Chinese Type 041 Qing Class Submarine

Chinese Type 041 Qing Class Submarine was launched at Wuhan Shipyard last year. It is rumored that Type 041 Qing Class Submarines are fitted with flank sonar arrays and improved targeting system to effectively provide guidance to the long-range antiship missiles and land attack cruise missiles.

Qing Class Submarine features hull mounted retractable foreplanes and very large hydrodynamically streamlined sail.

Type 041 Qing Class submarines may also be able to house vertical launch tubes in its sail section to launch cruise missiles.Submarine's submerged displacement is around 4,200t.

Iran building new fighter jet, submarine

Iran's Defense Minister Brigadier General Ahmad Vahidi says Iranian military experts are manufacturing a new fighter jet as well as a new submarine.

“The program of building this aircraft is underway in collaboration with the Islamic Republic of Iran Air Force (IRIAF),” IRNA quoted Vahidi as saying Saturday.
He added that diversifying, maintaining, promoting and upgrading warplanes indicates the genius, knowledge, and progress of Iran's defense industry.

Vahidi also announced that a new advanced submarine would be delivered for use to Iran's Navy in the next months.
“This submarine is technology advanced, enjoys great maneuvering power and capability for subsurface operations, and is equipped with advanced weapons,” said Vahidi.

"Iran is the only country in the Muslim world capable of designing and building submarines."

Vahidi also announced the unveiling of a new cruise missile named “Zafar” (victory) by Iran's armed forces.

Iran has started a self-sufficiency campaign in the defense industry and has launched numerous military projects since the 1979 victory of the Islamic Revolution.

Iran has repeatedly said that announced its military might will be used to defend its territory against aggressors and that its military doctrine is based on deterrence.

Sub Panikolis ‘hits’ again



The submarine “Papanikolis» (S120) performed successfully a very demanding firing test, giving the message that it is operational.

Today, the submarine fired torpedoes, in the Myrtoo Sea, near Hydra, against four surface units of the Navy, which included the gunboat “Aititos” and “Krataios”. The important thing is that the firing was quadruple using torpedoes SUT and SST4.

The objective of this trial was to verify the capabilities of the firing guidance system underwater, by testing the simultaneous guidance of four torpedoes against four different targets at different positions and moving at different speeds, and receive the ‘return input’ from them.

Today’s test was the last in the program in terms of weapons of the submarine. Prior to that, a triple torpedo shot and the firing of a Sub-Harpoon missile was performed last month.

Savunma Sanayii Müsteşarlığında düzenlenen değerlendirme toplantısında savunma sanayii yatırım ve işbirlikleri masaya yatırıldı.

Toplantıya Savunma Sanayi Müsteşarı Murat Bayar, TSO Yönetim Kurulu Başkanı Osman Yıldırım, Yönetim Kurulu Üyesi Ata Şahin ile firma temsilcileri katıldı.

Yapılan görüşme ve ziyaretler ile başlayan işbirliğinin önümüzdeki günlerde yatırıma dönüşmesi hedefleniyor.

Turkey to rewrite software source codes of 204 F-16 fighters

The US administration agreed in principle almost two months ago for the transfer of information over software source codes of US Lockheed Martin-made F-16 fighters to Turkey.

Once the agreement is completed, and if approved by the US Congress, Turkey will have the capability to automatically modify the software source codes of the fighters’ weapons systems with national software source codes, said US sources who asked not to be named.Turkey will become the first nation among 26 to have the F-16s in their inventories and have the ability to receive information on the F-16 fighters’ software source codes -- primarily their weapons systems -- thereby enabling it to replace them with national software source codes whenever necessary.

Once Turkey and the US complete around 50 pages of technical details over the nature of the US transfer of technology, an agreement should be signed, pending US congressional approval.

The US Congress has long prevented arms transfers to NATO member Turkey, mainly in reaction to its strained ties with Israel.

However, the US administration has as of late sought US congressional authorization for the sale of three AH-1W Super Cobra attack helicopters to Turkey. This indicates a softening on the part of the congress toward Turkey.

Turkey has a long-standing request for Super Cobras. It has a shortage of these helicopters, required in its ongoing fight against the outlawed Kurdistan Workers’ Party (PKK) terrorists, who have increased their violent attacks as of late.

Meanwhile, it is not clear whether the US administration will seek US congressional authorization for another long-standing Turkish request for the sale of four Predator unmanned aerial vehicles (UAVs) and two armed Reaper UAVs.

However, some of the weapons, including Predators that the US reportedly pledged to transfer to Turkey as it withdraws from Iraq in December of this year, are said to not be subject to the approval of the US Congress. These are weapons the US used during its war in Iraq.
Missile defense link

US sources stated that Washington has agreed in principle to transfer the information mainly concerning the weapon systems of the F-16s so that Turkey can integrate by itself the national software source codes because Turkey has pursued a very persistent policy on the matter.

However, Turkey’s approval to deploy a radar system of the US-supported NATO Missile Defense System on its soil is understood to have played an important role in Washington’s agreement to in principle transfer the software source codes of mainly the weapons systems of the F-16s to Turkey. Turkey agreed last month to host a powerful US-supplied radar system to act as advanced eyes for a layered shield against ballistic missiles coming from outside Europe.

The AN/TPY-2 surveillance radar in Turkey will boost the shield’s capability against Iran, which Washington alleges is seeking to build nuclear weapons, a charge Tehran denies.

“By agreeing to transfer information on F-16 weapon systems so that Turkey could automatically integrate them with national software source codes, the US sought to ease tensions with its NATO ally, which is important in safeguarding US interests in the Middle East. The US also puts strong emphasis on seeing Turkish-Israeli relations normalize,” said the US source.

50 weapons systems on each F-16

Lockheed Martin this year began supplying Turkey with 14 F-16C variants and 16 F-16Ds under a deal signed in May 2007. The total cost of 30 additional F-16s to Turkey is $1.78 billion.

Under a separate agreement signed in April 2005 between Turkey and the US, 213 Turkish F-16s are being upgraded at a cost of $1.1 billion at the Turkish Aerospace Industries (TAI) in Ankara. Turkey will be able to change the software source codes of the weapons systems on a total of 204 F-16s with national software source codes if a final agreement is reached with the US.

There are 50 different types of weapons systems on each F-16 that are classified.

Karar ABD Başkanı Barack Obama’nın geçen hafta Başbakan Erdoğan ile yaptığı telefon görüşmesinden sonra Pentagon ve CIA yetkililerinden oluşan bir ekibin PKK ile mücadeleyi konuşmak üzere Türkiye’ye göndermesinin hemen ardından alındı. Pentagon’un bildirdiğine göre, ekipman, yedek parça, eğitim ve lojistik destek dahil, helikopterler toplam 111 milyon dolara mal olacak ve teçhizat, Türkiye’ye önümüzdeki ay teslim edilebilecek.

ABD yasalarına göre ABD Başkanları’nın, Kongre’yi 14 milyon doları aşan silah satışlarında 20 gün önceden gayrıresmi olarak bilgilendirmesi gerekiyor. Süper Kobra’larla ilgili olan bu gayrıresmi süreç, dün tamamlanmış oldu. Ve ABD Dışişleri Bakanlığı, hem Senato’nun hem de Temsilciler Meclisi’nin Dış İlişkiler Komiteleri’nden gerekli onayları aldı. Onaylar Savunma Bakanlığı’na iletildikten sonra da Bakanlığın ilgili birimi Savunma Güvenliği İşbirliği Ajansı, ABD Kongresi’ne dün resmi bilgilendirmeyi yaptı.

