkanlığında toplanan Savunma Sanayii İcra Komitesi toplantısında ABD'nin bu uçaklara ait uçuş kodlarının vermediği ortaya çıktı. Başbakan Erdoğan ve Genelkurmay Başkanı Işık Koşaner'in, "Böyle bir şey kabul edilemez." dediği öğrenildi.Türkiye'nin 100 adet F-35 jetinin siparişlerini ertelemesinin perde arkası aralanıyor. ABD'nin bu uçaklara ait uçuş kodlarını ve yazılım bilgilerini vermediği ortaya çıkarken, Başbakan Erdoğan'ın da katıldığı toplantıda Genelkurmay Başkanı Koşaner'in, "Bu iş F-16'lara benzemesin." uyarısında bulunduğu belirtildi. ABD, 80'li yıllarda satın alınan F-16'ların yazılım kodlarını Türkiye'ye vermemişti.

Savunma Sanayii İcra Komitesi (SSİK) toplantısına F-35 savaş uçağı projesi damgasını vurdu. 22 Mart Salı günü Ankara'da yapılan toplantıda savunma bürokratlarından ABD'nin F-35'in yazılım kodlarını vermediği yönünde brifing alan Başbakan Recep Tayyip Erdoğan ve Genelkurmay Başkanı Orgeneral Işık Koşaner'in, "Böyle bir şey kabul edilemez" diye sert çıktığı öğrenildi. Toplantıda görüşlerini dile getiren Genelkurmay Başkanı Işık Koşaner'in, "Bu iş F-16'lara benzemesin" uyarısında bulunduğu belirtildi. Türkiye'nin 80'li yıllarda ABD'den satın aldığı F-16 savaş uçakları çok tartışılmıştı. Söz konusu jetlerdeki yazılım kodlarını ABD yine bugünkü gibi Türkiye'ye vermeyi reddetmişti. Uçakların tüm dost-düşman tanımlamaları ABD'nin kontrolündeydi. Türkiye şimdi, F-16'lara milli yazılım yüklenmesi için çalışmalarını sürdürüyor.Amerika'nın savaş jetlerine ait kodları vermemesi ve yazılıma dair teknolojiyi paylaşmaması, Türkiye'yi farklı bir adım atmaya yöneltti.

Yaklaşık 100 uçak almayı planlayan Ankara, kodlara sahip olmadığı takdirde uçaklara gerçek anlamda hâkim olunamayacağına dikkat çekerek, siparişleri erteledi. Jetlerin dışarıdan yönlendirilebileceği, elektronik harp karşısında savunmasız kalabileceği ve yazılıma herhangi bir müdahalede bulunulamayacağı hususları bu kararın alınmasında etkili oldu. Şu anda F-35'lerin yazılımlarını tamamen ABD hazırlıyor. Türkiye, kendi tehdit algılamalarıyla ilgili bilgileri Washington'a gönderecek, üretici firma da bu doğrultuda yazılımları hazırlayacak. Fakat savunma bürokratları, böyle bir durumun milli güvenliği tehdit edeceğini vurguluyor. Üst düzey bir yetkili, "Yazılımların içinde ne olacağını bilemezsiniz. Yarın üçüncü bir ülkeyle savaşa girdiğinizde ve bu ülke ABD'nin müttefikiyse, uçaklarınızı kullanamaz hale getirebilir. Savaştığın ülkeye ait bir jetten ateşlenen füze, bizim savaş uçaklarımız tarafından 'düşman unsur' olarak algılanmayabilir." diyor. Savaş uçaklarına ait yazılımlar hazırlanırken öncelikle ana tehdit algılamaları belirleniyor. Bütün bunlar 'tehdit kütüphanesi' adı altında toplanıyor ve yazılımlar bu doğrultuda şekilleniyor.

