Milli Savunma Bakanlığı ile Genelkurmay Başkanlığı yetkilileri, Süleyman Demirel Havalimanı'na konuşlanacak Kara Havacılık Okulu iskan tesisleri inşaatıyla ilgili yüklenici firmaya yer teslimini yaptı.

İhaleyi 142, 5 milyon TL ile kazanan Koçoğlu Holding, inşaatı 4 yıl içerisinde tamamlayacak. İnşaat bu hafta başlıyor.

Isparta Kara Havacılık Okulu iskan tesislerinin yapımı için Süleyman Demirel Havalimanı'nda yer teslimi yapıldı. Milli Savunma Bakanlığı ile Genelkurmay Başkanlığı'ndan yetkililerin de katıldığı yer teslim töreninde Isparta Ticaret ve Sanayi Odası Başkanı Hasan Hüseyin Kaçıkoç, Başkan Yardımcıları Şükrü Başdeğirmen ve Ahmet Tahir Bakal ile Koçoğlu Holding Genel Koordinatörü Galip Ulu da hazır bulundu.

Bu okulun gelmesi bizim için çok önemliydi. Okulun burada olması en az 3 bin kişinin ilimize gelmesi demek ve ilimizin ekonomisine büyük katkılar sağlaması demek. Bu konuda emeği geçen başta bürokratlarımız ve siyasilerimize bizden önce bu işle ilgilenen yöneticilere teşekkür ediyoruz. " diye konuştu.

Turkey's mariner minister may focus on naval programs

Under İsmet Yılmaz, the new defense minister of maritime background, the arms industry might focus more on the Navy, according to several procurement officials

Turkey’s naval programs are expected to gain prominence after the appointment of a maritime expert as the country’s new defense minister, procurement officials said Thursday.

İsmet Yılmaz, who graduated from the Maritime Academy in 1982, was appointed by Prime Minister Recep Tayyip Erdoğan to head the ministry following last month’s elections.

Officials said there may be a reshuffle of personnel at the procurement office – other than the top official, Murad Bayar – as well as a flurry of new procurement rules. Still, the government’s “doctrinal” approach in favor of domestic programs will definitely progress along the same line regardless of a change at the Cabinet level, the officials said.

“The new minister may introduce some new procurement rules and order a personnel reshuffle, but the top bureaucracy will remain intact, as will the government policy to go local in as many procurement programs as possible,” said a senior procurement official.

The government also plans to appoint a deputy defense minister, although it is not yet clear who that figure will be.

Yılmaz, who replaced Vecdi Gönül as minister, graduated from Istanbul University’s Law Faculty in 1987. He holds M.Sc. degrees in maritime law from Swedish and Turkish universities, and a Ph.D. in private law from Marmara University in Istanbul.

The new minister worked in the public and private sectors for 20 years as an engineer and lawyer. In 2002, he became the undersecretary for the government’s Maritime Undersecretariat. In government service, he also worked as deputy board director for the national telecom company, and as caretaker transport minister before the 2007 parliamentary elections. In November 2007, Yılmaz was appointed as undersecretary for the Culture Ministry.

Top among Yılmaz’s agenda are naval defense programs that include the landing platform dock project. In this program worth between $500 million and 1 billion, the prime contractor will be a local company, but because of the high degree of technology transfer required, foreign companies will be heavily involved, procurement officials said.

Three Turkish shipyards have responded to a request for a proposal released by the Undersecretariat for Defense Industries, or SSM, the procurement agency, in February 2010. They are Sedef, RMK, and a partnership between Desan and Deniz Taşımacılığı. Among them, Sedef is expected to offer a joint proposal with Spain’s Navantia, which sent a landing platform dock to Istanbul earlier this year; Desan is partners with China’s Shipbuilding Corporation, while RMK is expected to use a local design built in cooperation with a British group, according to industry sources.

The Defense Industry Executive Committee, Turkey’s top decision-making body on defense procurement, is expected to select a winner next year. The committee’s members include the prime minister, the defense minister, the chief of the Turkish General Staff and the SSM.

A landing platform dock, or LPD, which resembles a helicopter carrier, is an amphibious warship which embarks, transports, and lands elements of a landing force for expeditionary warfare missions.

“We have long needed this capability for NATO rapid deployment and peacekeeping missions in overseas lands ranging from Bosnia and Lebanon to Somalia, Libya and Afghanistan,” said one procurement official.

Australia joins with Japan for first bilateral air combat training

The Royal Australian Air Force (RAAF) has successfully completed bilateral flying operations with the Japan Air Self-Defense Force (JASDF) for the first time.

The air combat familiarisation sortie conducted on 14 July during Exercise Red Flag was carried out by RAAF F/A-18 Hornets from No 3 Squadron in NSW, and JASDF F-15 Eagles from No 4th Air Wing.

The RAAF aircraft arrived at Misawa Air Force Base yesterday, second only to the United States military to ever have flown into a JASDF base.

“This level of high-end engagement offered the important opportunity to build on the strong friendship between Australia and Japan,” Commanding Officer No 3 Squadron, Wing Commander Terry van Haren, said.
“The large force, multi-threat environment of Red Flag enabled our fighter pilots to conduct complex missions with Japan, as well as the United States and Singapore as part of the exercise coalition force,”

“Now that we have arrived in Japan, we will hold a cultural and dialogue exchange at Misawa to further develop the strong bonds fostered between the two nations during Red Flag,” Wing Commander van Haren said.

“The four-day exchange programme includes several cultural activities and capability briefs to enhance shared co-operation and military appreciation between the Australian and Japanese fighter squadrons.”

During the visit to Misawa, members from RAAF’s No 3, No 36 and No 37 squadrons will donate toys to the JASDF for children affected by the recent tsunami.

Australia and Japan signed an Acquisition and Cross-Servicing Agreement in May last year. This week’s visit is the first since the Agreement was signed and reflects the growing strength of Australia’s bilateral partnership with Japan contributing to peace, security and stability in the Asia-Pacific region.

Exercise Red Flag Alaska 11–2 was conducted from US Eielson Air Force Base, between 4 and 22 July.

India negotiates for more AEW systems

The Indian ministry of defence is in negotiations to purchase an additional airborne early warning system from Israel Aerospace Industries (IAI).

If the deal goes ahead, the AEW system will be deployed on an Ilyushin Il-76 transport aircraft, as with the three systems IAI supplied last year.

India's AEW aircraft are designed to integrate information from sensors carried on a number of manned and unmanned platforms.

The latest version of IAI's equipment includes a series of software and hardware improvements over previous incarnations.

HMAS Toowoomba leads multi-national exercise

HMAS Toowoomba has successfully concluded command of a multi-national exercise with Turkish Navy vessels and French Mirage fighters, contributing to maritime security in the Bab El Mandeb Strait, in the Middle East.