Prosedüre göre helikopterlerin Türkiye’ye teslimi için şimdi 30 gün geçmesi gerekiyor. Bu sürede itiraz gelmemesi halinde de helikopterlerin teslimatının ödemeyi müteakip gerçekleştirilebileceği belirtliyor. Dün Dışişleri Bakanı Ahmet Davutoğlu ile görüşen ABD temsilcisi Alexander Vershbow, Obama’nın, Süper Kobra ve insansız hava aracı Predator’ların Türkiye’ye verilmesinde hiçbir sorun olmayacağı sözünün Ankara’ya iletilmesini istediğini söylemişti.

The Government of Turkey has requested a possible sale of three AH-1W SUPER COBRA Attack Helicopters, seven T700-GE-401 engines (six installed and one spare), inspections and modifications, spare and repair parts, personnel training and training equipment, publications and technical documentation, U.S. Government and contractor engineering, technical, and logistics personnel support services, and other related elements of logistics support. Savunma Sanayi Müsteşarlığı (SSM) ile İstanbul Denizcilik Gemi İnşa Sanayi ve Ticaret AŞ (İstanbul Tersanesi) arasındaki ''Denizaltı Kurtarma Ana Gemisi MOSHIP ve Yedekleme Gemisi RATSHIP Tedarik Sözleşmesi'' için Savunma Sanayi Müsteşarlığında imza töreni düzenlendi.

Milli Savunma Bakanı İsmet Yılmaz, törende yaptığı konuşmada, Deniz Kuvvetlerine daha önce teslim edilen milli geminin yurt dışında çok etki yarattığını belirterek, ''Mavi vatana sahip olmanın gereği bu cihazlara sahip olmaktan geçiyor'' diye konuştu.

Projenin tasarımından sözleşme aşamasına kadar üç yıl geçtiğini anlatan Yılmaz, yapımının da yaklaşık üç yıl süreceğini söyledi.

Böyle başarılı projenin özel sektör tarafından yapılacak olmasının Türk tersanesinin hangi seviyeye geldiğinin önemli bir göstergesi olduğuna işaret eden Yılmaz, ''Zaten ilerleme olursa tek bir alanda olmaz, kalkınma her alanda olur. Denizaltı kurtarma ana gemisi denizaltıların satha gelmemesi durumunda personeline yaşam desteği sağlanması ve denizaltıdan personel kurtarma faaliyetlerinde kullanılacak.

Kurtarma ve yedekleme gemileri ise yaralanan, karaya oturan, arıza yapan gemilerin kurtarılması ve yedeklenmesiyle gemi yangınlarına müdahale faaliyetleri yapılacak.

Her iki gemi de dalgıç, uzaktan kumandalı sualtı aracı ve astmosferik dalış suiti vasıtasıyla yapılabilecek sualtı onarım ve enkaz çıkarma gibi sualtı çalışmalarında da kullanılabilecek.

US gunships for Turkey need Congress’ approval

The three AH-1W attack helicopters the U.S. administration plans to transfer to the Turkish Army to fight the outlawed Kurdistan Workers’ Party (PKK) require Congress’ approval of the deal, a senior American official has said.

“We plan to transfer three AH-1Ws, but this needs to be approved by Congress and our officials are working on that now,” the official told Hürriyet Daily News late Oct. 26 on condition of anonymity.

The choppers are expected to cost Turkey around $75 million. The Defense Security Cooperation Agency (DSCA), the Pentagon’s arms-selling office, notifies Congress of a planned sale only after it becomes certain that the deal will face no obstacles. Just a single senator can halt an arms sale indefinitely. If no veto comes in the Senate against a planned arms transfer, the deal is confirmed automatically 15 days after the DSCA notification.

The three gunships to be given to Turkey would be new, the U.S. official said. The U.S. rejected earlier Turkish requests for the gunships, saying its Marine Corps had around 170 AH-1Ws and was using all of them in the Afghanistan war.

Boeing self-funds F-15E production in anticipation of Saudi deal

Boeing is self-funding production of F-15E strike fighters in the expectation that Saudi Arabia may sign a contract at some point before November 2012, said chairman, president and chief executive Jim McNerney.

McNerney's comments provide some insight into the status of an opportunity to sell 84 F-15SA fighters to Saudi Arabia, along with radar and weapon upgrades for the country's existing F-15 fleet.

The US Defense Security Cooperation Agency notified Congress on 20 October 2010 that Riyadh had requested the possible sale, but the deal has remained unsigned after more than a year.

The wait has created scheduling problems for the manufacturer. Boeing will deliver the final F-15Es, on order by Singapore and South Korea, in the first half of next year, which leaves the future of the its St Louis production line in Missouri uncertain in the absence of a sale to the Saudis.

"We do have some investment in the supply chain and we wouldn't have made it if we weren't confident [the Saudi contract] wasn't going to come home," McNerney told analysts during a conference on 26 October to discuss its third-quarter earnings.


"We're all hopeful this will get done over the short-term timeframe," McNerney said.

Morgan Stanley analyst Heidi Wood asked McNerney whether the Saudis could postpone a decision until after the next US election in November 2012, using the potential $30 billion sale as a possible bargaining tool with the next administration.

McNerney replied that recent events, including the death of Saudi Crown Prince Sultan Ibn Abdul-Aziz, who was the country's defence minister, point to a final contract before the next election. McNerney did not explain how the death of a member of the Saudi royal family will influence the F-15 contract.

"Every dynamic [I've seen] has convinced me that it is a nearer term versus longer term resolution," McNerney said.

Pakistan has successfully tested the Hatf-VII Babur Land Attack Cruise Missile (LACM) today. Inter-Services Public Relations (ISPR) has announced that Hatf-VII Babur was test fired against the target at a range of 700 kilometers.

Hatf-VII Babur Land Attack Cruise Missile (LACM) has a maximum range of 750 kilometers km and longer range version with range of 1000km is also under development. Hatf-VII Babur Land Attack Cruise Missile features stealth shaping and low flying capability to avoid detection by the enemy radars.

National Engineering and Scientific Commission (NESCOM) started the development of the Hatf-VII Babur cruise missile in late 1990 in order to counter the Indian efforts to license produce the improved version of Russian Yakhont cruise missile which has been modified for land attacks.

Recovery of two intact US RGM/UGM-109 Tomahawk cruise missiles from the Southern Pakistan aided Pakistani efforts and Pakistan tested the Hatf-VII Babur against a target 500 kilometers away in 2005. Range of the Hatf-VII Babur was increased to 750 kilometers by the Pakistani scientists.

NESCOM has also developed Ra’ad air launched cruise missile (ALCM) for Pakistani air force and it has range of 350 kilometers.

ABD'den, Türkiye'ye üç süper kobra

ABD Türkiye'ye güneydoğuda kullanması için 'Super Cobra' helikopteri verecek.

ABD'de Obama yönetimi, PKK ile mücadelesi için Türkiye'ye Amerikan deniz piyade kuvvetlerinin kullandığı saldırı helikopterlerinden üç adet verilmesi için Kongre'den izin isteyecek.

Türkiye, Güneydoğu'daki operasyonlarda zayi olan araçların yerine, AH-1W Super Cobra tipi helikopterlerden edinmek istiyor.

Başkan Barack Obama'nın planına göre, Amerikan deniz piyade kuvvetlerinin envanterinde bulunan üç AH-1W uçağının Türkiye'ye gönderilmesine karşılık, bu kuvvete iki adet en son model Textron Inc Bell yapımı AH-1Z tipi helikopter verilecek.