16 milyar dolarlık F-35 projesinin masaya yatırıldığı SSİK toplantısında, yazılım konusundaki endişeler dile getirilirken Genelkurmay Başkanı Org. Işık Koşaner, daha önce alınan F-16 savaş uçaklarında yaşanan sorunları hatırlattı. Başbakan Erdoğan da yazılım kodlarının verilmemesinin kabul edilemeyeceğini net bir dille ifade etti. Geçtiğimiz aralık ayında ABD lisansı ile Türkiye'de üretilen F-16 savaş uçaklarının uçuşta beyni kabul edilen görev bilgisayarlarının yerli olarak üretilmesi yönünde karar alındı. Milli görev bilgisayarının üretilmesiyle birlikte F-16'ların ABD'nin muhtemel elektronik etkisinden kurtarılması hedefleniyor.

Ortadoğu ve Afrika Türk gemilerini istiyor

Türkiye’nin kendi gemisini üretmesi fikri ile hayata geçen milli gemi inşa projesi MİLGEM’in başarısı, Ortadoğu, Arap ve Kuzey Afrika ülkelerinin savaş gemisi talebini Türkiye’ye çevirdi.

2004 yılında İstanbul Tersanesi Komutanlığı’nda proje ofisinin kurulmasıyla başlayan ve 2007 yılında ilk gemi Heybeliada’nın (F-511) inşası ile devam eden Milli Gemi İnşa Projesi (MİLGEM) bugün geldiği nokta ile başta Ortadoğu olmak üzere Kuzey Afrika ve Arap ülkelerinin dikkatini çekmeyi başardı. Toplamda 7 milyar Euro’luk 22 savaş gemisi yapımının gerçekleşeceği projenin ikinci gemisi (F512) bu yıl haziran ayında denize iniyor. Özellikle Mısır, Libya, Suudi Arabistan, Suriye, Körfez ülkeleri, Fas, Cezayir, Tunus gibi yakın coğrafya ülkeleri ile Malezya, Endonezya’dan Türk gemi sanayine ciddi talep oluştuğunu söyleyen İstanbul Gemi ve Yat İhracatçıları Birliği Başkanı Başaran Bayrak, toplamda bu bölgelerin 100 milyar dolar üzerinde bir sipariş pazarı olduğuna dikkat çekti.

Projenin başarılı oluşunun Türk gemi sanayinin gücünü kanıtladığının bir göstergesi olduğunu belirten Bayrak, şöyle devam etti:

“Ortadoğu, Orta Asya ve Kuzey Afrika bölgelerindeki sipariş hacmine baktığınızda 100 milyar doların üzerinde bir pazar görüyorsunuz. Türkiye kısa dönemde bu pastadan büyük pay alacak. 2012 itibariyle ülkemiz ciddi gemi ihracatçısı konumuna gelecek.”

İLK SİPARİŞ TÜRKMENİSTAN'DAN

Türk gemi sanayi şirketlerinden Dearsan yetkilileri, Ortadoğu ve Hazar bölgesinden savaş gemisi talebi aldıklarını ve bölge ülkeleriyle görüşmeler yaptıklarını söyledi. Dearsan tersanesi tarafından Türkiye Deniz Kuvvetleri için tasarlanıp üretilen yeni tip karakol botlarının ilk yurt dışı müşterisinin Türkmenistan deniz kuvvetleri olduğunu söyleyen yetkililer, 55 milyon Euro civarındaki antlaşma ile Türkmenistan’a 2 Yeni Tip Karakol Botu (YTKB) ihraç edeceklerini söylediler.

ORTADOĞU'NUN ERDOĞAN SEVGİSİ

Anadolu Tersanesi yetkilileri de Ortadoğu ve Kuzey Afrika ülkelerinden talep aldıklarını söylediler. Özellikle Türkiye’nin son yıllarda bölgede yıldızının parlamasının siparişlerde büyük etkisi olduğunu belirttiler. MİLGEM projesinin başarıya ulaşmasında gelen sipariş artışlarının büyük etkisi olduğunu kaydeden yetkililer “Bölge ülkelerinin özellikle Türk yapımı savunma araçlarına büyük ilgisi var. Bunda Ortadoğu ülkelerinin Başbakan Recep Tayyip Erdoğan’a olan sevgisinin de olumlu tarafları olduğunu düşünüyoruz” ifadesini kullandı.