Exercise Scimitar Exocet was conducted between 22 and 23 July 2011 in the vicinity of the Gulf of Aden and involved Toowoomba, two Turkish Navy vessels and French Mirage fighter aircraft.

Commanding Officer of HMAS Toowoomba, Commander Andrew Quinn, said the exercise proved the Royal Australian Navy’s interoperability with the Turkish Navy against an air-borne attack.

“The exercise demonstrated the Combined Maritime Force’s resolve to maintain safe and unfettered access for shipping through a vital international strait,” Commander Quinn said.


“The crew honed their skills just before kicking off the exercise by responding to a real world distress call from a vessel’s crew which thought it was under attack.”

Just hours before the exercise began, Toowoomba received a call from a merchant vessel stating that it was under attack.

Toowoomba’s Seahawk helicopter was launched and, along with the ship, provided surveillance and escort support to merchant traffic.

On 23 July, Toowoomba was also afforded a unique opportunity when she engaged in advanced air warfare exercises with French Mirage fighter aircraft as part of Exercise Scimitar Exocet.

“The Middle East can be a very demanding and volatile environment in which to operate,” Commander Quinn said.

“To date, the crew of HMAS Toowoomba have risen to every challenge in a professional and committed fashion, maintaining Australia’s highly respected position as a coalition partner.”

HMAS Toowoomba is presently deployed in support of Operation SLIPPER in the Middle East Area of Operations (MEAO), operating as part of the Combined Maritime Force (CMF).

The CMF mission includes maritime security operations in the Gulf region, the maritime environment around the Horn of Africa, and counter piracy/terrorism operations in the Gulf of Aden.

As the 26th rotation of an RAN vessel to the MEAO, Toowoomba has been on patrol supporting the CMF mission since 2 June 2011.

Rusya Devlet Başkanı Dimitriy Medvedev'in NATO füze savunma sistemleri konusunda özel temsilcisi Dimitriy Rogozin, Karadeniz'in bir gerilim denizi haline gelmesini istemediklerini söyledi.Rogozin, Rusya'nın Ankara Büyükelçiliği'nde düzenlediği basın toplantısında, sadece ABD ve Rusya'nın tam olarak bir füze savunma sistemine sahip olduğunu, Avrupa-Atlantik bölgesinde kurulacak NATO Füze Savunma Sisteminin Avrupa ülkelerini tüketici hale getireceğini iddia etti.

Bir ülkede füze savunma sisteminin bir unsurunun olmasının o ülkeyi hedef haline getireceği endişesini de dile getiren Rogozin "Bu yüzden karar vermeden önce çok iyi düşünmeniz gerekir, bu kararla ilgili Rusya çok düşünmüştür" dedi.

ABD ile veri birleştirme merkezi ve operasyon planlama merkezi gibi iki ortak karara katılmaları konusunda teklif aldıklarını kaydeden Rogozin, ABD'de sistemin nasıl işlediğini gözlemlediğini ancak hala aynı sayıda soru işaretlerine sahip olduğunu dile getirdi.

Türkiye'nin, ABD radarının topraklarına yerleştirilmesinde, ABD füze savunma gemilerinin Akdeniz ve Karadeniz'e girmesinde doğrudan etkili olacağına işaret eden Rogozin, füze kalkanı sisteminin savunma sisteminin ana ögesi olmadığını da dile getirdi.

Birçok bilimadamının savunma sisteminin İran'a karşı taarruz anlamına geleceğini söylediğini kaydeden Rogozin, bölgede tansiyonu yükseltici bir unsura sahip olmak istemediklerini vurguladı.

"TÜRKİYE KARAR VERECEK"

Rogozin, Türkiye'de kurulması düşünülen radar sisteminin yeri ile ilgili bir soru üzerine de buna Türk yetkililerin karar vereceğini ifade ederek, "Anladığımız kararıyla teknik açıdan söz konusu radar Türkiye'nin güneydoğusunda kurulabilir. Radarın özellikleri bize genel olarak yeni. 7 bin kilometrelik bir alanı görebilecek" diye konuştu.

Bush yönetiminin de daha önce benzer bir radarı Çek Cumhuriyetine yerleştirmeyi planladığını anımsatan Rogozin, "Buna karar verecek olan sizsiniz. Yabancı bir ordunun tesisinin topraklarınızda konuşlanıp konuşlanmamasına ve bu tesisin özelliklerinin ne olmasını istediğinize siz karar vereceksiniz" ifadelerini kullandı.

Rogozin, NATO Füze Savunma Sistemi çerçevesinde ABD'nin avcı füzelere sahip gemilerinin Türkiye limanlarına gelebileceğine işaret ederek, bu gemiler kıyıdan 5 kilometre uzakta dursa bile uzun menzilleri nedeniyle ülke topraklarında konuşlandırılmış gibi olacağını kaydetti.

NATO ile Rusya arasındaki istişarelerin Karadeniz'e ilişkin boyutu hakkındaki başka bir soru üzerine ise Rogozin, "Karadeniz'in gerilim denizi haline gelmesini istemiyoruz" dedi.

Karadeniz'e girebilecek gemilerin sayısı ve tonajıyla ilgili detayların Montrö Sözleşmesi ile belirlendiğine dikkati çeken Rogozin "NATO üyesi bazı ortaklarımız çok duygusal ve Karadeniz hakkında tasarrufta bulunuyorlar. Biz bundan hoşlanmıyoruz ve Türkiye'nin de hoşlanmayacağını düşünüyoruz" diye konuştu.

Bölgeye konuşlanacak füze savunma sistemi unsurlarının ve Karadeniz'e girecek yabancı gemilerin kendisini üzeceğini ifade eden Rogozin, "Karadeniz her zaman bir dostluk ve işbirliği denizi olacaktır ve bu şekilde kalmalıdır. Bir kez daha ABD füze savunma gemilerinin Karadeniz'de ve bölgede olmasına karşıyız" dedi.

Bu konuda İran ile diplomatik temasa geçip geçmedikleri ile ilgili bir soru üzerine de bu konuda görüştüklerini söyleyen Rogozin, İran'ın barışçıl nükleer enerji programını desteklediklerini, İran'ın nükleer silaha sahip olmadığından emin olduklarını ifade etti.

Rogozin, İran'ın bölgede İsrail gibi anlaşmazlığa sahip komşuları olduğuna işaret ederek, NATO füze savunma sisteminin İsrail meselesini çözmek gibi ABD önceliklerini değil Avrupa'yı korumasının önemine işaret etti.