Bilgiyi veren yetkililer, konunun çok hassas olması ve resmi açıklama yapma yetkisine sahip olmamaları nedeniyle adlarının açıklanmasını istemediler.

Konu, Amerikan siyasetçilerinin Türkiye ile İsrail ilişkilerinin giderek soğuduğuna dikkat çektikleri bir ortamda Kongre'nin gündemine gelecek.

Türkiye daha önce 10 milyon dolar bedelle satılan AH-1W helikopterlerinden 1990'lı yıllarda 10 adet almıştı.

ABD'nin silah ihracatını düzenleyen yasasına göre, yönetim bir NATO müttefikine önemli bir silah transferi yapmadan 15 gün önce Kongre'ye resmen bilgi vermek zorunda. Halen Kongre ile bu konunda resmi olmayan temasların sürdüğü, ancak resmi başvurunun hangi tarihte yapılacağının belli olmadığı belirtiliyor.

Türkiye, Avrupa dışından gelebilecek olası balistik füze saldırılarını karşılamak amacıyla kurulması tasarlanan çok katmanlı bir kalkan sisteminin gözcüsü olacak güçlü AN/TPY-2 radar sisteminin topraklarında kurulmasına geçen ay izin verdi.

Depending on your needs and budget restrictions the Navy destroyer could get a new nuclear or gas turbine unit - the source added, "Izvestia".

Russian Navy to receive the latest destroyer 14-16, which form the basis of the surface fleet of combat power, according to the military.

- These destroyers will be able to truly replace several classes of ships the oceanic zone. They need to ensure that surface fleet striking power and protection from enemy aircraft. Today, the Navy built corvettes and frigates, but it is primarily anti-submarine ships, which are much inferior in destroyers and attack capabilities of air defense facilities - said, "Izvestia," a source in the Defense Ministry.

14-16 ships built for 15-20 years, will replace the existing ships of the first rank, and even slightly increase their number. The fleet will be able to quickly form a small but very powerful attack groups of destroyers, and three or four smaller ships. This will provide the basis on which to build more than a large diverse compounds, including, depending on the tasks of nuclear missile cruiser, amphibious assault ship, an aircraft carrier and submarines, the newspaper added the source.

Like other new-generation ships, the destroyer will receive the latest combat information management system that provides the possibility of collective defense and fire control of a squadron with a single command post. Today, such opportunities have only the U.S. and its NATO allies who have ships in the fleet are equipped with such a system, "Aegis."

Canada may buy nuclear submarines

CBC News has learned the Harper government is considering buying nuclear submarines to replace its problem-plagued fleet of diesel-powered subs, all of which are currently awash in red ink and out of service for major repairs.

The four second-hand subs Jean Chrétien’s Liberal government bought from the British navy in 1998 for $750 million were portrayed at the time as the military bargain of the century.

Instead, they have spent almost all of their time in naval repair yards, submerging Canadian taxpayers in an ocean of bills now totalling more than $1 billion and counting.

One of the subs, the HMCS Chicoutimi, has been in active service of the Royal Canadian Navy exactly two days in the 13 years since it was purchased from the Brits.

The Chicoutimi caught fire on its maiden voyage from the U.K. to Canada, killing one sailor and wounding a number of others.

It has been in the repair shop ever since, and isn’t expected back in service for at least another two years and $400 million more in repairs and retrofits.

National Defence said this week that one of the subs, the Victoria, could be back in service in 2012.

The other three would remain out of service until at least 2013. One may not be out of the repair shop until 2016.

By that time, the submarines will have cost taxpayers an estimated $3 billion, almost enough to have bought all new subs in the first place.

But the real problem is that by the time the whole fleet is in active service for the first time in 2016, the submarines will already be almost 30 years old with only perhaps 10 years of life left in them.

High-ranking sources tell CBC News the government is actively considering cutting its losses on the dud subs, and mothballing some if not all of them.

Defence Minister Peter MacKay is hinting they might be replaced with nuclear submarines that could patrol under the Arctic ice, something the existing diesel-electric subs cannot do.

Outside the Commons this week, MacKay told CBC the government is anxious to have its submarine fleet fully operational as soon as possible, providing a “very important capability for the Canadian Forces.”

But asked whether the government might look at other subs, MacKay said: “Well there was a position taken some time ago to go with diesel-electric.

“But you know, in an ideal world, I know nuclear subs are what's needed under deep water, deep ice.”

Israel may lose German sub deal

German Chancellor Angela Merkel's frustration over new east Jerusalem housing plans may jeopardize Israel's chances of getting new Dolphin class submarine

Germany is "reconsidering" its decision to sell Israel a sixth Dolphin class submarine, Yedioth Ahronoth reported on Wednesday.

According to the report, the move was prompted by the tensions between German Chancellor Angela Merkel and Prime Minister Benjamin Netanyahu and Merkel's frustration over the new housing plans approved in east Jerusalem.
Top political sources said that Merkel was irked with Netanyahu, who "gave her the impression that he would be willing to suspend settlement expansion in order to push the Israeli-Palestinian peace talks."

Israel's recent approval of 1,100 housing units in the Gilo neighborhood in Jerusalem led Merkel to announce that Netanyahu "cannot be taken seriously and has no intention of complying with the basic terms needed to renew the negotiations with the Palestinian."

Merkel and Netanyahu shared strident words following the decisions, and relations between Jerusalem and Berlin have been strained since.

Disconcerting trend

Defense officials expressed concern over Berlin's intention to suspend and possibly cancel the submarine sale: According to foreign media reports, the new Dolphin was slated to join Israel strategic fleet.

Earlier in 2011, Germany announced that it would grant Israel a €135 million aid package to build its sixth submarine. German funding has been a significant part in the creation of the Israeli Navy's submarine crops.

The Navy currently has three Dolphin class submarines, and is expected to receive two new ones, currently under construction in Germany. According to foreign media sources, the new submarines will be equipped to carry nuclear warheads.

The deal was originally approved by former German Chancellor Gerhard Schroeder, despite initial concerns that such ballistic capabilities may upset the nuclear balance in the region.

Senior defense officials refused to comment directly, saying only that "The subject of the sixth submarine is currently being negotiation between the (Israeli and German) governments. It is inappropriate to hash the matter out in the media."

The Prime Minister's Office was unavailable for comment.

Turkey denies losing deal for Indonesian Navy submarines

Turkish procurement officials have denied a South Korean claim that the Korean Daewoo Shipbuilding and Marine has defeated a joint bid by Germany and Turkey to sell submarines to the Indonesian Navy.

‘’We are constantly in touch with Indonesian authorities. Together with Germany, we will soon submit an offer outlining our final offer with very favorable conditions. Indonesia is waiting for that,’’ a procurement official told the Hürriyet Daily News recently on condition of anonymity.

‘’In addition, Germany’s Howaldtswerke-Deutsche Werft [HDW] is our full partner and is the builder of the HDW-class 209 submarines that Indonesia wants to buy. We don’t know how the South Koreans may overcome this license problem, because HDW is working with us,’’ the official said. ‘’For us, the competition is continuing.’’

Daewoo Shipbuilding & Engineering said earlier this month that it aimed to seal a $1.1 billion agreement with the Indonesian government by November to build three submarines. The South Korean shipbuilder said in a statement that this would mark the first exports of submarines from the country.

“We have launched talks to sign a submarine contract with Indonesia’s Defense Ministry,’’ Daewoo said in a statement.

A team of Turkish and German companies and Turkey’s procurement office are also jointly seeking a contract to sell two HDW-class 209 diesel submarines to Indonesia worth about $1 billion in an offer with sweeteners against the South Korean rivals.