Kara Sistemleri

Uzun ve Orta Menzilli Tanksavar Füzelerinde Kızılötesi Görüntüleyici Arayıcı Başlık geliştirme faaliyetlerine devam edilmiştir. Bu kapsamda füze seviyesi testlerde kullanılacak ilk fonksiyonel prototipler üretilmiş ve teslim edilmiştir.

Elektro-Optik Sistemler

Jandarma Genel Komutanlığı tarafından kullanılan BTR-80 zırhlı araçlarına termal silah nişangah entegrasyonu 2010 yılında başarıyla tamamlanmıştır. Kara Kuvvetleri Komutanlığı envanterinde bulunan Gelişmiş Zırhlı Personel Taşıyıcı Araçları için tasarlanan termal nişangah sistemlerinin de bu araçlara entegrasyonu 2010 yılı içerisinde başarıyla tamamlanmıştır.

AS-532 Cougar ve UH-1H/AB-205 Helikopterlerinin Aviyonik Sistemlerinin Modernizasyonu Projesi kapsamında seri üretim fazı devam etmektedir. 2010 yılı içinde 18 set UH- 1H/AB205 helikopterinin Grup-B kiti teslimatı ve 60 set UH- 1H/AB-205 helikopterinin Grup-A kiti teslimatı tamamlanmıştır.

Jandarma Genel Komutanlığı envanterinde bulunan S-70 Sikorsky Helikopterleri ile AB-205 Helikopterlerinin aviyonik detay tasarım faaliyetleri tamamlanmıştır. Proje kapsamında helikopterler üzerinde entegrasyon çalışmaları devam etmektedir.

Helikopter Elektronik Harp Suiti (HEWS) Projesi kapsamýnda Lazer İkaz Alıcı Sistemi (LİAS) doðrulama fazı faaliyetlerine devam edilmiştir. Bu kapsamda altı adet pilot sistem üretimi faaliyetleri yürütülmüştür. Seri üretim için hazırlık faaliyetleri gerçekleştirilmiştir.

Hava Lojistik Komutanlığı nezdinde yürütülmekte olan RF-4E uçaklarının seyrüsefer ve haberleşme alt sistemlerinin modernizasyonu (Işık Projesi) kapsamında tüm teslimatlar tamamlanmıştır. ''Program Yönetimi ve Teknik Destek'' faaliyetleri 2011 yılı sonunda tamamlanarak, proje garanti sürecine girecektir.

F-4E uçaklarýnýn seyrüsefer ve haberleşme alt sistemlerinin modernizasyonu (Şimşek Projesi) kapsamındaki tüm teslimatlar tamamlanmıştır. ''Program Yönetimi ve Teknik Destek'' faaliyetleri 2010 Aralık ayında tamamlanarak, proje garanti sürecine girmiştir.

Minyatür Bomba Geliştirilmesi Projesi teklifimiz sunulmuştur. 2011 yılının ilk yarısında, TÜBİTAK Panel Değerlendirme Sürecinin başlaması beklenmektedir.

Savunma Sanayii Müsteşarlığı nezdinde gerçekleştirilmekte olan TİHA Sistemine ASELFLIR-300T ve LN 100G INS/GPS Sistemleri Entegrasyonu (TAL) Projesinde 2010 yılı içerisinde sözleşme kapsamındaki tüm LN 100G INS/GPS ve ASELFLIR-300T sistemlerinin teslimatları tamamlanmıştır. İlk 2 adet TİHA sisteminin (6 uçak) kabul işlemleri Mart 2010 itibariyle tamamlanmıştır. 31 Aralık 2010 tarihi itibariyle de son 4 adet uçaktan oluşan 3.TİHA Sisteminin şartlı kabulü yapılmıştır. Böylece toplam 10 adet uçak, 10 adet ASELFLIR-300T ve ilgili yer sistemleri TSK envanterine girmiştir.