RUSYA-NATO STRATEJİK ORTAKLIĞI

NATO'nun Lizbon Zirvesi'nde Rusya-NATO stratejik ortaklığı konusunda mutabakata varıldığını anlatan Rogozin, mutabakatın olası NATO füze savunma sisteminin kurulmasında işbirliğini de kapsadığını ifade etti.

Kısa süre önce ABD ve Romanya'nın Bükreş'e çok uzak olmayan bir bölgede bir avcı füze sistemi kurulması için anlaşma imzaladığını, aynı zamanda füze savunma sistemine sahip bir ABD gemisinin Karadeniz'e girdiğini anlatan Roggozin, 2018'den itibaren ABD'nin bütün Avrupa ülkelerine avcı füzeler ve algılayıcılar yerleştirmeyi planladığını, Türkiye'de kurulması planlanan erken uyarı sistemi ile ilgili istişarelerin de Türkiye'nin liderliğinde sürdüğünü kaydetti. Rogozin, yine 2018'de Polonya'ya bir avcı füze yerleştirileceğini ve 2020 yılında Polonya'nın Rusya'nın stratejik gücüne etki edebilecek yeni model avcı füzelere sahip olacağını dile getirdi.

NATO üyeleri ile füze savunma sistemi ile ilgili tehdit ve risk analizlerini de paylaşacaklarını ifade eden Rogozin, "Amerikalı meslektaşlarımız füze savunma sistemi ile ilgili planlarını hayata geçirmek için İran'ı, İran'ın füze programını şeytanlaştırıyor. Ancak ABD'den birkaç ortağımız İran yönetiminin gerçek niyeti ile ilgileniyor. İran hem Rusya'nın hem de Türkiye'nin bir komşusu. Bazılarını kötü adam gibi göstererek Avrupa-Atlantik bölgesindeki sorunları çözebileceğimize inanmıyoruz" diye konuştu.

Olmayan bir tehdide karşı füze savunma sistemini oluşturmanın sadece başarısız olmayacağını aynı zamanda durumu daha ciddi bir hale getireceğini anlatan Rogozin, "Rusya, hareketleri endişe yaratan ülkeleri ikna etmek için önce politik, diplomatik, ekonomik nüfuzun kullanılması gerektiğine inanıyor, savunma sistemi son çare olarak her girişim başarısız olursa oluşturulmalı " dedi.

"TÜRKİYE ÖNEMLİ BİR OYUNCU"

Rogozin sözlerini şöyle sürdürdü:

"Karadeniz bölgesine ek askeri güçlerin yerleştirilmesine de karşıyız. Bölgenin bir parçası olmayan bir oyun alanında oynamak istemiyoruz. ABD'nin Polonya'ya füze durdurucusu yerleştirme planlarının arkasındaki motivasyonu da anlamıyoruz. Biz kabul etsek bile İran tehdidi ile Polonya'nın ne ilgisi var. Yeni teknolojiler ve silahlar geliştirilse ve yerleştirilse bile Avrupa-Atlantik bölgesine füze savunma sistemi ortak bir çabayla oluşturulmalı.

Türkiye sadece bölgesinde değil, Avrupa-Atlantik bölgesinde de önemli bir oyuncu, Avrasya'nın yükselen yıldızı ve Rusya'nın stratejik ortağı. Tarihi bağlarımız var, ekonomik, politik, kültürel çıkarlarımız var. Ortak endişeler konusunda Türkiye'den muadillerimizle açık ve kapsamlı bir diyaloğun oluşmasını istiyoruz. Bu yüzden Dışişleri ve Savunma Bakanlığı temsilcileri ve iyi tanıdığım, AKPM'de en güzel yıllarımızı geçirdiğimiz Cumhurbaşkanı Abdullah Gül ile önemli istişareler yapacağımıza inanıyorum."

Cumhurbaşkanı Gül'ün konuyla ilgili değerlendirme ve önerilerini alacağını belirten Rogozin, "Umarım bu diyaloğu sürdürürüz, çünkü füze savunma sistemi öncelikle Türkiye ve Rusya'nın çıkarlarını ilgilendiriyor" dedi.

Korea Poised to Win Submarine Export Deal from Indonesia

Indonesia is close to picking Korea's Daewoo Shipbuilding and Marine Engineering as the priority negotiating partner for a submarine project worth US$1.08 billion.

A senior government official said Taufik Kiemas, the speaker of the Indonesian People's Consultative Assembly, told Prime Minister Kim Hwang-sik on Wednesday morning that Daewoo is virtually certain to get the nod for the project. "There still are some more processes to follow, but the deal will be struck, unless something comes up," the official said.

Once the deal is secured, DSME will sell three 1,200-t 209-class submarines to the Southeast Asian country. It would be Korea's biggest arms export, more than double the value of the $400 million export of T-50 supersonic trainer jets to Indonesia and similar to last year's total arms exports of $1.19 billion.

Daewoo was up against powerhouses like Germany, France and Russia to win the contract.

"The submarine export to Indonesia will pave the way for Korea to securing a market in Southeast Asia, because other Southeast Asian nations such as Malaysia and Thailand are also planning to purchase submarines," the official claimed.

Kiemas is the husband of former Indonesian president Megawati Sukarnoputri. He visited a shipyard at Daewoo headquarters in Okpo on Geoje Island on Tuesday.

Yük Helikopteri Projesi İle İlgili

Boeing firmasınca üretilen CH-47S (CH-47F) tipi Chinook helikopter, 60 personel taşıma kapasitesine sahip, ayrıca çelik halatlarla bir F-16 savaş uçağını da taşıyabiliyor.

Türk Silahlı Kuvvetleri’ne ABD’nin Boeing firmasından 400 milyon dolara 6 adet ağır yük helikopteri alınması için anlaşmaya varıldığı öğrenildi. Boeing firmasınca üretilen CH-47S (CH-47F) tipi Chinook helikopter, 60 personel taşıma kapasitesine sahip. Yük helikopterleri, mekanize araçları, top gibi silah sistemlerini nakledebiliyor, çelik halatlarla bir F-16 savaş uçağını da taşıyabiliyor.

Türk Silahlı Kuvvetleri yük taşıma ihtiyacını bugüne kadar Blackhawk ve Cougar helikopterleriyle sağladı. Bu helikopterler azami 22 kişi taşıma kapasitesine sahip. Yük helikopterleriyse 60 personel taşıma kapasitesine sahip. Yük helikopterleri, mekanize araçları, top gibi silah sistemlerini nakledebiliyor.