French and Russian companies dropped out of the bidding for the Indonesian Nay deal earlier, allowing South Korea’s Daewoo Shipbuilding & Marine to emerge as the leading candidate. Daewoo was expected to bid together with HDW, but it later decided to bid on its own.

Facing the threat of being left out of the deal, HDW, a subsidiary of ThyssenKrupp Marine Systems, approached the Undersecretariat for Defense Industries (SSM), Turkey’s defense procurement agency.

Together with Turkey, HDW also is manufacturing six modern U-214 diesel submarines for the Turkish Navy. In partnership with HDW, Turkey earlier built 14 U-209 submarines, which Indonesia now wants to buy.

Despite the obstacles created by some European companies, Turkey insists on selling T-155 Fırtına self-propelled howitzer to Azerbaijan, Turkey’s Undersecretary for Defense Industries Murad Bayar told APA exclusively.

Though Azerbaijan and Turkey reached an agreement on purchase and sale of Firtina self-propelled howitzer, according to the reports there are some technical problems in the project. Germany’s MTU company, which is providing Firtina with engine, refused to provide with engine the self-propelled howitzer that will be sold to Azerbaijan. Yonca-Onuk company, which is going to sell boats to Azerbaijan, has faced similar problem.

“As a brotherly country we have assumed the solution of this problem,” Bayar said.

According to Murad Bayar, Turkey is considering two new variants on export of weapons to Azerbaijan. One of them is the purchase of engine from another country.

“Mechanical and Chemical Industry Corporation is considering alternative variants. The second variant is the production of engine in Turkey. We have started work for the production of engines in Turkey. It will take approximately four or five years. There will be no problems after that,” he said.

Bayar also added that T-155 “Firtina” system was a very strong weapon. Azerbaijan will gain the additional power by including it to the weapon inventory. The Mechanical and Chemical Industry Corporation’s (MKEK) CEO Unal Onsipahioglu told APA that the problem was on the eve of its settlement: “The engine and transmission problems of the artillery system have been solved and the alternative company was found”.

Germany’s MTU Company which provided “Firtina” with engine, refused to give an engine to Azerbaijan because of Nagorno Karabakh conflict.

The length of “Firtina” is 12 meters, width – 3.5 meters, height – 47 tones, speed -66km/h. “Firtina”s which are in the inventory of the Turkish Armed Forces were provided with “MTU-881 KA 500” diesel engine. 155 mm “L-2” cannon and 12.7 caliber machine gun are included to the system’s armament. The artillery system can be effectively used against targets 20 km apart.

Azərbaycanla Türkiyə arasında «Fırtına» sisteminin alğı-satqısına dair razılaşma əldə olunsa da, bu ilin ortalarında yayılan məlumata görə, layihədə bəzi texniki problemlər yaranıb. «Fırtına»nı mühərriklə təchiz edən Almaniyanın MTU şirkəti Azərbaycana satılacaq artilleriya sisteminə mühərrik verməkdən imtina edib. Eyni problemlə Azərbaycana kater satışını həyata keçirmək istəyən «Yonca-Onuk» şirkəti də üzləşib.

«Biz qardaş ölkə olaraq həmin problemin həllini üzərimizə götürdük», - deyə M. Bayar əlavə edib.

M. Bayarın sözlərinə görə, artıq Türkiyə tərəfi silah sisteminin Azərbaycana ixracına dair iki yeni variantı nəzərdən keçirir. Bunlardan birincisi başqa bir ölkədən mühərrikin alınmasıdır: «Hazırda Makina və Kimya Sənayesi Təşkilatı alternativ variantlara baxır. İkinci variant Türkiyədə mühərrik istehsalının həyata keçirilməsidir. Biz mühərrik sıxıntısından dərs çıxardıq, Türkiyədə mühərrik istehsalına dair fəaliyyətə başladıq. Bu variant təxminən 4-5 il zaman alacaq. Ondan sonra problem qalmayacaq».

M. Bayar, həmçinin, əlavə edib ki, T-155 «Fırtına» sistemi çox güclü silahdır. Azərbaycan onu silah inventarına daxil etməklə, əlavə güc qazanmış olacaq.

Makina və Kimya Sənayesi Təşkilatının (MKEK) idarə heyətinin sədri Ünal Önsipahioğlu isə APA-ya açıqlamasında artıq problemin həll olunmaq ərəfəsində olduğunu deyib: «Artilleriya sisteminin mühərrik və transmissiya problemi həll olundu və alternativ şirkət tapıldı».

Qeyd edək ki, «Fırtına»nı mühərriklə təchiz edən Almaniyanın MTU şirkəti Azərbaycana Dağlıq Qarabağ münaqişəsinə görə mühərrik verməkdən imtina edib.

5 heyətə malik «Fırtına»nın uzunluğu 12 metr, eni 3,5 metr, çəkisi 47 ton, sürəti 66 km/saatdır. Türkiyə Silahlı Qüvvələrinin inventarında olan «Fırtına»lar «MTU-881 KA 500» dizel mühərriki ilə təchiz edilib. Sistemin silahlanmasına 155 mm-lik «L-52» topu və 12.7 mm çaplı pulemyot daxildir. Artilleriya sistemi 40 km məsafədəki hədəflərə qarşı effektiv tətbiq edilə bilir.

Turkey opens defense industry office in Azerbaijan

Turkey is planning to open the Defense Industry office in Baku, Turkish Defense Industry Secretary Murat Bayar told exclusively APA.

Bayar hasn’t showed any concrete date but noted that the opening will take place in the near future.

“In reality, we see Baku as a part of our country and our companies have offices there. I would like to say that the opening of the office is not an urgent project for us. This project will be implemented in due time” – added Bayar.

Bayar said that the office in Baku will be a regional center for the South Caucasus, including Azerbaijan and Georgia, as well as all Turkic-speaking republics of the Central Asia.

Turkish company to begin delivering missiles to Azerbaijani Armed Forces in early 2012

ROKETSAN company of Turkey will begin delivering missiles to Azerbaijani Armed Forces in early 2012, director general of ROKETSAN Huseyn Baysak told APA.

Baysak said production had started by the order of Azerbaijani Defense Ministry.

Director General said joint production projects had been discussed with Azerbaijani Ministry of Defense Industry.

“We gave our proposals to the Ministry of Defense Industry. I hope we will establish joint production of a number of products and produce them in Baku,” he said.

Baysak said in the first stage 107mm and 122mm missiles will be produced together with Azerbaijan. The engines of these missiles will be produced by ROKETSAN in Turkey. The production of the special missile launcher together with Azerbaijan will be considered in the next stage.

Azerbaijan and Turkey signed a protocol on joint production of 107mm and 122mm missiles during the International Defence Exhibition & Conference (IDEX) in Abu Dhabi in February, 2011.

Savunma Sanayi Müsteşarı Bayar, Heronların artık bakım için İsrail’e gitmeyeceğini açıkladı. Heron’un motor bakımı TEİ’de, diğer aksamlarının ise TAİ’de yapılacak.

Türkiye’nin istihbaratta en önemli araçları arasında yer alan insansız hava araçları Heronlar konusunda İsrail’e bağımlılığı sonlandırılacak adım atılıyor. Savunma Sanayi Müsteşarı Murad Bayar, Heronlar’ın 2 yıllık garanti süresinin bu ay sona ereceğini, araçların bakımının bundan sonra Türkiye’de yapılabilmesi için gerekli çalışmaların başlatıldığını açıkladı. Bayar, “TAİ ile, TEİ ile, mevcut yedek sanayi ile çalışıyoruz. Heron’ların bakımını Türkiye’de yapacağımız bir model oturtacağız” dedi. Garanti kapsamında Heronlar’ın belli aksamının bugüne kadar İsrail’e bakıma gittiğini ancak 2 yıllık garanti süresinin bu ay biteceğini anlatan Bayar, “Garanti devam ettiği için bugüne kadar orada kaynak değiştirmemiştik. Fakat bundan sonrası için TAİ ile, TEİ ile, mevcut yedek sanayi ile çalışıyoruz. Biz, Heronlar’ın bakımını Türkiye’de yapacağımız bir model oturtacağız” diye konuştu.