Deniz Sistemleri

Yavuz Sınıfı Fırkateynlerin Yarı Ömür Modernizasyonu kapsamında, Seaguard-TMK Atış Kontrol Radarlarının modernize edilerek radarlara elektro-optik takip yeteneği kazandırılmasına ilişkin proje kapsamında ilk iki geminin kabulü yapılmıþtır. Üçüncü gemi üzerindeki tüm faaliyetler tamamlanmış olup, kabuller 2011 yılı başında yapılacaktır. Proje kapsamındaki dördüncü ve son geminin ise 2011 Mart ayı içerisinde teslim edilmesi beklenmektedir.

Barbaros Sınıfı Fırkateynlerin Modernizasyonu kapsamında, mevcut elektro-optik sistemlerin ASELSAN üretimi sistemlerle değiştirilmesine yönelik teklifimiz Deniz Kuvvetleri Komutanlığı'na iletilmiştir.

Elektronik Harp Kendini Koruma Sistemleri

Deniz Kuvvetleri Komutanlığı ihtiyaçlarını karşılamaya yönelik milli elektronik harp sistemine ilişkin çalışmalar yürütülmektedir.

Zırhlı araç ve tank platformlarının tehditlere karşı korunması için aktif koruma sistemi geliştirme çalışmalarına başlanmıştır.

Radar Sistemleri

Özgün olarak geliştirilen Sentetik Açıklıklı Radar'ın (SAR) uçuş testlerine başlanmış ve ilk Milli SAR görüntüsü başarıyla oluşturulmuştur.

Sentetik Açıklıklı Radar, KALKAN Hava Savunma Radarı, SERDAR Sahil Gözetleme Radarı, ALPER LPI Radarı, Deniz Platformu Üç Boyutlu Arama Radarı, İlk Hız ÖlçmeRadarı ve Arayıcı Başlık Radarı tasarım, üretim, entegrasyon, test ve teslimat faaliyetleri gerçekleştirilmiştir.

TF2000 ana sensörü Çok Amaçlı Faz Dizili Radar (ÇAFRAD), GÖKTÜRK-3 Uydu SAR sistemi, Havan Tespit Radarı ve Uzun Menzilli Mobil Radar sistemlerinin özgün olarak yurt içi imkanlarla tasarlanıp üretilmesine yönelik çalışmalar başlatılmıştır.

''Denizaltı Savunma Harbi (DSH) Roketi Atıcı Sistemi Geliştirme Projesi'' kapsamında geliştirme çalışmaları tamamlanmıştır. İlk DSH Roket Atıcı Sistemi gerçekleştirilen fabrika kabul testlerinin başarıyla tamamlanmasını müteakip, Deniz Kuvvetleri için inşa edilen ilk ''Yeni Tip Karakol Botu''na entegre edilmiştir.

Silah Sistemleri

Leopard 2A4 ve Altay tankları ile Fırtına obüsleri başta olmak üzere taktik kara araçlarında kullanılmak üzere, uzaktan komutalı makinalı tüfek sistemi'nin geliştirme çalıþmalarına devam edilmiş ve SARP (Stabilized Advanced Remote Platform) adı verilen bu sistemin ilk prototipi üretilmiştir.

Zırhlı muharebe aracı üreticisi ile ortak proje olarak yürütülen 25/30 mm İnsansız Silah Kulesi geliştirme çalışmalarına devam edilmiş ve entegrasyon aşamasına gelinmiştir. Bu sistemin yurtdışına satışına yönelik pazarlama faaliyetleri de sürdürülmüştür.

First Turkish Perry With Mk-41 VLS On

This is most probably the first photo of the Turkish frigate F-495 TCG Gediz with the newly installed 8 cell Mk-41 VLS system.

In 2009 it was announced that four of the eight Gabya (Perry) class frigates in Turkish inventory would receive a 8 cell Mk-41 VLS for ESSM and a new 3D radar for improved observation and fire control capabilities. This upgrade is similar to the modernization project conducted by Royal Australian Navy known as Project SEA 1390 or FFG UP.

Thales Smart S Mk-2 was selected as the new 3D radar, but it was not installed on the frigate yet.