Yük helikopterleri, düşerek kırıma uğramış uçak veya helikopterlerin taşınmasında da kullanılıyor. Chinook helikopterleri; Yunanistan, İngiltere, İtalya ve Mısır gibi pek çok ülkenin ordusunda görev yapıyor. Türkiye, alacağı 6 helikopterden 5’ini Kara Kuvvetleri Komutanlığı’na, 1’ini ise Özel Kuvvetler Komutanlığı’na tahsis etmeyi planlıyor.

Rekora imza atacak

Chinook modeli yük helikopterlerinin atası olarak anılıyor. ABD ordusu için ilk kez 1962’de üretildi. Her türlü iklim ve koşulda, savaşta, afette muharip ve hayat kurtarıcı olarak görev yaptı. 1962 yılında envantere giren helikopterlerin ABD ordusunda 2040’lara kadar görev yapması planlanıyor. Böylece Chinook, orduya neredeyse 100 yıl hizmet ederek bir rekora imza atacak.

Kriz nedeniyle iptal edildi

Türk ordusunun öncelikli ihtiyaçları arasında yer alan yük helikopterleri için beş kez ihaleye çıkıldı. Açılan son ihale 2001 yılındaki ekonomik kriz nedeniyle iptal edildi. Savunma Sanayii İcra Komitesi’nin 30 Haziran 2006’daki toplantısında projenin yeniden başlatılması kararı alındı. 5 yıl süren müzakerelerin ardından anlaşma sağlandı.

Koç Bilgi ve Savunma Teknolojileri, Ultra Electronics Sonar Systems’le işbirliğine giderek Deniz Kuvvetleri’nin Gölcük Tersanesi’nde inşa edeceği Türkiye’nin “Havadan Bağımsız Tahrik Sistemli Yeni Tip Denizaltıları” için stratejik tedarikçilerinden biri oldu.

Koç Bilgi ve Savunma Teknolojileri, Türkiye’nin ilk “Havadan Bağımsız Tahrik Sistemli Yeni Tip Denizaltıları” projesi için, Ultra Electronics’den en gelişmiş torpido karşı tedbir sistemlerini teknoloji transferi yaparak, yüksek milli katkıyla denizaltılara entegre edecek.

Southeast Asia’s underwater bazaar

A scan of recent naval procurement by Southeast Asian navies points to the fact that submarines top their shopping lists. Thailand and the Philippines have been talking the talk to add submarines to their fleets.

Thailand plans to buy six ex-German Navy Type-206 submarines. Despite facing domestic criticisms against the plan, Bangkok believes the US$257 million purchase will be money well-spent.

The Thai Navy argues that the underwater warships are needed to patrol the Andaman Sea and Gulf of Thailand and catch up with neighboring navies’ modernization.

The Philippines, too, has recently announced the “Sail Plan 2020” to buy, among others, a submarine. Although financial problems have stifled the plan, the recent tension in the South China Sea (SCS) may bolster domestic support for the purchase.

Following its maritime spat with China over the South Chine Sea, Vietnam decided to acquire six Kilo-class submarines from Russia in December 2009. The delivery of the boats will begin in 2014 and greatly increase Hanoi’s capability to monitor activities in the disputed sea.

Despite that submarines alone form part of a regional naval modernization trend, the motive and timing for the purchases have led some to argue that the region is in some sort of a naval arms race.

Indonesia purchased submarines in the early 1960s and 1980s. But it was not until 1995 that a second regional country, Singapore, purchased submarines from Sweden.

Malaysia followed suit in 2002 with two Scorpene-class boats purchased from France, allegedly as a response to Singapore’s procurement. And recently, Thailand, Vietnam and the Philippines have announced their bids almost simultaneously.

This will result in Southeast Asia having at least six submarine operators in the next decade or so. Should this trend persist, it will be unprecedented in the regional naval development.

Not only will the waters become more crowded, it could also bring deleterious consequences for regional maritime security. Thus, it is necessary to examine why the submarine has become a weapon of choice for regional navies.

The submarine is different from surface warships for the purpose they are built and the method they are deployed. Surface warships are not only designed to attack their likes. For example, they can also conduct counter-piracy patrols, marine environmental protection, or even peacekeeping operations.

Thus, surface warships are less sensitive to other navies provided they are only fitted with modest armaments to conduct normal, routine patrols.

By contrast, a submarine has nothing else to do but to sink ships, especially for a diesel-electric attack, or conventional, submarine (SSK). The SSK is the only type currently sought after by the six Southeast Asian navies.

Armed with torpedoes and anti-ship cruise missiles (ASCMs), the SSKs can sink enemy vessels at sea while remaining underwater.

They can also support special operations, for example, to discreetly land Special Forces, lay sea mines, or conduct intelligence activities inside or near enemy waters.

The SSKs can perform these roles thanks to its stealth capability. Stealth is a matter of life and death for submariners. Stealth permits a submarine to quietly intrude into enemy’s waters and covertly do whatever it wants.

But stealth is also a submarine’s Achilles’ heels. Once detected, a submarine is left vulnerable to attack from aircraft, surface warships or other submarines.

But, submarine’s stealth capability has recently been improved by an air-independent propulsion (AIP) system which permits the submarine to stay submerged for a longer period of time.

Non-AIP SSK may have three to five days underwater. But with an AIP, it can stay submerged for weeks at a time. Malaysia’s Scorpene and Singapore’s Västergötland submarines are known to be equipped with AIP systems.

Hence, SSKs are very attractive indeed. They come as an effective weapon against stronger navies with an affordable price tag. They can greatly restrict the operational range and mobility of surface warships with a specter of being sunk.

They can be secretly deployed in disputed waters, such as the SCS or Ambalat, to monitor activities unnoticed.

Thus, they are less likely to generate tensions often associated with the deployment of surface warships. Should a conflict occur, they can also be tasked to protect sea lanes from the enemy’s or belligerent warships.

On the flip side, however, they can easily trigger misperceptions and miscalculations.

A submarine found lurking in disputed or foreign waters will be perceived as having a clear intention of doing activities detrimental to the latter.

Thus, it does not make sense when the Malaysian armed forces chief said that the Scorpene submarines could “stabilize regional security” during his recent visit to Jakarta (The Jakarta Post, July 6, 2011). There is nothing regional about it. It is only individual.

Clearly, the submarine shopping spree in the region is an indication of existing inter-state tensions in the maritime domain.

Regional institutions and security regimes provide a solid framework to ease the tensions, but they are not silver bullets. Nobody wants war to occur. But referring it as an assumption that war is impossible is indeed foolish.

Facing this, Indonesia must react and act quickly.

First, with military expenditure expected to rise by US$9 billion in 2014, Indonesia must put naval modernization high on the defense agenda.

Second, it must improve anti-submarine warfare (ASW) capabilities by adding ASW sensors on all platforms, particularly on naval aviation. The current ASW platform based only on surface warships (hull-mounted sonar) is dangerously insufficient. This also implies the need for better ASW doctrine and exercises.