Savunma sanayi olarak yerli üretimde bir noktaya gelindiğini ancak üretim sonrası bakım, işletme ve onarım konusunda da bir yapı oluşturulması gerektiğini belirten Bayar, bir süredir bu konu üzerinde çalıştıklarını, özellikle yerli üretim araçların bakım hizmeti için bunu düşündüklerini anlattı. Ancak Heron’da özel bir durum olduğu için öncelik verdiklerini belirten Bayar, “Heron’da özel bir durum var. Orada biz lojistik sorumluluğunu sanayinin alabileceği bir yapıyı çalışıyoruz. Bir iki hafta içinde yürürlüğe geçireceğiz. Bugüne kadar garanti süresi devam ettiği için, onun içerisinde bu hizmet devam etti. Bundan sonrasında biz onları kendi imkanlarımızla yapacağız. Sözleşmeler yürürlüğe girecek, ondan sonra da peyderpey ihtiyaç duyulan alanlarda biz sanayimizin imkanlarını kullanıp bunları uçar halde tutacağız. Ama bu en fazla birkaç aylık mesele. ANKA UÇUŞ TESTLERİNE BAŞARIYLA DEVAM EDİLİYOR

Türk Havacılık ve Uzay Sanayii A.Ş. (TUSAŞ) tarafından geliştirilen ve 30 Aralık 2010 tarihinden bu yana uçuş testlerine devam edilen “ANKA” İnsansız Hava Aracı Sistemi ile 22 Ekim 2011 tarihinde iki saat 10 dakikalık bir uçuş daha gerçekleştirilmiştir.

Bu uçuşta test hedefi olan 10.000 ft irtifaya sorunsuz ulaşılmış; otonom uçuş modunda performans belirlemeye ve kalibrasyona yönelik bir seri test manevrası başarıyla gerçekleştirilmiştir.
Hava aracının uçuş özelliklerini sistematik olarak belirleme amaçlı bir uçuş zarfı genişletme programı yapılmış olup, önümüzdeki birkaç uçuşta da irtifa, uçuş süresi ve menzil olarak bu zarf genişletilecektir.

Bu uçuşları takiben sisteme entegre edilecek Otomatik Kalkış/İniş Sistemi, Buzdan Koruma Sistemi ve gece/gündüz görüş sağlayacak kameranın performanslarının doğrulanmasına yönelik uçuş testlerine geçilecektir.

Uçuş test programını desteklemek üzere ikinci prototip hava aracı da hazır olup, diğer prototiplerin montaj faaliyetlerine hızla devam edilmektedir. Prototip hava araçlarının sayısının artmasıyla birlikte test programı ivme kazanacak ve ANKA en kısa zamanda Türk semalarındaki yerini alacaktır.

İsrail Hava Kuvvetleri'nin Güney Kıbrıs'ta gerçekleştirdiği tatbikat çerçevesinde dün 8 İsrail savaş helikopterinin, Kıbrıs Rum Kesimindeki Larnaka Havaalanı'na iniş ve kalkış gerçekleştirdiği bildirildi.

Fileletheros gazetesi, İsrail'in dün Doğu Akdeniz bölgesinde geniş çaplı bir hava tatbikatı gerçekleştirdiğini ve helikopterlerinin Larnaka Havaalanı'na birçok kez iniş ve kalkışta bulunduklarını yazdı. Gazete, dün sabah (23.10.2011) 10 sularında başlayan ve öğleden sonra da devam eden tatbikat çerçevesinde helikopterlerin havaalanına tüm iniş ve kalkış prosedürlerini denediklerini, iki helikopterin ise tam yakıt ikmali yaptıklarını vurguladı.

Türk savaş uçaklarının da "Lefkoşa Hava Sahanlığı"nın sınırlarına kadar gelerek tatbikatı izleme çabasında bulunduklarını iddia eden gazete, İsrail Devlet Başkanı'nın Güney Kıbrıs ziyareti sebebiyle İsrail askeri güçlerinin başka tatbikatlar da gerçekleştirme olasılığından da söz etti.

İsrail, Kıbrıs Rum Kesimi'nde gelecek hafta bir tatbikat yapmaya hazırlanıyor. Doğu Akdeniz'deki sondaj krizinden sonra İsrail'in Kıbrıs'taki zamansız tatbikatı, gerginliği artıracak bir adım olarak görülüyor

Kıbrıs Rum basınında çıkan bir habere göre İsrail, Kıbrıs Rum kesimindeki "Andreas Papandreu" askeri üssünde tatbikat yapmaya hazırlanıyor. Tatbikatların Ekim ayı sonunda gerçekleşeceği iddia edilen haberlerde, İsrail hava kuvvetlerinin, Kıbrıs Rum üssünü kullanması kararının iki ülkenin savunma bakanları arasında imzalanan bir anlaşma ile sağlandığı belirtiliyor.

PLATFORMDA TATBİKAT

Ancak İsrail'in bu tatbikatlara hangi uçaklarla ve hangi tarihte katılacağı konusunda Savunma Bakanlığı'ndan resmi bir açıklama yapılmadı. Rum Cumhurbaşkanlığı'na yakın kaynaklar ise böyle bir anlaşmanın varlığını doğruladılar ancak bu anlaşmanın bütünüyle "arama-kurtarma tatbikatları" çerçevesinde yapılacağını belirttiler.

Bu çerçevede İsrail hava kuvvetlerine ait helikopterlerin Baf'taki askeri üssü kullanabileceği ve aynı anlaşma gereğince Doğu Akdeniz'de doğal gaz aramaları yapılan Rum ve İsrail parsellerindeki platformlarda da iniş-kalkış yapabileceklerine dikkat çektiler. Ancak iki ülke arasında imzalanan bu anlaşmanın ayrıntıları konusunda net bir bilgi henüz edinilemedi. Rum tarafında yapılan yorumlarda, bu anlaşma sayesinde İsrail savaş uçaklarının, Kıbrıs Rum kesimindeki askeri üsleri "Çok amaçlı olarak kullanabileceğinden" söz ediliyor. Söz konusu anlaşmanın, Türkiye'ye verilen bir "mesaj" olarak algılanması gerektiğini iddia edenler de var.

RUS GEMİSİ GELİYOR

Öte yandan Rusya'ya ait uçak gemisi Amiral Kuzn etsov'un öncülüğündeki Kuzey Filosu'nun Kasım ayının ikinci yarısında Doğu Akdeniz'e ineceği açıklandı. Kuznetsov'un Kıbrıs Rum kesimindeki Limasol limanına demirlemesi bekleniyor. Bazı Rum gazeteleri Kuznetsov'un Doğu Akdeniz'deki varlığının da Türkiye'ye verilecek başka bir mesaj olarak görüyor. Turkey to produce its national light helicopter

Authorities have launched a program to design, develop and produce Turkey’s first national helicopter within the next five years. The country will probably select a foreign partner with large marketing capabilities, an official says.

Turkey’s defense procurement agency has formally pushed the button to launch an ambitious program to design, develop and produce the country’s first national helicopter, a light platform weighing less than 5,500 kilograms.