Northrop Grumman Takes Delivery of First Production F-35 Air Inlet Duct From Key Turkish Supplier

Turkish Aerospace Industries, Inc. (TAI), a major international F-35 Lightning II supplier to Northrop Grumman Corporation, has delivered its first production air inlet duct for the jet.

The delivery of the all-composite duct, a major structural element of the F-35's center fuselage, will support Northrop Grumman's production of F-35 center fuselages for conventional takeoff and landing variants at its aerospace production facility in Palmdale, Calif.

"This delivery reflects the growing maturity of TAI's composite fiber-placed manufacturing processes, and the steady evolution of its role as a second source supplier of center fuselages for the F-35 Joint Strike Fighter (JSF) program," said Mark Tucker, vice president and F-35 program manager for Northrop Grumman's Aerospace Systems sector.

Northrop Grumman is a principal subcontractor of the Lockheed Martin (NYSE:LMT)-led F-35 industry team.

TAI produced the air inlet duct at its composites manufacturing facility in Ankara, Turkey, as part of a five-year, $28.4 million contract awarded to the company in September 2009 by Northrop Grumman.

"The delivery of this first production duct represents the successful culmination of a training process for TAI that began in El Segundo approximately two years ago," said David Dominguez, manufacturing engineering lead for international production for Northrop Grumman Aerospace Systems. "Over the course of that instruction, TAI's engineers and manufacturing specialists have grown from having limited knowledge of composites manufacturing processes to now being able to produce large, complex, high precision parts for one of the most advanced weapon systems in the world."

According to Dominguez, the TAI training included rigorous classroom and hands-on work to teach its employees how to fabricate an F-35 inlet duct from start to finish. The training was conducted at Northrop Grumman's Advanced Composites Center in El Segundo.

TAI is a second source supplier of F-35 air inlet ducts and center fuselages to Northrop Grumman. The company is slated to produce inlet ducts to support both the current production of center fuselages on Northrop Grumman's F-35 assembly line in Palmdale, Calif., and the 400 complete center fuselages that it will produce in Turkey.

Deliveries of the TAI-produced center fuselages are scheduled to begin in 2013, as part the F-35 program's fifth phase of low rate initial production.

Northrop Grumman is responsible for designing and producing the center fuselage for all three variants of the F-35. The company also designed and produces the aircraft's radar and other key avionics including electro-optical and communications subsystems; develops mission systems and mission-planning software; leads the team's development of pilot and maintenance training system courseware; and manages the team's use, support and maintenance of low-observable technologies.

Turk satellite program on track despite Israeli opposition

The Italy-based maker of Turkey's first planned military satellite said late Thursday that the construction of the Göktürk satellite is continuing on track, with a scheduled launch in 2013, despite objections raised by Israel against the device's operational capabilities.

Relations between former allies Israel and Turkey have been at their nadir since last May, when Israeli commandos raided a Turkish-led aid flotilla bound for the Gaza Strip, killing nine activists on board one of the ships. The Göktürk satellite has become the latest dispute between the two new adversaries.

Telespazio, a joint venture between Italy's defense giant Finmeccanica and France's Thales, a couple of years ago signed a deal worth nearly 250 million euros for the Turkish military satellite. Finmeccanica has a 67 percent stake in Telespazio, one of the world's leading operators in satellite management services.

In a written statement sent to the Hürriyet Daily News & Economic Review, Telespazio, prime contractor of Turkey's Gökürk Earth observation program, said, "The Göktürk satellite is manufactured in France by Thales Alenia Space, a Thales/Finmeccanica company, using state of the art technology for the high resolution optical sensor."

It said, "Göktürk is on track for a launch window in line with contractual requirements." Later a Telespazio official told Hürriyet Daily News that the satellite is scheduled to be launched into space in 2013, in line with the contract's provisions.

Asked by the Daily News if the satellite would meet the contractual specifications, the official said: "Yes, of course. The satellite is being designed to meet the customer's operational requirements."

Israeli objections

Israel opposes the project. "We try to ensure that we are not photographed at high resolutions and most countries accommodate us," Reuters earlier this week quoted a senior Israeli defense official as saying. "Should we request this of the Turks? We won’t ask for it. There is no one to talk to."