Third, it must accelerate the submarine procurement process and come up with a capability on par with other regional states, but with a number more suitable to meet Indonesia’s maritime needs.

This means that they must be at least AIP-equipped, armed with both torpedo and ASCM. The new submarines will likely be German-Korean Type-209 or French Scorpene, after Russian Kilo-class boats were disqualified by the navy. All are capable of being equipped with AIP and ASCM.

But the deal should also include provisions for the construction of submarine support and training facilities ashore.

Fourth, it should gradually develop self-sufficiency in naval shipbuilding to enable all-around maintenance capabilities for the new submarines and other ASW platforms.

Only then can Indonesia be ready to sail the treacherous waters ahead.

The BTR-70 transporters purchased by Azerbaijan from Ukraine will be provided with “Shimshek” system, produced jointly by the Ministry of Defense Industry and “Emerging World Technologies (EWT)” company of the Republic of South Africa, the Ministry of Defense Industry told APA.

“Shimshek” fire-control system and bullet produced jointly by the Ministry’ “Cihazgayirma” enterprise and EWT company, which is included in “Virleo Group” holding differ from BTR transporters’ original bullets with several advantages. The feature of 23mm ZU-23 or 30mm 2A42 automatic cannon is the possibility to rotate the entire circle and shoot at an angle of 90 degrees.

The system includes a gun nest, electro-optical sight, hand control panel, control panel, command center, etc.

Ukraine has recently declared that it sold 71 BTR-70 unbarbed transporters to Azerbaijan in 2010.

NATO warns Turkey against buying Chinese, Russian air defense systems

NATO may avoid sharing ballistic missiles intelligence with Turkey if the naiton decides to buy Chinese or Russian systems for its missile defense program

Ankara would have to operate without NATO’s intelligence information on incoming ballistic missiles if it chooses to buy Chinese or Russian systems for its national air and missile defense program, officials of the Western alliance have warned Turkey.

Participating in the ongoing competition to win Turkey’s national air and missile contract are the U.S. partnership between Raytheon and Lockheed Martin, with their Patriot air defense systems; Russia’s Rosoboronexport, marketing the S300; China’s CPMIEC (China Precision Machinery Export-Import Corp.), offering its HQ-9; and the Italian-French Eurosam, maker of the SAMP/T Aster 30. Turkey is planning to make its selection late this year or early next year.

Many Western officials and experts say that since the Russian and the Chinese systems are not compatible with NATO systems, their potential eventual victory might provide them with access to classified NATO information, and as a result may compromise NATO’s procedures.

But despite this criticism, Turkey so far has ruled against expelling the Chinese and Russian options, saying there is no need to exclude them from the Turkish competition.


One Western expert countered that “if, say, the Chinese win the competition, their systems will be in interaction, directly or indirectly, with NATO’s intelligence systems, and this may lead to the leak of critical NATO information to the Chinese, albeit inadvertently. So this is dangerous.”


“NATO won’t let that happen,” another Western official told the Hürriyet Daily News on Monday. “If the Chinese or the Russians win the Turkish contest, their systems will have to work separately. They won’t be linked to NATO information systems.”

This was the first time NATO has strongly urged Turkey against choosing the non-Western systems.

“One explanation is that Turkey itself doesn’t plan to [ultimately] select the Chinese or Russian alternatives, but still is retaining them among their options to put pressure on the Americans and the Europeans to [lower] their prices,” the Western expert said.


Turkey’s long-range air and missile defense systems program (T-Loramids) has been designed to counter both enemy aircraft and missiles.

NATO missile shield

Turkey’s national program is totally separate and independent from NATO’s own plans to design, develop and build its own collective missile shield.

The Western alliance decided during a leaders’ summit meeting in Lisbon in November last year to create the collective missile shield against potential incoming ballistic missiles from rogue countries. Ankara agreed to the decision only after the alliance accepted a Turkish request that Iran or other countries would not be specifically mentioned as potential sources of threats.

NATO now is seeking to deploy a special X-band radar in Turkish territory for the early detection of missiles launched from the region.
Senior U.S. and Turkish officials discussed the matter in mid-July in Istanbul on the sidelines of a visit by U.S. Secretary of State Hillary Clinton, and both sides reported progress toward an eventual deployment of the X-band radar on Turkish soil.

Ideally, in the event of a launch of a ballistic missile from a rogue state, it would be detected by the X-band radar, and U.S.-made SM-3 interceptors – based on U.S. Aegis destroyers to be deployed in the eastern Mediterranean and later possibly in Romania – would then be fired to hit the incoming missile mid-flight.

Arms race: 24 more missiles to be added to arsenal

Pakistan plans to add at least two dozen nuclear-capable, short-range missiles to its swelling arsenal this year, sources said in a revelation that indicates a growing ‘urge’ in the powerful security establishment to seek ‘strategic parity in the region’.

If the government successfully achieves its target, this would be the highest number of missiles Pakistan had ever produced in a year.

These air-to-air and surface-to-air missiles would be able to hit a target at a distance between 700 to 1,000 kilometres, which would put nearly all major Indian cities within their range.

Sources said the plan was in line with Pakistan’s official policy of having what is rhetorically called ‘maintaining a minimum deterrence’ especially against India.

They added that the Strategic Plans Division (SPD) — a high powered body that oversees Pakistan’s nuclear arsenal — was also supervising the production of new missiles.

The SPD works under the National Commands Authority (NCA) that is headed by the prime minister and has all services chiefs as its members.

Sources said it was in one of the recent NCA meetings that SPD briefed the authority about the plan that envisaged the production of highest number of missiles ever in a year.

The disclosure comes on the heels of reports earlier in the year that Pakistan was rapidly adding to its nuclear arsenal and the number of its warheads might have surpassed France.

Officials in Islamabad have denied those reports but insiders said Pakistan has been ‘watching closely with concern’ India’s increasing nuclear cooperation with the United States and France.

“That is the benchmark… if we see something happening in India on this front, naturally we react and we have to,” said one official.

Pakistan navy inducts first UAV squadron

The Pakistan navy has inducted its first squadron of indigenously-produced Uqab II unmanned air vehicles at Mehran naval station in Karachi.

The Uqab II is produced by Global Industrial & Defence Solutions, a conglomerate of seven Pakistani defence companies.

Launched from and recovered using a conventional runway, the design has a maximum range of 150km (81nm) and an endurance of 4h.

It can operate up to 10,000ft (3,050m) above sea level and carry a payload weighing up to 20kg (44lb), including a gyro-stabilised colour camera capable of capturing motion images in both day and night conditions.