“We aim to build a platform designed by Turkish engineers, with customized sub-systems that also can compete on international markets with its performance and price. The first national helicopter will be sold to the Turkish market and then to international buyers,” the procurement office, known as the Undersecretariat for Defense Industries, or SSM, said in a statement on its website recently.

A senior SSM official familiar with the program said requests for proposals would soon be issued to international manufacturers willing to cooperate with Turkey on this project. The program is expected to cost Turkey billions of dollars in the next few decades, sources say.

Potential respondents

Potential respondents to the planned request for proposal include the U.S. helicopter maker Sikorsky Aircraft Corp. and Italy’s AgustaWestland. Earlier this year, Sikorsky defeated AgustaWestland in Turkey’s multibillion-dollar medium-sized utility helicopter competition. Turkey hopes to select its foreign partner in the light utility helicopter program next year.

One procurement official said Turkey wanted a foreign partner that can bring marketing advantages to the light utility helicopter program. “It’s not that we can’t make that helicopter ourselves, we can make it. But we would prefer to work with a company that has large marketing capabilities in third markets also,” said the official.

In a separate helicopter effort, Turkey in August signed a government-to-government deal with the United States to buy six Boeing-made CH-47 heavy-lift military transport helicopters, the first such vehicles in its inventory. The deal is worth up to $400 million.

On Sept. 29 the SSM held a critical brainstorming meeting to set out a road map for the national helicopter program. Military and civilian officials, industry executives and academics gathered for the meeting to discuss ideas.

First helicopter in 5 years

Koksal Liman, head of SSM’s helicopter programs, said Oct. 13 that, “We aim to see our first helicopter in the air within the next five years.” He also said the SSM already had completed budget planning.

Industry sources have said the type of light helicopter Turkey intends to build should weigh between 4,500 and 5,500 kilograms. The first Turkish national helicopter will be used for both military and civilian purposes, officials said. “Turkey is the world’s ninth largest helicopter market, so it is most natural if we went ahead to boost that sector of our local industry,” Liman said.

More pilotless vehicles needed to avert attacks

Turkey needs to acquire more and smaller unmanned aerial vehicles (UAV) to prevent large-scale attacks by the outlawed Kurdistan Workers Party (PKK) against Turkish military units near the borders with Iraq and Iran, several defense analysts said yesterday.

“Although there is no formal decision taken at this point, this probably will be the decision to be taken by the Turkish government,” said one procurement official speaking on condition of anonymity.

In the worst attack in the past 18 years, at least two dozen Turkish soldiers were killed and many others were injured when the PKK attacked the military in southeastern Turkey on Oct. 19.

The attack took place near the Çukurca district in an area bordering Iraq and Iran. After the deadly PKK attack, dozens of Turkish F-16 fighter aircraft bombed supposed PKK targets inside Turkey and in northern Iraq in retaliation, media said.

“I am talking about small- or medium-sized unmanned aerial vehicles that should be assigned to specific military units or border posts. These platforms are dirt cheap, but save a lot of lives,” one defense analyst said.

“The United States lost up to 7,000 small UAVs in Iraq and Afghanistan in the past 10 years, but saved a countless number of lives. These small unmanned aircraft let you know about approaching enemies and you take your measures. If, in the meantime, you lose the drones, you deploy new ones,” the analyst said.

“One solution is that you buy hundreds of tactical mini UAVs and equip independent units and garrisons with them. Also using [the military electronic company] Aselsan’s ARS-2000 Army Surveillance Radars and good networking, you can stop such attacks,” the defense analyst said.

The local Bayraktar company has successfully tried its Çaldıran, a tactical UAV, flying at a maximum altitude of 5,486 meters, as well as Mini UAVs and hand-held UAVs, which fly at altitudes between 610 and 1,520 meters and are produced by multiple local sources.

Higher-altitude missions are conducted by larger UAVs, namely the medium-altitude, long-endurance drones, or MALE UAVs. Turkey’s fleet of MALE UAVs used over the country’s southeast presently includes up to nine IAI Herons that were bought from Israel last year. Prime Minister Recep Tayyip Erdoğan said last month that the country would acquire the MQ-1 Predator drones the U.S. operates in Iraq.

Domestic efforts by Turkish Aerospace Industries to make the Anka drone have faltered, with the vehicle crash-landing in all three test flights since last year. The Heron, the Predator and the Anka all are medium-altitude, long-endurance (MALE) platforms operating at a maximum altitude of 9,144 meters for around 24 hours.

“Operating a UAV properly is like finding a needle in a haystack. The operator should be very skillful and lucky, because a UAV is like an eye seeing a specific development at a very specific location. And the network should operate precisely and on time,” said one defense analyst here.

“You need to look at the right place at the right time to find what you’re looking for,” he said.

“The U.S. government employs thousands of people to operate UAVs in Afghanistan. You have hundreds of hours of UAV footage daily received from dozens of vehicles, and probably only two minutes at a specific location has valuable information,” the defense analyst said. “You have to find it out and on time or you’ll miss your chances to act promptly.”

“In the short term we’ll be hiring more people for using the vehicles and analyzing and processing the data. In the longer term we’ll both boost our drones and our capabilities of process and analysis,” the procurement official said. “You need to both improve the size of your UAV fleet and at the same time your analysis assets,” the analyst said.

Since 2007 the U.S. also has been providing electronic intelligence over northern Iraq obtained from Predators to the Turkish military, whose Air Force has bombed the PKK’s headquarters in the Kandil Mountains many times in recent years based on that information.

“We’ve definitely decided to do whatever we can to make a better use of our unmanned capabilities. This is the number-one issue in the fight against the PKK,” said the procurement official.

Interview with Murat Bayar, Turkish Defence Industry Secretary

The Defence Industry Secretary of the Turkish Ministry of National Defence, Murat Bayar, recently talked to Rashad Suleymanov of the Azeri Press Agency (APA) about the Azeri-Turkish defence relations, joint industrial programmes, as well as general considerations about the Turkish defence sector. APA: I would like to learn your opinion about the current opportunities and capacity of the Turkish defence industry, which is carrying out a number of large regional projects. What are Turkey’s targets in this sphere?

Murat Bayar: Our main duty is to meet the needs of the Turkish armed forces, and we are working towards this. We see Azerbaijani armed forces as our own armed forces and consider it within our sphere. The recent developments, especially the sale problems with the Firtina auxiliary propelled artillery systems, once again showed that military technologies of our own production will make our arsenal stronger, but if we purchase some part of the weapons from abroad, it prevents our cooperation.

We have started a number of projects in the past 10 years. And these projects have already brought results and we have begun producing some weapon systems. We can produce all ground transport means, including armoured fighting vehicles, in Turkey. Also, Azerbaijan border troops import armoured personnel carriers from Turkey and they are satisfied with our manufacturing. Our naval industry has also been strengthened. We are building coast patrol boats, corvettes and other fighting ships. We are also working together with Azerbaijani partners to begin manufacturing such types of ships in Baku because it is impossible to export them.

Further, Turkey has made progress in the field of electronics and communications. ASELSAN became one of the world’s leading companies in this field. The Azerbaijani Defence Ministry uses a number of communications systems produced by ASELSAN. We are discussing this issue now.

Aviation is a new sphere for us. We attach importance to the production of unmanned aerial vehicles (UAV). Our armed forces are using mini-UAVs that are locally built. We also created prototypes of mid-sized UAVs and are going to begin their production. Additionally, the Anka UAVs continue their test flights. This UAV can fly 24 hours without refuelling. Anka’s first prototype will be prepared within a year and then we will begin its serial production. Anka will have the same capacity as the US’ Predator and Israel’s Heron. We manufactured it for our armed forces, but we would like it to serve the Azerbaijani armed forces, too.