Prime Minister Recep Tayyip Erdoğan has dismissed security concerns voiced by Israel over the planned launch of Turkey's first spy satellite. "Some people are disturbed by this. They say: 'Turkey will watch us from space in the future'. You have been watching us for many years, decades," Erdoğan said March 11.

The Göktürk satellite will ease Turkey's reliance on U.S. intelligence in its operations against the outlawed Kurdistan Workers Party, or PKK. Turkey in recent years has used U.S. electronic intelligence in targeting the group's headquarters and training facilities in cross-border raids.

A senior Finmeccanica official earlier said his company also would seek to win a Turkish contract for the next military satellite. "The next satellite program involves a payload comprising a synthetic aperture radar, and the Finmeccanica Group companies will be even more competitive than in the past," Paolo Pozzessere, Finmeccanica's commercial director, told the Daily News.

Finmeccanica has been increasingly active in Turkey in recent years. AgustaWestland, a Finmeccanica subsidiary, which already has signed a multibillion-dollar contract to jointly produce 60 T129 attack helicopters for the Turkish army, also competes with the U.S. Sikorsky Aircraft in Turkey's ongoing utility helicopter program.

MBDA, a Finmeccanica-related company is in competition with U.S., Russian and Chinese rivals for Turkey's multibillion-dollar program to acquire long-range air and missile defense systems. Also Finmeccanica's aircraft firms seek to develop military planes with Turkey.

Turkey to decide on air-defense program after elections, experts say

A Turkish decision for the country's multibillion-dollar program to acquire long-range air defense systems may only come several months after the nation's general elections in June, procurement and industry officials and defense analysts have said.

"Around this time last year, a Turkish decision for the long-range air and missile defense systems [T-Loramids] seemed likely within a year, but it is now obvious that it will come many months after the next government is formed in the wake of the elections on June 12," one industry official familiar with the program told Hürriyet Daily News & Economic Review on Wednesday.

According to several public opinion polls in recent weeks, the ruling Justice and Development Party, or AKP, of Prime Minister Recep Tayyip Erdoğan is leading its rivals by a large margin and is likely to again form the next government after the June polls.

"But there is speculation around that even if the AKP forms the next Cabinet, Defense Minister Vecdi Gönül may be replaced by another official. This would mean a delay of several weeks for the air defense program," a defense analyst speaking on condition of anonymity.

One senior procurement official confirmed that the responsibility of selecting the T-Loramids bid winner would fall to the government to emerge after the elections.

Competing in the ongoing contest for the Turkish contract are the U.S. firms Lockheed Martin and Raytheon, with their Patriot Advanced Capability-3 (PAC-3) systems; Russia’s Rosoboronexport, marketing the S300 and the S400; China’s CPMIEC (China Precision Machinery Export-Import Corp.), offering its HQ-9; and the Italian-French Eurosam, maker of the SAMP/T Aster 30.

"There is a strong chance that Turkey may announce a short list of two contenders around September and that the government will make a final decision around this time next year," said the defense analyst.

Separately, under a NATO plan approved during a summit meeting in Lisbon in November, the Western alliance will create a collective missile system against potential incoming ballistic missiles from rogue countries. NATO is hoping to deploy special X-band radars in Turkish territory for the early detection of missiles launched from the region.

Ideally, in the event of such a launch, U.S.-made SM-3 interceptors – based on U.S. Aegis destroyers to be deployed in the eastern Mediterranean and possibly in Romania – would then be fired to hit the incoming missile mid-flight.

Turkey’s national air defense system is being designed to counter both aircraft and ballistic missiles, and will be independent and separate from the NATO missile shield. But since both systems are, by nature, anti-ballistic missile schemes and both are supposed to protect Turkish soil, they will have to be integrated in some way.

The United States and some of its Western partners are staunchly opposed to the integration of any Russian or Chinese system into the NATO missile shield. "American officials already have said non-NATO elements would cause serious interoperability problems," said one Turkish diplomat.