"Cognisant of heightened surveillance measures at all times, the induction of these UAVs will provide essential experience to the Pakistan navy and necessary impetus to utilise this particular segment of warfare to the best use of naval objectives," navy chief Adm Noman Bashir said.

BMC'nin ürettiği Türkiye'nin ilk mayına dayanıklı aracı “Kirpi”nin, Türk Silahlı Kuvvetleri'nden (TSK) sonra yakın bir dönemde Irak ve Afganistan ordularında da kullanılmaya başlanacağı belirtildi.

BMC Savunma Sanayi ve Özel Projeler Bölüm Yöneticisi Nadi Postoğlu, 1972 yılından bu yana savunma sanayine üretim yaptıklarını, halen 5 bin civarında askeri aracın TSK bünyesinde hizmet verdiğini, ayrıca 10 ülke ordusunda da BMC araçlarının kullanıldığını ifade etti. Postoğlu, BMC olarak 6 yıllık çalışma sonucu NATO ülkelerinin Irak ve Afganistan'da kullandığı mayına dayanıklı araçlardan daha üstün özelliklere sahip bir araç geliştirdiklerini, seri üretimine başlanan Kirpi'nin Türk ordusu tarafından kullanılmaya başlandığını belirtti.

TSK ile imzalanan 500 araçlık siparişin şu ana kadar 150'sini teslim ettiklerini kaydeden Postoğlu, her ay belli sayıda aracın teslimatının devam ettiğini kaydetti.

Yerlilik oranı yüzde 70 olan ve üretiminde yan sanayi kullanımının yüzde 40'lara ulaştığı Kirpi'nin Türk ordusunun önemli bir ihtiyacını karşıladığına dikkat çeken Postoğlu, mayının yanı sıra balistik tehlikelere karşı da koruma sağlayan Kirpi'nin uygulamada elde ettiği başarıların memnuniyet verici olduğunu kaydetti.

Postoğlu, Kirpi'nin görev yapmaya başladığı dönemden bu yana çeşitli saldırılara maruz kaldığını ifade ederek, “Aracımıza fiilen atış yapılmıştır ve aracımız başarıyla, askerimize hiçbir şey olmadan tehlikeli bölgelerden geçmiştir” dedi.

Türk ordusunun gelecekte daha fazla sayıda Kirpi'ye ihtiyaç duyacağını tahmin ettiklerini söyleyen Postoğlu, dost ve müttefik ordulardan da bu araca yönelik büyük ilginin olduğuna dikkat çekti. Postoğlu, şu bilgileri verdi:

“TSK'nın kullandığı her tür askeri aracı dost ve müttefik orduları takip etmektedir. Kirpi aracı da teslimatından kısa süre sonra dünya orduları tarafından takip edilen araçlar arasına girdi. Bu araç için bize talepler gelmeye başladı. Biz de teklifler vermeye başladık. Bazı ordular araçlarımızı kendi coğrafi ve iklim koşullarında test etmek üzere istedi. Araçlarımız NATO standartlarına göre değişik arazi ve iklim koşullarında test edilip onaylandığı için o testleri geçeceğine yüzde 100 eminiz. Test aşaması sonrası bu pazarlara da girmiş olacağız. İlk aşamada Irak ve Afganistan gibi yoğun mayın ve balistik tehlikeye maruz kalan ordulara bu araçları sunmak istiyoruz. Ancak gelecekte bu araca olan talep çok yüksek olacak. Üretim planlarımızı bu öngörüye göre şekillendiriyoruz.”

İHRACAT İÇİN SAĞDAN DİREKSİYON

Postoğlu, şu anda Kirpi'nin daha değişik versiyonları üzerinde çalıştıklarını, daha küçük boyutta, savaşma yeteneğine sahip, üzerine değişik silah sistemlerinin entegre edilebileceği bir sistem üzerinde durduklarını, çok maksatlı zırhlı bir araç geliştireceklerini ifade etti. Kirpi dışında taktik 8x8 araçların da Asya ve Afrika ülkelerine satışı için sağdan direksiyonlu üretime başlayacaklarını kaydeden Postoğlu, “Asya ve Afrika pazarında değişik ülkelere teklifler verdik. Sivil ticari araçlarımızı 72 ülkeye ihraç ediyoruz. Bu ülkelerde servis ve satış sonrası hizmetler gibi altyapımız mevcut. Bu ülkelere savunma araçlarını da gönderebiliriz” diye konuştu.

Postoğlu, BMC bütçesinin yüzde 7'sinin Ar-Ge'ye ayrıldığını, yüzde 100 milli bir şirket olunması nedeniyle yerli katkı oranının en yüksek düzeyde gerçekleştirme yeteneğine sahip bulunduklarını kaydetti. Hükümetin savunma sanayisinde en yüksek yerli katkı oranını sağlama yönünde hedef koyduğunu anlatan Postoğlu, bu hedefin yakalanması için Türk Silahlı Kuvvetleri'yle daha sıkı işbirliği yapmak istediklerini ifade etti.

Dünyada tüm orduların ambargolara karşı milli savunma şirketleriyle çalıştığını, Türkiye'de de TSK'nın her tür kara aracı ihtiyacına yanıt verebilecek kapasitede bir şirket olarak prototip geliştirme aşamasında TSK ile ortak hareket etmek istediklerini dile getiren Postoğlu, “TSK taleplerini bildirmeli, dizaynlar yapılmalı ve beraberce prototipler üretilmelidir. İnşallah gelecekte bu doğrultuda bir çalışmaya geçeceğiz. Umutla bekliyoruz. İhale sistemi de böyle bir çalışmaya izin veriyor” dedi.

Mayına karşı korumalı ve kurşun geçirmez olarak dizayn edilen Kirpi'nin 13 kişilik taşıma kapasitesi ve mayına karşı dayanıklılık seviyesi bakımından muadil araçlardan daha üstün olduğu belirtiliyor. Mayın saldırısına uğradıktan sonra kısa sürede onarılarak göreve devam etme yeteneğine sahip olan araçlarda lastik patlaması halinde güvenli mesafeye uzaklaşmayı sağlayan Run-Flat sistemi, değişik arazi şartlarında kullanım imkanı getiren merkezi lastik şişirme sistemi, kış şartları için ısıtma ve yaz şartları için soğutma sistemi bulunuyor.

Hızlı yangın söndürme sisteminin bulunduğu araçlarda bulunan koltuklarda mayın patlaması anında basıncı emen özel askı sistemi kullanılıyor.

Australia seeking US help to build 12 subs

DEFENCE Minister Stephen Smith will seek US help with Australia's plan to build 12 big conventional submarines to replace the navy's six troubled Collins-class boats.