APA: Do you have official proposals concerning Azerbaijan’s participation in the Altay armoured fighting vehicle and attack helicopter projects? How can Baku join these projects?

Bayar: We are discussing this issue now. The cooperation can be in several forms, including joint manufacturing. We are offering the Azerbaijani government to work out joint engineering projects. Production of attack helicopters will be started soon, and the work on the design and improvement of armoured fighting vehicles is also continuing. In 2014, we will see armoured fighting vehicles supplied with modern fire control systems.

There are also other fields in which we can work together, for example, air defence. Turkey is new in this sphere. A partnership could be established within ASELSAN’s warning projects. We earlier visited Azerbaijani Defence Industry’s computing device plant in Baku. We have the TASMUS warning system project, and ASELSAN will research opportunities for its joint production. I would like to note that the Azerbaijani President, Prime Minister, and Defence Minister have positive opinions about the Turkey-Azerbaijan cooperation in their defence industries.

We will share most modern technologies and, due to joint production, both sides will reduce expenditures. At the same time, both countries will have common weapons.

APA: Azerbaijan and Turkey reached agreement on joint production of infantry weapons, 120-mm mortar launchers and 105-mm air-transportable canons. Please give details about these projects.

Bayar: The design of the infantry weapon has been completed and now is being tested. We will start its serial production within a year. We can manufacture it in Azerbaijan, too. Now our ground troops are testing this weapon. It will be a more modern and developed weapon than the G-3 and Kalashnikov gun. The 105-mm cannon project is in the first phase of development and we are planning its joint production with Azerbaijan. We also sent our proposals on 120-mm mortar launchers to Azerbaijan. They will begin production after researching it.

APA: What about the production of the 12.7-caliber model Istiqlal sniper weapon in Turkey?

Bayar: One of the agreements we reached in May 2011 is related to that. We will start its production after learning the needs of our army.

APA: What about naval cooperation?

Bayar: Ares Shipyard is holding talks on this issue. Recently, Yonca-Onuk had similar talks. Turkey has five to six shipyards for building warships. We think that these shipyards can work for Azerbaijan, too. We can produce attack warships there.

APA: Dearsan Company also applied for joint production, but their cooperation with another littoral Caspian country prevented its participation.

Bayar: Our shipyards are owned by private companies and are working in different countries. Dearsan is a veteran shipyard and has no problem with working in Azerbaijan, too. But there are alternatives and we will consider other options.

APA: At what stage is the joint production project of 107 and 122 calibre missiles and the Sakarya missile launcher system with ROKETSAN?

Bayar: ROKETSAN made proposals to the Ministry of Defence Industry and now they are evaluating these proposals. I hope that a positive decision will be taken and we will begin the work.

APA: How much does Turkey forecast it will earn in defence exports in 2011?

Bayar: We forecast USD 1 billion this year. As I said, our main goal is not in exports, but to meet our own requirements.

APA: What percentage of Turkey’s armed forces are armed and supplied by its national defence manufacturing?

Bayar: It was 53 per cent in 2010. This number has increased from year to year. Our goal was to pass 50 per cent, and we have achieved it.

APA: It has been observed that after the “One minute” scandal occurred between Mr. Erdogan and the Israeli president at the Davos Forum, new opportunities developed for Turkish defence industries in the Middle East and Far East markets.

Bayar: The defence industry cooperation is a sphere related to politics. One country must have high-level relations with another in order to have cooperation in the defence sphere. There are valuable results caused by the policy of our government. Our relations with Middle East and Southern Asian countries have significantly developed. As our relations develop, our defence industry finds new cooperation spheres for itself. So political relations do increase our activities.

APA: Are there plans for extending the sales of Turkish defence industry products to Caucasian and Central Asian republics?

Bayar: As I noted, we have high-level relations with Azerbaijan and Kazakhstan and we have some projects with Georgia and Turkmenistan. Currently, we don’t have much activity in exports to Central Asia, but our relations will deepen when the time comes.

APA: Do you face difficulties in the Caucasian and Central Asian markets where Russia, Belarus and Ukraine dominate?

Bayar: No. These countries are in a transitional period and they are trying to integrate into the West and with NATO. They have since moved to NATO standards. Turkey is the closest and the most experienced country that can help these countries in this sphere. Of course, some difficulties can occur during transitional periods. In my opinion, the right way is to leave in place the former soviet standards for these countries.

APA: To what degree is it possible for Turkish companies to participate in modernisation projects in Azerbaijan?

Bayar: We can participate in all spheres of the defence industry.

APA: ASELSAN had certain proposals on modernisation of tanks. But Israel’s Elbit Systems won the project.


Bayar: Maybe, ASELSAN presented the wrong proposals in its commercial accounts. It is impossible that Elbit is cheaper than ASELSAN. We hope not to permit such mistakes to again occur while we work closer with Azerbaijan.

APA: It is said that the “Heron” crisis and the political tension between Israel and Turkey infected defence projects, as well, as it is underlined that Turkey will refuse some military projects.

Bayar: We have not abolished projects with Israel. But we have with finished projects. Frankly speaking, despite the political crisis with Israel, our cooperation in the defence sphere was gradually decreasing because we have gained achievements in these sectors that are similar to spheres of activities in Israel. We are able to produce these goods ourselves, for example, IFF, tank modernisation and others. I can surely say that Turkey has the best tank fire-control system. ASELSAN created it. Now we do not buy fire-control systems from Israel. We can also implement aircraft modernisations ourselves. And we will not buy PUAs from abroad after “Anka” commences production. For now the Turkish defence industry can work in those spheres where we previously needed Israel’s assistance.

APA: The Joint Strike Fighter (JSF – F-35) programme faces some problems, such as an increase in expenditures and the US intention not to give codes to Turkey. What proposals does Turkey have to solve these problems?

Bayar: As you know, nine countries participate in the JSF consortium and the problems are not only for Turkey, but for all nine countries. This year we are on the eve of placing the first order. We are trying to settle some issues regarding it. There isn’t a bulk order for the JSF programme, there are annual orders. The first period for delivering the products for us is 2015, and we intend to purchase six F-35 aircraft. The orders might be fewer or more. It is correct that there is an increase in the costs.

Today, Turkish industry produces the clear parts for the aircraft. We want to increase production in Turkey, because the production in Turkey is cheaper than in the US and other countries. If we realise it, the funds which will be spent by nine countries will decrease, so now the member countries are considering it. There is a problem on codes.

I want to note that there are many programmes for this fighter aircraft. We want and will buy the same programmes used in operations. We understand that the US doesn’t open certain codes to any country, as well as to the member countries of the consortium. We will not do it either.

Avrupa savunma sanayiinin geleceği, bu ay İstanbul'da yapılan Avrupa Uzay, Havacılık ve Sanayileri Birliği'nin yıllık toplantısında tartışıldı.

Avrupa savunma sanayiinin gelecekteki seyri, 6-7 Ekim 2011 tarihlerinde iki kıtanın birleştiği İstanbul’da gerçekleştirilen ASD (Avrupa Uzay, Havacılık ve Savunma Sanayileri Birliği) yıllık toplantısında tartışıldı ve bir ölçüde belirlendi.