Mr Smith arrives in Washington today with Defence Department secretary Ian Watt, and the new chief of the Australian Defence Force, General David Hurley, for their first face-to-face talks with new US Secretary of Defence Leon Panetta and other senior officials.

While the US Navy operates only nuclear-powered submarines and some defence analysts have suggested that Australia should buy or lease a nuclear fleet from the Americans, Mr Smith told The Australian before he left on Friday that nuclear submarines were not an option for Australia.

The answer for Australia was a conventional fleet to be built in South Australia, he said.

After initial problems with the Collins fleet a decade ago, the US provided a state-of-the-art combat system and the latest technology to improve the subs' propulsion systems and make them less noisy.

The building of the so-called Future Submarine will be Australia's biggest-ever defence project. The 12 big, long-range boats are expected to cost about $36 billion.

Talks will include progress in Afghanistan, the transition to Afghan-led security responsibility and prospects for reconciliation and political settlement.

Mr Smith will also seek an up-to-date report on the Joint Strike Fighter, which is being developed in the US and which is intended to replace the RAAF's F/A-18 Hornet fighter bombers and the recently retired F-111 bomber fleet.

Concerns about the growing military power of China will be a key focus of discussions on closer bilateral co-operation on security matters in the Asia-Pacific region.

The two delegations will discuss the US global force posture review, which will help the Obama administration decide where US forces should be based, and how Australia's recently announced defence force posture review fits in with it.

Those issues will be discussed in detail at the next round of annual Australian-US defence and foreign affairs talks in the US in September.

Mr Smith said he would also meet United Nations secretary-general Ban Ki-moon and other senior UN officials to discuss Australia's involvement in UN missions, including those in South Sudan, Afghanistan and East Timor.

More than 500 ADF personnel are deployed on Security Council-mandated peacekeeping operations around the world.

Türkiye ilk sismik gemi yapımına başladı

Türkiye’nin 3 boyutlu araştırmalar yapacak ilk sismik gemisinin yapımına başlandı. Savunma Sanayi Müsteşarlığı ve Başbakanlığın alımını onayladığı gemi, denizlerdeki deprem araştırmalarının yanı sıra Karadeniz’deki petrol aramalarında ve KKTC-Türkiye arasında yapılacak su borusu hattının güzergâhının belirlenmesinde de kullanılacak.

Yapımı 2 yıl içinde tamamlanacak gemi, derinde 3 boyutlu sismik araştırma yapıp numune alabilecek. Enerji ve Tabii Kaynaklar Bakanı Taner Yıldız, “Türkiye’nin 783 bin kilometrekare yüzölçümü var etrafımızda da 288 bin kilometre karelik deniz var. Bu geminin yapımı deniz sahalarının da değerlendirilebilmesi için çok önemli” dedi.

Maliyeti 100 milyon Euro

100 milyon Euro’ya mal olacak gemi 90 metre uzunluğunda, 18-20 metre genişliğinde olacak. Gemi, Karadeniz, Akdeniz, Ege Denizi ve diğer açık denizlerde görev yapabilecek ve şu konularda araştırma yapacak:

“Deprem risklerinin belirlenmesi, maden, petrol ve doğalgaz aramaları, deniz kirliliği ve deniz tabanından geçen boru hatlarının rutin bakımları için taramalar.”

Stratejik boyutu da var

Bakanlık yetkilileri, Türkiye’nin derin sismik araştırmalar yapabilecek bir araştırma gemisine sahip olmasının stratejik boyutunun da bulunduğuna dikkat çektiler. Enerji Bakanlığı’nın üst düzeyde bir yetkilisi şu değerlendirmeyi yaptı: “Ege ve Akdeniz’de ‘kıta sahanlığı’, ‘münhasır ekonomik bölge’ ve ‘karasuları’ alanlarındaki hali hazırda çözüme kavuşmayan sorunların varlığı da, anılan bölgelerde deniz yetki alanlarının sınırlandırılması konusunda araştırmalar yapılmasını ve bu amaçla acilen bir ulusal sismik araştırma gemisinin tedarik edilerek bölgede bilimsel araştırmalara sevk edilmesini zorunlu hale getirmektedir.”

Russia Selling Warships to Mystery Post-Soviet State, Maybe Turkmenistan

Russia has announced it's selling three new warships to an unnamed "former Soviet republic," but is keeping mum about the precise identity of the buyer. The ships are Molniya missile corvettes, built by United Shipbuiding Corporation and the state arms exporter Rosoboronexport, and it seems like the most likely buyer would be Turkmenistan. Turkmenistan's military purchases are very opaque, so it's hard to tell with any specificity what their plans are. But Ashgabat has expressed interest in buying this class of ship in the past, and in May a Russian defense contractor said that Turkmenistan was acquiring two Molniya-class ships and "planning to build two more." (Turkmenistan also was planning to buy a simulator made by the contractor, Kronshtadt.)


Kazakhstan also has been planning to buy three corvettes, but I asked a defense source there about the report and he said it was "very unlikely" that the ships were for Kazakhstan and that Kazakhstan was focused on building its own naval vessels. Kazakhstan also isn't as shy about publicizing its defense purchases. Same with Azerbaijan, which also has expressed interest in building up its navy. Azerbaijan in the past has also sought to hide its identity when buying weapons from abroad, as it did when it contracted with Israel's Elbit to upgrade its tanks. But that may have been a special case, perhaps because it's shy about publicizing cozy relations with Israel. In general Azerbaijan is not at all shy about touting its latest military purchases.

So it's not clear if the announcement of three Molniyas, if they are in fact intended for Turkmenistan, would be an increase over the two they were already planning to acquire, or the additional two that they were planning to build, or a decrease from those total four. But if nothing else, it's a sign that Turkmenistan's naval buildup is real.

Korea Poised to Win Submarine Export Deal from Indonesia

Indonesia is close to picking Korea's Daewoo Shipbuilding and Marine Engineering as the priority negotiating partner for a submarine project worth US$1.08 billion.

A senior government official said Taufik Kiemas, the speaker of the Indonesian People's Consultative Assembly, told Prime Minister Kim Hwang-sik on Wednesday morning that Daewoo is virtually certain to get the nod for the project. "There still are some more processes to follow, but the deal will be struck, unless something comes up," the official said.

Once the deal is secured, DSME will sell three 1,200-t 209-class submarines to the Southeast Asian country. It would be Korea's biggest arms export, more than double the value of the $400 million export of T-50 supersonic trainer jets to Indonesia and similar to last year's total arms exports of $1.19 billion.

Daewoo was up against powerhouses like Germany, France and Russia to win the contract.

"The submarine export to Indonesia will pave the way for Korea to securing a market in Southeast Asia, because other Southeast Asian nations such as Malaysia and Thailand are also planning to purchase submarines," the official claimed.