Ev sahibi ülke olarak bu yıl Türkiye’nin seçilmesi, ülkenin bölgedeki önemli ve istekli rolü dikkate alındığında mantıklı gelmekte. Bölgede siyasi, sosyal ve ekonomik konularda doğal bir lider konumundaki Türkiye, hiç şüphesiz gündemi belirliyor. Önümüzdeki on yılın sonunda dünyanın 10. en büyük ekonomisi olmayı hedefleyen ülke, ulaşımdan enerjiye, turizmden savunmaya kadar önemli projeler hazırlıyor.

Türkiye’ye yeni ortaklar

ASD, Avrupa’nın 20 ülkesinde 28 üye ve temsil ettiği 2.000 şirketin yanı sıra, pek çoğu küçük ve orta büyüklükteki işletmeler (KOBİ) olan 80.000 tedarikçiyi de temsil ediyor. ASD’nin çatısı altında toplanan şirketlerin toplam cirosu 155 milyar euronun üzerinde ve yaklaşık 696.000 kişiyi istihdam etmekteler. BAE Systems’ın kurucu üyeleri arasında yer aldığı ASD, 2004 yılında kurulmuş ve Avrupa’nın Havacılık, Uzay, Savunma ve Güvenlik sanayiini kalkındırma hedefleri çerçevesinde, Avrupa sathında ortak bir sanayi gündemini takip etmekte.

Birlik üyeleri, bu büyüklükten aldıkları güçle, savunma ekipmanlarının net ihracatçısı olma yönündeki iddialı hedefini gerçekleştirmede Türkiye için önemli birer ortak olabilirler.

ASD’nin hedefleri, Türkiye’nin milli savunma sanayiini geliştirme stratejisiyle örtüşmekte. Türk savunma sanayisinin önde gelen satın alma otoritesi olan Savunma Sanayii Müsteşarlığı (SSM) tarafından da belirtildiği üzere, Türkiye çokuluslu savunma ve güvenlik projelerine aktif olarak katılmak konusunda kararlı. SSM, Ar-Ge ve teknolojik uzmanlığın paylaşılması, imalat, pazarlama ve uluslararası pazarlara ihracatı kapsayan kapsamlı ve stratejik bir işbirliği yaklaşıma sahip.

SSM uzun yıllardır bu stratejiyi hava, kara ve deniz alanlarında başarılı bir şekilde uygulamakta. Aralarında ulusal taarruz helikopteri T-129 ATAK programı, FNSS’nin PARS zırhlı araç programı, kısa bir süre önce imzalanan BLACK HAWK Helikopter programı ve MİLGEM ulusal savaş gemisi programının bulunduğu programlar, SSM’nin güçlü liderliğinin birer kanıtı.

SSM’nin stratejisi geliştikçe daha fazla projenin geliştirilmesine tanık olacağımız konusunda hiçbir şüphemiz bulunmuyor. Daha fazla proje ise, daha fazla sayıda Türk KOBİ’sinin savunma sanayiine katılımı anlamına gelmekte.

KOBİ’ler, Türkiye ekonomisinin genelinde olduğu gibi savunma sanayiinde de ülkenin taşıyıcı unsurları eninde sonunda olacaktır.

Cazip teklif olasılığı

İstanbul’daki ASD yıllık toplantısında, savunma gündemine yönelik kapsamlı görüşmeler gerçekleştirildi. Gruplar, geleceğe yönelik savunma tehditleri, sınır güvenliği, NATO işbirliği ve insansız uçak gibi geleceğin sektörlerini tartıştı. İngiltere hükümeti ve bizlerin gündeminde olan ana konu ise deniz güvenliği ve denizcilik sektörüydü.

Denizcilik konusunda işbirliği, son derece güncel bir konu ve bu olasılıkları inceleme konusunda halihazırda Türkiye ve İngiltere arasında olumlu ve devam eden bir diyalog bulunmakta. Her iki ülkenin denizcilik alanındaki güçlü tarihi ve uzmanlığı, geleceğe dönük işbirliği potansiyelini de arttırmakta.

İngiltere, denizcilik kapasitesinin ortaklaşa geliştirilmesi konusunda Türkiye’yle stratejik bir ortaklık kurmak istiyor. İşbirliği yapabileceğimiz potansiyel alanlardan biri, Küresel Savaş Gemisi (GCS) programı. Bu program, gelecek 10-20 yıl içinde küresel boyutta ülkelerin denizcilik alanındaki savunma ihtiyaçlarını en gelişmiş teknolojilerle donatılmış savaş gemileri üretimiyle karşılamayı hedefliyor.

Bu tarz bir girişim, paylaşılan tasarım ve satın almayla ölçek ekonomisi sağlayarak, Türkiye’de inşa edilen gemileri içerebilir. Bu yaklaşım, maliyetleri düşürebilir ve eğitim, bakım ve destek programlarında önemli bir tasarruf sağlayabilir ve ayrıca uluslararası satış fırsatları da oluşturabilir. 2023 yılı itibariyle Türkiye savunma ekipmanlarının net bir ihracatçısı olma hedefini benimsediğinden, gelişmiş savaş gemilerinin ortaklaşa inşa edilmesi cazip bir teklif olabilir.

Türkiye, olağanüstü ekonomik büyümesine devam ederken ve bölgede iş yapmak üzere en çok tercih edilen ortak olarak profilini yükseltirken, İstanbul, Avrupa savunma sanayiine daha da aşina olmayı sürdürmekte.
Geçen günlerde gerçekleştirilen ASD toplantısı, bu bağlamda önemli bir kilometre taşı olarak, Türkiye’nin yükselişinin Avrupa savunma sanayii tarafından kabulü olarak tarihe not düşülmüştür. US May Cut Missile Defence

Budget reductions have forced the US Navy to consider reducing the number of surface warships. The cuts could include vessels devoted to missile defence – once a sacrosanct mission for the world’s most powerful navy.

Navy planners have drafted an alternative five-year budget that could go into effect if President Barack Obama and the US Congress decide to seek further spending reductions on top of the $40-billion-a-year savings agreed upon earlier this year.

The alternative plan would decommission nine (9) 1980s vintage Ticonderoga-class cruisers from the current force of 22. The cuts would take effect in 2013 and 2014. With their 35 year service lives, the cruisers were originally planned to leave active service sometime in the 2020s.

The Ticonderogas, each 570 feet-long, are among the world’s most powerful warships. They are equipped with Aegis radar systems and up to 122 long-range missiles.

The radar-and-missile combination makes the Ticonderogas ideal missile defence platforms. With tweaks to their radars and software, the cruisers can fire SM-2 and SM-3 missiles capable of intercepting enemy ballistic missiles. The Navy stations missile defence-capable Ticonderogas in California and Japan and could include the cruisers when it begins deploying missile defence ships to Rota, Spain, starting in 2015.

The smaller Burke-class destroyers, of which the Navy is building at least 74, can also intercept ballistic missiles.

The Navy routinely prepares multiple plans to account for budget uncertainties. It’s possible the cruisers will remain in service. If vessels do decommission early, though, they could leave a gap in the United States’ still-evolving missile defences.

Mevcut Durum : Sözleşme imzalanarak yürürlüğe girmiştir. Halihazırda uçaklara yönelik bakım faaliyetleri Suudi Arabistan’da devam etmektedir. İlk uçak teslimatının 2011 Ekim ayı içerisinde gerçekleştirilmesi hedeflenmektedir.

Amaç : Tehdit ülkelere karşı gerçekleştirilecek taarruzi hava harekatında, düşmanın her türlü radar ve haberleşme imkanının, tehdit bölgesine girmeden dinlenmesi karıştırılması ve/veya aldatılması maksadıyla hava platformuna entegre edilmiş Uzaktan Elektronik Dinleme/Elektronik Taarruz sistemi tedarik edilmesi.