Kiemas is the husband of former Indonesian president Megawati Sukarnoputri. He visited a shipyard at Daewoo headquarters in Okpo on Geoje Island on Tuesday.

Russia seeks to sell stealth jets to Korea

Russia has decided to enter Korea’s advanced jet acquisition project, which would be the biggest arms-procurement deal ever in the country, a defense official said Wednesday.

“Russian aircraft manufacturer Sukhoi expressed its intent to compete in the fighter jet procurement project early this year,” Col. Wi Jong-seong of the Defense Acquisition Program Administration (DAPA) said.

He said Sukhoi’s T-50 PAK-FA will vie with the F-15SE Silent Eagle from Boeing, the F-35 Lightning II from Lockheed Martin and the Eurofighter Typhoon from the European Aeronautic Defense and Space Company (EADS).

The T-50 PAK-FA and the F-35 Lightning II are fifth generation stealth fighters, while the remaining two are fourth generation jets with limited stealth capabilities.

Earlier in the day, DAPA spokesman Son Hyeong-yeong announced that his agency has eased the criteria to allow more companies to bid for the FX-III project, under which Korea will purchase 60 high-end fighters with a budget of 8.29 trillion won ($7.86 billion).

“We will set up strategies that will allow for the transfer of core technology and that will encourage competition,” he said.

Insiders, however, say both the T-50 PAK-FA and Eurofighter Typhoon have a little chance in winning the bid as Korea’s alliance with the United States will be a decisive factor in the race.

They say EADS offered a better deal in Korea’s last jet acquisition project in 2008 than its American competitor Boeing, but lost the bid due largely to political decisions.

Boeing and Lockheed Martin, two of the largest defense contractors in the United States, say they have had a long industrial partnership with Korea and their fighters offer high compatibility with its existing weapons systems.

EADS recently announced that it will offer Korea the chance to assemble and partly manufacture Eurofighter Typhoons in Korea in an apparent bid not to lose the FX-race again.

“The first 10 deliveries will be assembled in Europe, while the next 24 will be built with components manufactured in Korea,” Erwin Obermeier, a senior advisor of export projects at EADS said, adding that the remainder will be assembled here.

He also downplayed concerns over compatibility, saying all Korean fighters and Eurofighters are built to be inter-operable in the NATO environment.

Korea has purchased 60 F-15s from Boeing, which won both the FX-I and II projects in 2002 and 2008

Meanwhile, DAPA announced that Korea will spend 1.84 trillion won to acquire 36 attack helicopters from overseas. Col. Tan Myeong-hoon of DAPA said the AH-1W SuperCobra by Bell and AH-64D Block III from Boeing, will compete with the EC-665 Tiger from Eurocopter of France and the T-129 from Turkey.

The winners of the FX-III and the attack helicopter bids will be announced in October next year.

Pakistan Air Force Looks for Additional 18 F-16 C/D Block 52+

Pakistan Air Force is looking to use the option for the purchase of 18 additional F-16 C/D Block 52+ fighters aircrafts. Pakistan has already taken the delivery of the first 18 F-16 C/D Block 52+ fighters aircrafts under the "Peace Drive I" package.

Pakistan air force is also upgrading its 45 F-16A/B Block 15 aircrafts through Mid-Life Update (MLU) package. Upgrade will allow F-16AM/BM (MLU) to use all the latest weapons including AMRAAM BVR missiles which were purchased with F-16 C/D Block 52+.replace those destroyed in the May 22 terrorist attack on PNS Mehran in Karachi.

However, there was a very strong possibility another Oliver Hazard Perry class frigate would be transferred to Pakistan when it was retired from USN service later this year.

US NAVY 3 frigates, amphib to leave fleet in 2012

Three frigates and an amphibious transport dock are slated for inactivation in fiscal 2012, according to a Navy message outlining when the four ships will leave the fleet.

Frigates Boone [USS Boone (FFG-28)], Stephen W. Groves [USS Stephen W. Groves (FFG-29)]  and John L. Hall [USS John L. Hall (FFG-32)] will be sold to foreign militaries when they are decommissioned, according to the NAVADMIN released last Friday.

Boone and Stephen W. Groves are slated for inactivation on Feb. 24, 2012; John L. Hall will leave the fleet soon after, on March 9.

Amphibious transport dock Ponce  [USS Ponce (LPD-15)]will be decommissioned March 30, 2012, and kept in the Navy’s out-of-commission reserve, according to the message.

Boone, Stephen W. Groves and John L. Hall were commissioned in 1982 as part of the Oliver Hazard Perry class of guided missile frigates. Ponce, an Austin-class amphibious transport dock, was commissioned in 1971.

Russian Navy to receive new air defense system

The Russian Navy will soon receive a new ship-based gun/missile air defense system, KBP Instrument Design Bureau, the developer of the system, said on Monday.


The system, dubbed Pantsyr-M, has been developed on the basis of the land-based Pantsyr-S1 (SA-22 Greyhound).

"Pantsyr-M will replace the Kortik air defense systems and will be installed on all new classes of Russian combat ships, from corvettes to cruisers," said Alexander Zhukov, a senior KBP official.

Zhukov cited specifications for an export version of Pantsyr-M as the data on the system for the Russian Navy is still classified.


The export Pantsyr-ME version has a response time of 3-5 seconds and can track and destroy simultaneously up to four targets.

Its missiles have a range of 20 kilometers and can hit targets at altitudes from 2 meters to 15 kilometers, while its guns have a range of four kilometers and can hit targets at altitudes up to 3 kilometers.

Irkut to supply 40 Su-30 fighters to Russian Air Force

Russia's Irkut aircraft holding is in talks with the Defense Ministry on the delivery of up to 40 Sukhoi Su-30 multirole fighters to the Russian Air Force, the company said on Monday.

"We will sign a contract with the Defense Ministry next year," Irkut President Alexei Fyodorov said.

The contract stipulates the initial delivery of 28 fighter jets and the supply of an additional 12 aircraft as an option.

The Su-30 Flanker-C is a twin-engine, two-seat multirole fighter for all-weather, air-to-air and air-to-surface missions. Russia currently operates four of these fighter jets.

Fyodorov said the company had slashed its modernization program from 40 billion rubles ($1.4 bln) to 30 billion rubles.

"We have reduced the amount of investment by folding several projects that are not related to the development of MS-21 [passenger] aircraft," he said.

The MS-21 is a family of twin-engine jet aircraft with a capacity of 150-212 passengers being designed and produced by Irkut and the Yakovlev design bureau, part of Russia's United Aircraft Corporation. The model was showcased for the first time at Farnborough International Airshow in 2010.
